Job Description
1. About CVM
CVM is a non-profit making Christian Organization based in Ancona, Italy. It was founded in 1978 by a group of people who were profoundly dedicated but also concerned about helping people in their struggle to exist in this world, irrespective of who they are and where they are from.
CVM envisions a fair world for its inhabitants, having proper global development, and working for a more human world through the development of the whole person both in the North and in the South of the World. CVM does not have to care about their size and the excessive means used to fight poverty today. On the contrary, it chooses to act as a hidden figure by planting tiny seeds for human development.
Among the program priorities, CVM has promoted a safe migration cycle project for domestic workers, enforcing Ethiopia's legal, regulatory, and monitoring framework. In this regard, one of the purposes of this project is to collectivise survivors of (transnational) domestic servitude to increase their agency, voice, and leadership in disrupting the systems that sustain exploitation and servitude.
CVM has established a women's survivor organisation and is working toward building up the organisational capacity, including facilitating their legal process and policies development, to represent the voice of prospective migrants and survivors and promote the implementation of the migration framework in Ethiopia.
The survivor's organisation establishment also aimed to strengthen the understanding of Returnees/ Survivors about minimum prerogatives for decent employment conditions (working hours, rest time, visits to families, communications, access to education, average wages, right to medical care, and maternity), written contract agreement, procedures for resolving disputes in the workplace; dismissal with or without cause. CVM currently provide various pieces of training to strengthen survivors' capacity to take a leadership role in their own lives and the more significant movement against the form of abuse and exploitation they have experienced.
2.Objectives
The overall objective is to develop a context-specific, compatible (1) Human Resource Management and Admin manual and (2) Communication and Advocacy Manual in line with local laws and both national and international best practices. The manuals are expected to contribute towards appropriate internal controls, transparency, accountability, communication, and strategies to survivors' lead organisation/SLO.
Scope of the work
The assignment should cover but not limited to the following core topics:
Assess the existing policies, legal procedures, mechanisms, practices, and strategies considering the situational context concerning SLO manual development
Conduct related literature review of existing legal and procedural frameworks, consultations/interviews of relevant partners and members of like-minded SLOs and general observation of their work practice.
Deliverables
The inception report outlining the manual development framework, detailed work plan, methodology, and other strategies that will be used by the consultant to produce the two manuals;
First draft comprehensive manual presenting findings and analysis;
Second draft manual (both), including comments and feedback from the first draft;
Preparing and presenting PowerPoint on both manuals;
Finalize both manuals by including comments and feedback and provide soft and hard copies;
Timeframe
The total period of the assignment is a maximum of 45 days from the signing of the contract by both parties. The consultant should bring the detailed work plan as part of the inception report.
