Job Title: Emergency FSL Officer

Reports to: Senior Emergency Project Officer

Duty Station: Afar Regional State, Teru

Job Summary

The Emergency FSL Officer will play a crucial role in implementing the Support to conflict affected IDPs recently returned or relocated in Teru project in Afar Zone-4. This project aims to provide essential services to address the immediate needs of IDPs and host communities affected by drought and conflict in Teru Woreda. The FSL Officer will be responsible for coordinating and overseeing various activities related to beneficiary targeting, livestock health, restocking, cash distribution, cash-for-work initiatives, project monitoring, and reporting. The FSL Officer will work closely with the FSL team, project partners, and relevant stakeholders to ensure effective implementation of FSL programs, including assessments, project planning, monitoring and evaluation, capacity building, and coordination.

Main Tasks and Responsibilities

Project Planning and Implementation:

Lead the design, planning, and implementation of emergency FSL programs in coordination with project partners and stakeholders.

Conduct assessments to identify food security and livelihood needs, vulnerabilities, and capacities of affected populations.

Develop and implement project work plans, ensuring that activities are aligned with project objectives and donor requirements.

Monitor project progress, identify challenges, and propose appropriate solutions to ensure timely and effective implementation.

Beneficiary Targeting:

Develop and implement effective strategies for identifying and selecting eligible beneficiaries.

Conduct assessments and surveys to determine the needs and vulnerabilities of targeted households.

Ensure that the selection criteria are fair, transparent, and in line with project objectives.

Livestock Health:

Coordinate voucher-based animal health service provisions for livestock owners.

Support annual government livestock vaccination campaigns.

Collaborate with relevant stakeholders to ensure adequate veterinary services are provided to the communities.

Multipurpose Cash Distribution:

Assist in the planning and implementation of multipurpose cash distribution activities.

Ensure compliance with established guidelines and procedures for cash distribution.

Monitor the appropriate use of cash assistance by beneficiaries.

Cash-for-Work Activities:

Identify suitable cash-for-work opportunities that contribute to the recovery and resilience of affected communities.

Supervise and monitor cash-for-work activities, ensuring their timely implementation and desired outcomes.

Provide necessary guidance and support to beneficiaries engaged in cash-for-work initiatives.

Capacity Building and Coordination:

Identify capacity-building needs of project staff, partners, and communities and develop and deliver training programs accordingly.

Foster effective coordination and collaboration with project partners, government agencies, and other relevant stakeholders.

Participate in FSL coordination meetings, working groups, and cluster meetings to ensure harmonization and integration of FSL interventions.

Emergency Response and Preparedness:

Contribute to emergency response efforts by providing technical expertise and support in food security and livelihoods assessments and interventions.

Contribute to the development of emergency preparedness plans, including early warning systems and contingency plans.

Monitoring of Project Activities:

Develop and implement a robust monitoring and evaluation framework for the project.

Regularly monitor project activities to assess progress, identify challenges, and propose corrective measures.

Ensure the collection of accurate data and maintain proper documentation of project-related information.

Reporting:

Prepare weekly, monthly, and ad-hoc reports on project activities, including achievements, challenges, and recommendations.

Ensure timely submission of reports to project management and donors.

Comply with donor reporting requirements and guidelines.

Formal Education/Qualification and Work Experience

  • Bachelor's degree in a relevant field such as agriculture, animal science, rural development, or international development with 4 years of experience preferably in NGO sector, or Master's degree with 2 years of relevant experience.
  • Proven experience in implementing emergency food security and livelihoods programs in humanitarian settings.

Skills and Competences

  • Strong knowledge of livestock health management and livestock vaccination campaigns and restocking programs in Afar context.
  • Familiarity with cash-based interventions and cash-for-work activities.
  • Experience in beneficiary targeting and selection processes.
  • Excellent monitoring, evaluation, and reporting skills.
  • Proficiency in data collection, analysis, and interpretation.
  • Strong communication and interpersonal skills.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong interpersonal and communication skills, with the ability to work effectively in a multicultural and diverse team.
  • Ability to work effectively in a multicultural and challenging environment.
  • Proficiency in relevant software applications, including MS Office.
  • Fluency in English (spoken and written). Knowledge of local languages is a require
