Job Purpose:
- The purpose of the position is to support local partners project activities to be implemented in Dolo Ado And Dolo bay Woreda. The support include planning, implementation, monitoring and evaluation and reporting in line with professional principles, Concern worldwide Ethiopias rules and regulations. The job holder is responsible to ensure well-organized and efficient utilization of the organization resources (human, financial and logistics) meeting the projects and organizational goal and objectives. He/she is responsible for representing Concern in Woreda level partners coordination platforms at zonal level coordination forums and maintain good relationship with diverse stakeholders. The Woreda team leader is expected to ensure good working environment to staff and partners in his or her workplace undertaking participatory, transparent and accountable leadership and support. The Woreda team leader is also responsible to liaise with Head office and Area coordination on technical and people management.
Main duties & Responsibilities:
Project Management:
- In consultation with local partners Coordinate planning, implementation, monitoring and evaluation of the project activities operated in the respective Woreda,
- Identify and/or pursue networking opportunities with INGOs, Local NGOs and other stakeholders, including Zonal and Woreda local Government offices.
- Provide ongoing technical support and formal/informal training to Woreda level project managers, and local partners staff in the areas of project cycle management.
- Provide technical support and advice to teams and ensure quality implementation of the project activities,
- Coordinate regular data collection, compiling and reporting with closely working with the woreda team, and program and MEAL team in
- Conduct continuous supportive field visits with local partners and support local partners to develop actionable plan based on the findings;
Monitoring, reporting and learning
- Support local partners in developing annual, monthly project work plans and ensure their implementation according to the approved donor proposal
- Support local partners to prepare and submit timely and high quality written reports for Concern, external stakeholders and donors. This will include weekly ,monthly, Quarterly, Bi annual and annual reports
- Document and share feedbacks from external meetings, reviews, to the Supervisor.
- Built and maintain database of all relevant informations projects data in the assigned Woreda.
- Work with local partners and Concerns MEAL officers to analyse data and produce report on monthly basis.
- Coordinate the Woreda team to capture and document success stories and case studies across the projects for wider sharing,
Coordination & Liaison
- Represent Concern in different coordination forums in the Woreda in relevant maters,
- Closely and actively works with local partner and other agencies to promote and facilitate good working relationships, collaboration and clear communication.
- Attend external meetings to represent Concern and provide information on the project as required,
Human Resources and Financial Management
- Adhere to the organizational values, policies and procedures (including human resources, finance and logistics),
- Provide guidance to staff on any new program initiatives and assist them in the roll-out of new initiatives or corrective actions,
- Directly manage officers in the respective Woreda,
- Set performance objectives for direct reports using the Concern PDR system and carry out performance development reviews.
- Identify ways of increasing individual staff effectiveness and providing
- feedback on performance.
- Support staff development, including partners, through need based coaching and mentoring in order to build their capacity to perform their assigned roles and responsibilities,
- Address any HR issues in a timely and appropriate manner,
- Ensure good collaboration and teamwork sprit across Concerns team between Concern and local partner.
- In coordination with Somali Area office logistics, administration and finance team to ensure proper financial and administrative management in the area office (proper management of resources and record keeping).
Additional Duties
- Perform other duties assigned by the line manager for the accomplishment of programme objectives.
Partnership
- In coordination with Partnership Coordinator and respective Concern staff, provision of technical assistance to partners to ensure project implementation is carried out in accordance with programme approaches, international humanitarian standards (e.g. Core Humanitarian Standards, SPHERE), etc.
- Act as Concerns focal point in order to provide necessary technical and operational support to partners field team
- Coordinate closely with the partnership coordinator, operations, finance and programme teams to ensure effective cooperative and equitable engagement with partners.
- Jointly work with the partners on project implementation reporting (Project Budget versus Actual reports ) to avoid under/over spending and ensure accurate budget forecasting and expense planning;
- Support in enhancing partners visibility in the area of operation through cluster meeting and/or other engagement

Person specification:
- Bachelor in Public Health, Health Care (Health officer, Nurse, Nutrition), Project Management, Food Security, Development, Agriculture and related fields. Masters degree in the above disciplines is a plus. ,
- Minimum of 5 years experience with a strong background in implementing INGO programs under emergency and/ development context,
- 3 years of relevant experience plus post graduate degree.
- 1 year supervisory skill
- NGO experience is a plus.
- Experience of managing multi-sectoral teams
- Financial Management skills and some experience in donor compliances
- Flexible, reliable, culturally sensitive
- Proficiency in Writing and speaking English and local languages ( Somali, )
