POSITION TITLE: RMNCAYH-N Service Delivery Director

REPORTS TO: Chief of Party (COP)

DUTY STATION: Addis Ababa

PROGRAM: USAID-Empowered Communities Activity (ECA)

MINIMUM HOURS OF WORK: 40 Hours per Week

Activity Overview

Empowered Communities Activity is a four-year USAID funded activity implemented by Project HOPE led consortium that includes JSI, and seven (7) local implementing partners (LIPs) The activity covers five (5) geographic regions of Ethiopia; namely, Oromia, Amhara, Afar, South Ethiopia and central Ethiopia). The goal of this activity is to strengthen community systems and platforms to improve health and nutrition outcomes. It aims to improving community level health literacy and engagement, capacity strengthening of non-state actors (NSAs) and accountability systems as well as increasing service delivery through NSA managed health facilities.

Project HOPE consortium strives to achieve a higher level of engagement by the community whereby members develop influence and take ownership in the decision-making processes that can improve their own health status. This relies on a multifaceted approach to that addresses barriers targeting Gender equity and social inclusion at various levels.

JOB SUMMARY:

RMNCAYH-N Service Delivery Director will technically lead the design and implementation of RMNCAH-N activities at the national, regional and district level. Under the direct supervision of the COP, s/he will oversee the day-to-day implementation of all RMNCAYH-N service delivery activity by NSA managed health facilities in forty targeted districts across the five regions. S/he is responsible for overall coordination and management of RMNCAYH-N activities, including working closely with all technical and operations staff at national and regional level. S/he will have a strong background in implementing RMNCAYH-N projects.

Project HOPE seeks an experienced RMNCAYH-N service delivery director to lead and oversight RMNCAYH-N service delivery by NSA managed health facilities at all ECA targeted woredas. S/he is responsible for the day-to-day implementation of all project activities in terms of program implementation for RMNCAYH-N activities. This person is responsible for overall coordination and management of RMNCAYH-N activities, supervisory role for the NCH, MH, SRH/FP advisors and work closely with other project HOPE staffs. S/he will work under the supervision of and will be reporting to the COP.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Contribute to strategic planning and workplan development, as related to RMNCAYH-N Service delivery activities in NSA managed health facilities.
  • Provide strategic and technical leadership for the implementation of the RMNCAYH-N interventions in NSA managed HFs of the ECA project, including meeting operational targets and achieving or exceeding performance objectives in the targeted districts.
  • Provide technical capacity support to sub-partners ensuring the delivery of quality RMNCAYH-N service delivery through NSA managed health facilities.
  • Lead and coordinate capacity building activities for HCWs of NSA managed health facilities to improve competencies, knowledge, and skills in implementing RMNCAYH-N services through trainings, mentorship, supervision, meetings, and workshops.
  • Provide routine supervision, Training, coaching, mentorship and technical guidance and support for effective and efficient implementation of RMNCAYH-N services by NSA managed HFs.
  • Provide mentorship support to ECAs central and field technical teams.
  • Guide field teams, to manage the implementation, monitoring, and evaluation of innovative, technically sound, evidence-based, sustainable, and cost-effective interventions to improve RMNACYH-N services and ensure that health service delivery data is regularly used to inform planning and decision-making.
  • Work with the other ECA team (gender and social inclusion, community engagement and advocacy, NSA local capacity development and social accountability advisor to ensure integration into ECA activities.
  • Work closely with USAID QHA activity and other USAID funded activities, regional health bureaus and health facilities to strengthen coordination for RMNCAYH-N interventions implementation in NSA health facilities.
  • Develop and/or adapt training materials, job aids, and curricula, supervisory checklists, coaching, and mentorship guidelines needed for implementation of RMNCAYH-N services for the activity.
  • Represent ECA to participate in relevant technical and advisory groups established by MoH or other stakeholders in the areas of RMNCAH-N and public private partnerships.
  • In collaboration with the monitoring and evaluation team, support the regional teams to ensure that data collected is of good quality before reporting to the donor.
  • Develop plans and approaches to get activities back on track if/when there are delays or challenges with implementation. Closely work with resource partners for ECA to advise on policy and legal framework for NSAs engagement in RMNCAYH-N services.
  • Assist in the establishment of and implementation of Community of Practice platforms within ECA.
  • Provide guidance and leadership in CQI for RMNCAYH-N services; referral networking of NSA managed services with public health facilities; and NSAs participation in the supply chain management and rational drug use.
  • In collaboration with the LME Director and other technical team, assist in the process for evidence-based decision making.
  • Work with finance team to track activity budgets during BVA exercises.
  • Ensure technical compliance with USAID rules and regulation.
  • Write reports, work plans, strategic plans and other program-related documents in a timely manner and provide prompt feedback to donor requests for information.
  • Contribute to documentation and strategic dissemination of best practices, success stories, abstracts, and lessons learnt from implementation of the RMNCAYH-N activities by NSA health facilities.
  • Travel to regions to support field program activities and capacity building efforts.
  • Work closely with other ECA team to ensure quality RMNCAYH-N services are provided at the NSA health facilities.
  • Provide RMNCAH technical guidance and support to other projects and contribute to the new business development activities of Project HOPE.
  • Perform other functions assigned by the COP and Country representative of Project HOPE.

Job Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIRED

  • MD degree with speciality in Paediatrics or Obstetrics and Gynaecology or Public Health or any other Health related field with at least 7 years experience in technically leading/advising large scale RMNCH programs in Ethiopia; of these 5 years on NCH, MH and SRH/ FP services delivery program oversight and supervisory responsibility at Private sectors.
  • Knowledge of and experience working in collaboration with NSA, MOH, international and local donor agencies, and private health facilities at both the national and regional levels or district level.
  • Strong knowledge of RMNCH health issues and the evidence behind successful approaches to improve services, with a proven track record in working to improve services in NSA health facilities.
  • A good working knowledge of the guidelines for RMNCH services including Public Private Mix guideline.
  • Knowledge of the relevant Ethiopia national health policies, strategies, and structures.
  • Ability and successful experience in rolling out a capacity building program for RMNCH interventions in NSA health facilities.
  • Demonstrated knowledge of the Ethiopia health system, and ability to build and sustain strong relationships with national partners in RMNCH services.
  • Ability to develop, implement and monitor project activities, including documenting project learning.
  • Excellent facilitation, organization, oral and written communications skills.
  • Ability to communicate effectively (oral and written) and be comfortable with both qualitative and quantitative methods and have solid computer skills (writing, data collection, analysis, and reporting skills).
  • Ability to work in a demanding work environment to deliver results.
  • Experience in practical fieldwork and supervision skills and ability to travel to project operation sites nearly half (50%) of its time.
