Job Description

Overall responsibilities

The CLA and KM Advisor will lead the Activitys Collaborating, Learning, and Adapting (CLA) Plan and Learning Agenda, which includes rigorous and robust monitoring, evaluation, learning, and research activities to respond to USAIDs key learning questions. Primary, the Advisor will be responsible to collaborate with the Activitys Key and other personnel to enhance documentation of activities and associated results in all possible retrievable ways of documentation, improve activity data utilization for adaptive management, enable a system for active learning, and thoroughly document evidence-based adaptation of project efforts and interventions for regional, national, and global audiences.

In addition, the incumbent will lead the development and operationalization of the learning agenda, including key activities as laid out in the AMELP submitted to USAID. He/she will lead operational research activities, including outcome harvesting and a summative evaluation, and learning exchanges, including pause and reflect sessions and theory of change reviews. He/she is expected to familiarize themselves with the MSH Learning Guidance to best identify, document, organize and share knowledge that can contribute to improved performance and learning.

SPECIFIC RESPONSIBILITIES
1. Lead the recording/capturing of key activities, results/findings and lessons learned in the form of case studies, technical briefs, annual and quarterly reports, success stories, and other technical and non-technical products, as required by USAID and for program implementation improvement,
2. Build repository/stock of learning products and ensure dissemination that includes assessments, OR results/evaluations, best practices, success stories, lessons learned and project briefs on secured and confidential place, and make sure that they are accessible for target internal and external users for learning and reference purposes,
3. Provide technical leadership and support for the development, implementation, and adaptation of the CLA Plan throughout the Activitys life cycle that includes revising and updating the plan on annual basis as deemed necessary.
4. Design, implement, and adapt an active learning system to support learning agenda across project woredas. This includes planning and conducting a Maturity Model Assessment, Adaptive Management Self-Assessment, Pause and Reflect Sessions and Theory of Change Reviews. Learning activity will also include operational research, outcome harvesting and a summative evaluation,
5. Lead data analysis and triangulation for evidence-based decision making for planning, implementation, continuous performance improvement and advocacy to strengthen collaboration and coordination of program implementation,
6. Ensure that a learning culture is fostered within the Health Resilience Activity and promote the utilization of learning and evidence for decision making and continuous improvement of project planning and implementation.
7. In collaboration with the senior surveillance and data management advisor, provide trainings to project staff on surveillance, monitoring and evaluation, operation research, case studies, write up and evidence generation from project implementation,
8. Conduct supportive supervision and mentorship to field Activity staff, zonal, woreda PHEM officers and health facility staff activities documentation; do synthesis of evidence to enable an informed decision making at all levels,
9. Support additional data-related efforts, including but not limited to:
o Actively review, organize, and triangulate performance and contextual data to identify gaps, successes and opportunities for improvement, for testing innovations and supporting data-driven and transparent decision making and project adaptations,
o Lead and/or support submission of study protocols for IRB review and approval when needed,
o Contribute data to MSHs Health Impact Metrics and provide feedback and recommendations on how the metrics relate to the Activity.
10. Identify strategic opportunities for sharing project findings and lessons learnt for adaptation of similar efforts or scale up of existing ones, and support dissemination on national and international fora,
11. Collaborate with MSH HQ relevant staff for routine performance reviews, evaluations, abstracts, and learning workshops or global knowledge exchanges as deemed necessary,
12. Discharge other duties and responsibilities as requested by project staff as deemed necessary.


Job Requirements

REQUIRED QUALIFICATION AND WORK EXPERIENCE

Masters degree in public health, Monitoring and Evaluation, Field Epidemiology/Epidemiology, Epidemiology & Biostatistics and in other social sciences fields and BSc degree in health sciences related fields
At least 7 years work experience at national/sub-national level in the field of Public Health Emergency Management (PHEM), particularly disease surveillance and emergency response, risk analysis and gender analysis to inform EPR planning,
At least 5 years of experience in Monitoring, Evaluation and Learning related activity, preferably in international NGO; evidence documentation, report writing, preparation and sharing of lessons learned or best practices (documentation includes electronic and hard copy),
Strong understanding and experience using USAIDs CLA approach and USAIDs M&E reporting requirements; previous experience supporting a USAID-funded project is an advantage,
Excellent written and verbal communication skills demonstrated by record of published research, preferably operations research in health programs.
Experience in proposal writing and understanding of IRB requirements and human subjects research principles,
Proven skill in information synthesis, understands what is most important, and communicates analytical findings in writing and orally clearly, compelling, and concise for different audiences,
Collaboration skill and ability to advocate and liaise with a diverse set of stakeholders for efficient and effective program implementation,
Self-motivated and goal-oriented with strong conceptual and analytical skills,
Demonstrated skill as team player and willing to take on more responsiveness when necessary and deliver results under stressful circumstances,
Excellent ability with Microsoft Office applications and SharePoint, Power BI, DHIS2-PHEM, ODK, SPSS, GIS and other statistical applications.
