I JOB SUMMARY:

The purpose of the infrastructure development supervisorā€™s position is to to lead the design and construction of water schemes for uplift project. The job holder will make sure that the design and construction works of the water schemes are environment friendly, which will be guided by environmental impact assessment. She/he is expected to prepare bill of quantities, tender documents and schedule of implementation, facilitate and supervise water scheme construction works of the project as per the standard design, specifications and guidelines of the government water resources construction/management policy and protocols.   She/he will make sure the full participation of communities and government counterparts in the selection of water scheme sites (for rehabilitation/new construction/expansion), monitoring the quality of water schemes construction, validating the quality of water schemes final deliverables in compliance with design specifications and standards.

II RESPONSIBILITIES AND TASKS: 

Job Responsibility #1:  Planning and Implementation:

  • Lead community water needs assessment in the project intervention areas
  • Ensure that adequate information is collected in each Woreda to prioritize the community needs in the planning process
  • Support the projectā€™s zones/Woredas in leveraging resources from other development actors to optimize project resources and explore other development partnership opportunities
  • Design or prepare gender responsive water scheme construction and implementation plan
  • Prepare water scheme drawings, engineering designs, construction/work and materials/supplies kits specifications (bill of quantities)
  • Facilitate the procurement of goods and services to outsource construction activities/works and gender responsive water quality tests and treatment and make sure low cost and effective technologies are selected
  • Lead and facilitate validation of water quality for each water scheme
  • Ensure approval water scheme specifications/standards by concerned authority (water and energy offices at Woreda and zonal level) before initiating construction of the water schemes
  • Lead environmental impact assessment for each water scheme before construction/rehabilitation/expansion
  • Ensure appropriate environmental mitigation measures are implemented during water scheme construction/rehabilitation/expansion
  • Facilitate the selection of gender equitable water scheme management committee/user groups
  • Engage in leveraging resources from the community to optimize project resources when necessay.

% of Time: 35%

Job Responsibility #2:  Training and Capacity Building:

  • Provide technical assistance to government counterparts and community-led water, saniation, and hygiene committee (WaSHCO) members, user groups, school water, hygiene, and sanitation committee
  • Ensure women/adolescent girls are engaged in capacity building trainings, participanted in water management committee, and represented in the decision making body of the WaSHCO committee at schools and in the community
  • Facilitate capacity building training to water scheme management committee members
  • Provide capacity building training to project staff and government counterparts

% of Time:  25%   

Job Responsibility #3:  Supervision

  • Conduct intensive supervision and inspect construction work to ensure compliance with each water scheme design, specifications, and standards
  • Ensure full participation of communities and government sector offices (water and energy sector) at all levels
  • Monitor and review the progress of water scheme construction key milestones and deliverables
  • Ensure water scheme construction schedules are maintained, deliverables are made, and payments are effected according to the contract agreement terms and conditions

% of Time:  20%

Job Responsibility #4:  Representation, Learning and Networking:

  • Establish good working relationship with local government bodies, especially, with technical experts of water and energy sector
  • Update project team and government counterparts on the learnings (best practices) of water scheme construction and management
  • Ensure communication and dissemination of success stories and best practices of the project among internal and external stakeholders
  • Works closely with field staff and the communities to implement planned activities of the project, specifically, water scheme construction/rehabilitation/expansion
  • Collaborate and work with project manager /team leader in project activities planning, monitoring, and reporting and performance appraisal process
  • Work in team with project staff at all levels (field office and head office) to support the project implementation and provide progress updates
  • Represent the project and/or the field office in different water resource events, meetings, forums, and platforms at Woreda and zonal levels.

% of Time:  10%

Job Responsibility #5:  Reporting:

  • Develop event reports for field visits, supervision and technical assistance
  • Develop regular progress reports on project results (performance, outputs and outcomes) and share with project manager/team leader
  • Support the project manager/team leader on annual/quarterly report write up to government and donor
  • Develop gender responsive water scheme story reports and case stories of water scheme and share with project team
  • Participate in project progress/update meeting with CARE team

% of Time: 5%

  • Conduct other duties as assigned by immediate supervisor

  • Levels one and two of problem solving apply to the incumbent. The incumbent involves with daily routine activities, she/he also uses interpolative skills to pick and choose the right solution to address given problems

V QUALIFICATIONS (KNOW HOW)

A EDUCATION/TRAINING

Required:

  • BSc. in Civil/Hydraulic Engineering/ Agricultural Engineering or related.

B EXPERIENCE:

Required:

  • 5 years and above for BSc and 3 years and above for MSc

C TECHNICAL SKILLS

Required:

  • Good communication and presentation skill
  • Able to work with simple technical and surveying equipment
  • Good knowledge of drafting techniques and principles
  • Ability to act in professional and ethical manner
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development
  • Knowledge of local language is preferred. 

Desired:

  • Computer training like AutoCAD and Construction Management

D COMPETENCIES

VI CONTACTS/KEY RELATIONSHIPS:

  • The jobholder is expected to collaborate with community members, local administrators/cabinet members, government counterparts (sector offices), other development actors, and project team members at field office and head office.

VII WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. 

  • The post is based at CAREā€™s field offices (East Hararghe/Dire Dawa, West Hararghe/Chiro, and Afar/Afar) with 50% intensive fieldwork to project Woredas in East Hararghe, West Hararghe, and Gebirasu (zone 3) zones.
