Job Description

Ministry of Health would like to invite competent and interested applicants for the following positions.

Background

Introduction Ministry of Health-Ethiopia is seeking an experienced Digital learning Manager to help to transform our approach to digital learning system management of the CPD program. The ideal candidate will have a track record in developing, managing, and delivering effective digital learning management system for the Ministry and all stakeholders engaged in CPD activity. The right candidate will be someone with a strong track record in developing and delivering effective online training and knowledge sharing at an international organization. Operationalization of the digital learning solution special focus on e-learning systems leading to quality delivery and associated software. We are looking for someone with in-depth knowledge of digital learning platforms, processes and learning management systems, excellent written and verbal communications skills.

Roles and Responsibilities

  • Set up and manage digital learning management system for e-learning and CPD activities
  • Visualize instructional graphics, the user interface and the finished product
  • coordination and support for the development of national e-learning training materials
  • Set up new ways of capacity building through e-learning for the Ministry and Accreditors
  • Manage the digital learning program with the CPD case team.
  • Manage learner-enrolment on the Learning Management System (LMS)
  • Promote the use of the digital health solution for Ministry staff; identify opportunities to advocate the use of the digital health solutions across various media
  • Create supporting material/media (audio, video, simulations, role plays, games etc)
  • Carry out any other ad-hoc duties as may be assigned by CPD team during working period.

Reports to:HHRDI, LEO MoH

Employment Type and Duration:The contract duration for one year, renewable annually subject to performance and budget availability

Job Requirements

Educational Back Ground

  • Masters degree in Computer science, Educational Technology, Software Engineering, Digital Learning, Information Technology or Knowledge Management and Learning.

Work Experience

  • 12 years proven work experience in system development and testing or digital learning for Masters degree OR 10 years proven work experience in system development and testing or digital learning for PhD.
  • Strong knowledge of technology and developments in the field of e-learning

PROFESSIONAL KNOWLEDGE, SKILLS AND ATTRIBUTES, REQUIRED

  • Excellent editorial skills able to turn complex material into engaging content.
  • Demonstrated knowledge in developing Learning Platform or Course Management System (CMS)
  • Proven experience in Moodle e-learning platform customization both front end and back-end design
  • Strong working knowledge of instructional design practices, curriculum design, training methodologies and online education
  • demonstrated digital skills
  • Proficiency in coding (PHP, HTML5, CSS, JavaScript, jQuery)
  • Able to work with multi-cultural and multi-disciplinary teams
  • Experience of developing storyboard for e-learning courses and uploading on the learning management system.
  • Ability to manage time efficiently, effectively handle multiple tasks and competing priorities, as well as meet deadlines
  • Strong interpersonal verbal and written communication skills

Accountability

  • Both the Civil service and MoH Human Resource Administration rules and regulations will be applied to guide the day to day services of the advisor.
*As new priories emerge, MoH may periodically revise the TOR for this position.
