MAIN TASKS AND RESPONSABILITIES

Conduct compliance document review in accordance with agreed country office compliance workplan

Regularly verifies progress made towards compliance recommendations and agreed action plan.

Develop compliance periodic reports and share with supervisor regularly.

Based on compliance checks and reports develop organizational wide targeted improvement plans including a suite of tools that improve control measures

Provides consultation and advisory services to the staff and engages with other departments to support improvements in internal controls.

In coordination with senior management develop risk identification checklist along with its mitigation plan

Ensure that record keeping of compliance reviews document kept on shared file is timely, accurate and complete.

Communication

Proactively communicate results of compliance reviews and identified gaps with country management and supports corrective measures in real-time to avoid non- compliance.

Prepares and provides necessary updates and reports on field compliance work as needed.

Maintain regular communication with key stakeholders at country and HQ level as required.

Accountability

Lead training related to Compliance, Code of conduct, safeguarding, workplace ethics, and internal control across the country operational areas.

Support management in increasing the awareness of transparency and accountability.

Risk Management

Support country office in development of operational risk registers of projects at proposal stage and support the development of action plan for risk management.

Other responsibilities

Suggests changes to policies and procedures and improvements to the system.

Assist management with remedying any gaps in internal control.

Assist compliance investigations unit and country management with investigations upon their request and subject to approval of the Head of Filed Compliance.

Compliance & Ethics

Promote and encourage a culture of compliance and ethics throughout Country office operational areas.

Maintain a clear understanding of International Medical Corps and donor compliance, ethics standards and adheres to those standards.

Conduct compliance duties with the highest level of integrity

Job Requirements

  • University degree in accounting, preferably in business administration/ or audit
  • Typically, 2-3 years of experience, preferably in a similar position
  • Strong time management, problem solving and follow up skills.
  • Experience in risk management, compliance and /or audit preferred.
  • Familiarity with different types of instruments (Grants, contracts, sub-award, consortium, etc)
  • Familiarity with various business processes (HR, Program management, Finance, Logistics, IT, etc.)
  • Knowledge and work experience with BHA/ USAID, UNHCR, WFP, UNICEF, EHF, UNFPA, UNOCHA, and other donors)
  • Strong communication skills and good know- how with excel, word and PowerPoint.
  • Ability to handle sensitive matters on a confidential basis.
  • Ability to gather, analyze, and evaluate, facts, define problems, draw valid conclusion, prepare, and present concise reports in English.
  • Ability to establish and retain effective work relationships with other staff and communicate clearly and effectively, both orally and in writing
  • Ability and willingness to travel to in-country operational areas as needed.
- Local language and English with solid communication and writing skill.

Code of Conduct

As applicable to this position, an individual must promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards. Staff are also responsible for preventing violations to our Code of Conductand Ethics, which may involve Conflicts of Interest, Fraud, Corruption or Harassment. If this is a supervisory position, one must set an example of ethical behavior through ones own conduct and oversight of the work of others; ensure that those who report to you have sufficient knowledge and resources to follow the standards outlined in the Code of Conduct & Ethics; monitor compliance of the people you supervise; enforce the Code of Conduct & Ethics and International Medical Corps policies, including the Safeguarding Policy and the Protection from Harassment, Bullying and Sexual Misconduct in the Workplace Policy, consistently and fairly; support employees who in good faith raise questions or concerns
