Job Description

About the Organization

The Well in Action (TWA) is an Ethiopian Resident Charity Organization. TWA intervention in Ethiopia is to contribute to sustainable improvement of living conditions of the small holder farmers and deprived people. This can be achieved by performing projects which focus on improving agricultural productivity, and stimulating entrepreneurship that are implemented both in rural and urban contexts.

Job Summary

The Program Manager will be responsible for overseeing and managing the successful execution of programs within the organization. He/She will work closely with cross-functional teams to define program objectives, develop project plans, allocate resources, and monitor progress. The Program Manager will also be responsible for identifying and mitigating risks, ensuring adherence to quality standards, and delivering projects within budget and on schedule. This role requires a strong combination of leadership, communication, and project management skills.

Responsibilities and Tasks

Job Responsibility #1: Ensure the highest level of quality for TWA managed projects, with a focus on safeguarding.

  • Oversee and conduct strategic planning of TWA and provide support to projects in developing and implementing strategic directions, incorporating safeguarding principles.
  • Work with the Project Managers/Coordinators and Program Officers to monitor and evaluate the progress of projects, specifically assessing the effectiveness of safeguarding measures.
  • Take the lead responsibility for ensuring that TWA's monitoring and evaluation systems are participatory, effective, and responsive to stakeholders, with a specific focus on safeguarding practices.
  • Oversight of project staff to ensure that information on safeguarding and TWA's programming principles is used extensively in making programming decisions and identifying appropriate interventions.
  • Make recommendations to the Program/Project Coordinators and Project Officers to increase the efficiency and impact of specific projects,
  • Provide operational and technical support to TWA projects and assist the Program Coordinators and Project Officers in identifying technical assistance and training opportunities.
  • Lead program and project meetings, emphasizing the importance of safeguarding in all discussions.
  • Take the lead responsibility and oversee the dissemination of lessons learned within the TWA Operational Areas, including specific lessons related to safeguarding.

Job Responsibility #2: Project Planning and Reporting

  • Ensure project planning and reporting documents are completed correctly by the Program Coordinators, and Project Officers,
  • Ensure interim/final reports are submitted on time to TWA HO, donors, and other relevant stakeholders,

Job Responsibility #3: Ensure Program Quality and Assist Program staff in developing their capabilities to effectively manage projects/programs/units, with a strong emphasis on safeguarding.

  • Provide necessary guidance, review, and approve Individual Operating Plans (IOP) for the Program Coordinators and other project staff as necessary,
  • Monitor the overall program quality and compliance as per TWA's policy and M&E Manual, providing timely and useful feedback.
  • Assess staff development needs and provide/recommend training, coaching, and mentoring to increase technical and management skills
  • Assist the Admin and Finance department in ensuring the implementation of an annual performance appraisal (APA) system throughout TWA projects and conduct performance appraisals for all project staff in a timely manner,

Job Responsibility #4: Identify, Design, and Secure Funding for New Projects, with a focus on safeguarding.

  • Together with the ED, Program Coordinators, and Project Officers, assess funding opportunities for new projects,
  • Work diligently to diversify funding sources in order to support new initiatives
  • Develop and/or facilitate the development of new project concept papers, budgets, and project proposals,
  • Ensure that concept papers and project proposals are prepared ahead of time,
  • Directly manage/participate, review, and comment on concept papers, project proposals, budgets, and project operational plans,

Job Responsibility #5: Assist the Executive Director (ED) in overall management to ensure the achievement of strategic goals, with a focus on safeguarding.

  • Liaise with and, when appropriate, represent the organization to the Government of Ethiopia, counterparts, donors, regional TWA offices, and other local and international organizations,
  • Lead in the planning, implementation, and review of country office strategies for all program activities,
  • Provide input to the Executive Director for staff performance appraisals, as appropriate,
  • Provide recommendations for changes/improvements in Program Support functions,
  • Provide required assistance and/or recommendations for changes/improvements in the organization's human resource management, financial management, and administrative systems,

Job Requirements

Education:

  • A minimum of a Master's degree in a relevant fields i.e Agricultural Development, Rural Development, Sustainable Development, Livelihood Enhancement, Project Management and related

Experience:

  • At least 7 years of relevant professional experience, including program management, project coordination,
  • Experience in managing complex programs with multiple stakeholders.
  • Experience in designing and implementing monitoring and evaluation systems.
  • Proven experience in proposal development and securing funding.
  • Experience working with international NGOs and/or donor agencies is highly desirable.

Skills and Abilities:

  • Excellent knowledge and understanding of project management principles, tools, and techniques
  • Strong understanding of safeguarding principles and experience in implementing safeguarding measures.
  • Strong leadership and supervisory skills, with the ability to motivate and develop staff.
  • Excellent interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.
  • Strong analytical and problem-solving skills.
  • Ability to think strategically and develop innovative approaches to program implementation.
  • Ability to work under pressure and meet tight deadlines.
  • Proficiency in English (written and spoken). Knowledge of local languages is an advantage.
