TEAM PURPOSE:

The Team bring excellence as a finance partner for Oxfam with the provision of value-adding support to all stakeholders. To ensure a strong stewardship role in resources management; support in the achievement of program effectiveness; deliver efficient, cost-effective and quality operations, and technical/professional advice and expertise to develop and implement Oxfams strategic roles.

JOB PURPOSE:

TheFinance Officersupports the Finance Team in various accounting activities on a daily basis. This includes a review of financial documents and making sure payments are supported with appropriate source documents; preparation and processing of documents for payment, review and coding of financial information and Journal entries as appropriate; assisting in data entry into the system, and maintenance of appropriate finance documentation after verifying all source documents for proper approval.

Key Responsibilities

1.Financial Systems and Procedures Implementation

  • Track the day-to-day financial issues
  • Assist that there is a proper comprehension, understanding, and follow-up of the Financial and Information Systems, Policies, and Procedures. These policies are the ones defined by the Country Office (which will always consider Oxfam Global requirements).
  • Assist sure the analysis and monitoring of the financial information as well as provide strategic inputs to the Programme Coordinators, Managers, and field staff for timely decision-making at the Programme lev
  • Make sure/Lead internal audits to guarantee the proper quality of the offices financial information in relation to the grant contracts.
  • Review the note to file and minute and follow up the action points in BVA review- ensure proper approval is in place for code resifting.
  • Sharing lessons learned from audit findings in an organized

2.Support Programme Coordinators and Managers for proper programs design and follow up

  • Assist the Finance Coordinator for the coordination of the Grant budget monitoring process. Review the monthly BVA and document the key findings. Communicate with Head Finance and Systems Manager and ensure non-project-related expenses are not reflected in the BVA.
  • Provide direct support to the management and budget holders on all matters of finance specifically on budget preparation for new proposal development and other budgets where required, monitoring, control, and reporting for grant contracts with a view to ensuring good financial standards are met,
  • This may also include some finance training depending on the needs of individual managers.

3.Donor Finance Management

  • Ensure the quality of the financial reports prepared by Finance Coordinators.
  • Leads a primary audit trail from primary documentation to the accounting system for accurate and rapid reporting and general record keeping.
  • Make sure the BVA has been submitted to respective program leads on timely bases
  • Responsible to ensure that donor grant financial requirements are followed and when this may not be possible, bring innovative and creative solutions to be negotiated and agreed upon with the donor in collaboration with the Funding and Grants Manager.

4.People Development and Management

  • Involve in the preparation of role profiles for finance staff
  • Responsible for the effective performance management of finance staff reporting to the position, ensuring assessment, development, and performance management against objectives and organizationally agreed competences
  • Accountable for implementing Oxfams people management policies, procedures, and standards
  • Manage and supervise the staff directly reporting to the position and ensure that any training needs are identified and met
  • Support a climate of continuous professional improvement in finance
  • Uphold principles of Oxfams gender and diversity principles in the workplace.
  • Assists HR staff with the recruitment of finance staff by conducting interviews and providing assessments of candidates technical abilities.
  • Coaches, mentors, and appraises subordinates in accordance with Oxfam GB Performance Management System.
  • Create staff development opportunities for finance staff by extending their engagement beyond the job descriptions
  • Provide relevant orientation for staff, both at the start of the contract and ongoing, to ensure their understanding and compliance with Oxfam GB policies, organizational strategies, and job expectations.
  • Ensure staffs have equal and relevant opportunities for professional and career development.
  • Closely work with the Country Office finance team
  • Perform other duties as assigned by the supervisor within the scope of general responsibilities.

Oxfam general:

  • Ensure implementation of Oxfam GBs operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfams work. With support from technical advisors and program service staff as needed.
  • Act as Oxfams representative at the local and national levels with local authorities, partners etc. as required, mainly in events relating to accounting/finance.
  • Be a member of Oxfams team, participating in appropriate staff meetings, planning sessions and ongoing liaising as needed.

Experience, Knowledge & Competencies

Skills and Competency Required:

  • Bachelor's / masters degree in finance, accounting, or business administration
  • For BA degree at least 7 years experience in senior finance positions in INGOs or other relevant organizations.
  • For MA degree at least five years' experience at the country or regional level preferred.
  • Strong analytical skills with mastery of Excel and other relevant financial management software.
  • Experience in leading budget preparation, forecasting processes, and reporting cycles.
  • Proven experience working with restricted funding contracts from government donors and private foundations.
  • Ability to work in complex multi-cultural environments.
  • Excellent communication, interpersonal, and leadership skills, and ability to work independently.
