BACKGROUND
The Government of Ethiopia has received financial support from the World Bank to strengthen continental and regional infectious disease detection and response systems. Ethiopian Ministry of Health (MoH) and Ethiopian Public Health Institute (EPHI)in collaboration with regional health bureaus and relevant stakeholders have been implementing the Construction project of the ACDC Financing projects.
Effective implementation of the project needs application of proper and adequate project management activities which needs considerable efforts of project planning, directing, coordinating, monitoring & controlling and evaluating the project implementation. The project implementation unit, Health Infrastructure Lead Executive Office (HILEO) under MoH, would becore responsible to carry out he project management of the ACDC Financing projects. Consequently, MoH (HILEO) is looking for Senior Civil Engineer consultant among the different individual consultant individuals required to implement the Construction project of the ACDC Financing projects.
OBJECTIVE
The objective of this post is:
- To support the MOH, HILEO with all of the necessary Construction supervision execution capacity, which would significantly contribute to the success of ACDC financing construction projects as a whole;
- Provision of proper and adequate of all necessary Construction supervision for Africa CDC Regional Investment Financing Project;
- Successful completion of ACDC financing projects that mainly refers efficient, standard quality and timely completion project.
ROLES AND RESPONSIBILITIES
- Serve as liaison to the World Bank Country Office concerning Construction supervision projects And Collaborate with other concerned stakeholders;
- Prepares civil engineering designs and specifications for complex construction works;
- Prepares a tender document that includes technical information and specifications and follows permanent construction regulations.
- Develops contract management and technical requirements that enable better selection and deliver the quality of work to the desired level;
- Advance payment and after the work is done, takes the appropriate measure for payment requests and prepares and submits a payment certificate based on the one provided by the contractor.
- Performs the civil engineering and design studies required for the construction sites;
- Studies, investigates and makes recommendations for decision-making on the appropriateness of work completion time extensions, price escalation and claims, as well as change work requests.
- Studies the amount of budget required before starting project work.
- Monitors, evaluates and reports on the technical performance of construction projects;
- Monitors and supervises that construction works are carried out in accordance with relevant laws, regulations, standards and implementation guidelines.
- When the construction is completed, the first and final phase will be handed over.
- Ensures the implementation of tender, construction monitoring, quality control and tender management and payment checklists;
- Prepares construction bids and contract documents for contractors based on government procurement guidelines and regulations.
- Reviews contractors' construction bid documents; He also answers when there is a complaint from the bidders.
- The contractors who won the bid will prepare the contract document and sign the contract and do the site handover with the contractors.
- Monitors and verifies project completion schedules, construction resources and financial action plans;
- Checks and verifies time extensions, work changes and other issues submitted by consultants and contractors;
- Identify and provide solutions to problems encountered in construction project process or contract management;
- Checks and verifies payment documents of contractors;
- Monitors the implementation of the annual meeting gazette board of the construction performance of the projects;
- Resolves issues related to project contract management; Project Management Athens applies; Makes for an economical construction system; Ensures that overdue projects are reviewed in accordance with regulations; Organizes documents with favors and other items;
- Coordinates and conducts the first and final handover of construction projects upon completion.
- Responds to issues submitted by contractors, consulting firms and stakeholders;
- Prepare and review adequate checklists such as bill of quantity and specification preparation checklist, quality control checklist, technical bidding checklist documents, etc.;
- Performing quality control supervision including on-site observations of projects to ensure general conformance with design documents;
- Maintain all the necessary Construction documentation;
- To deliver timely and regular project Construction progress report to HILEO concerning issues and progress reports as per the project implementation manual;
- Providing possible new ideas, advice and consultation to Health Infrastructure Lead Executive Office (HILEO) and EPHI on all construction matters, including compliance with codes and regulations;
- Resolve complex construction issues with innovative and practical solutions;
- Perform any other relevant tasks as delegated and required by MoH/HILEO.

Employment Type and Duration:The contract duration will be for one year, renewable annually subject to performance and budget availability

EDUCATIONAL BACK GROUND
- BSc degree or MSc degree in Civil Engineering or Construction Technology & Management.
WORK EXPERIENCE
- At least 10 years of Specific experience in Construction supervision, Constriction project management and/or coordination after graduation for BSc degree or
- At least 12 years of specific experience in Construction supervision after graduation for MSc degree.
SKILLS
- Strong technical and management skill, analytical, and planning skills,
- Ability to effectively communicate findings makes recommendations, and good team spirit.
- Proficiency in SAP, AutoCad and Microsoft Office, Applications.
- Both the Civil service and MoH Human Resource Administration rules and regulations will be applied to guide the day to day services of the advisor.
As new priories emerge, MoH may periodically revise the TOR for this position.
