Position Title: Monitoring, Evaluation, and Learning Coordinator

Level: TBD

Reports to: Manager, Regional Field Implementation and have secondary reporting to the EL Director (CO)

Based in: Mekelle

Required number: One

Vacancy type: Internal and External

Duration of contract: Indefinite based on performance and availability of funds.

Remuneration: As per organization pay scale plus other PSI/Ethiopia staff benefits.

We are looking for a dynamic and result-oriented MEL Coordinator who will be responsible to, ensure the quality of data, coordinating data entry, reporting, providing basic MEL-related capacity-building, providing technical support to business partners, work with the regional health structure in tracking data elements that come through the HMIS (DHIS2) and CHIS/e-CHIS, support the incorporation of project metrics within the health system at different level including joint supportive supervision checklists, and design dashboards to properly track both scale up and system influence components of the program at regional, woreda and facility level. The MEL Coordinator will implement data quality assurance systems to ensure the timely and accurate collection of quantitative and qualitative programmatic data from partners, sales agents, and PSI/E regional staff. S/he will be responsible for cascading the implementation of all PSI/E MEL systems and procedures to the regional level, including manuals and procedures.

Primary Duties and Responsibilities:

Specific responsibilities of MEL coordinator include, but are not limited to:

1. Monitoring and evaluation

Enhance monitoring of program outputs and quality, generate quality evidence on program impact and promote and ensure the use of data for decision-making processes.

Develop and adapt weekly and monthly quantitative and qualitative reporting tools and provide support to field Officers.

Support cascading process of Govt M&E tools/systems, digitalization (CHIS, HMIS/DHIS 2)

Coordinate with program teams to review indicator updates monthly. Generate data reports (tables/graphs/reports) from the program databases at regular intervals, ensuring reports/information are available for program implementation staff as required. Facilitate data analysis with program implementation team as requested.

Coaching and mentoring at facility level to strengthen Family Folders and Tickler Box System,

Carryout all regular programmatic data collection, data cleaning, data compilation and data analysis, information sharing & documentation.

Regularly ensure timely data management & submission of program data from facilities to government HMIS/DHIS 2 & other reporting system in accordance with standard tools & guidelines.

Provide technical support in strengthening data quality and conduct joint RDQA with Govt stakeholders

Respond to donor queries on metrics reached and other quantitative indicators.

Work with Program teams to integrate MEL into ongoing program planning and implementation systems and ensure adherence to PSI MEL minimum standards.

Contribute to the understanding of and support for mobile data collection hardware and software.

Develop and manage program databases to facilitate timely information updates, data quality assurance, sharing of information and learning, etc.

Ensure timely submission of data by partners and PSI/E from and to relevant regional government structures in accordance with national guidelines.

Support the planning and execution of cross-functional supportive supervision and data quality audits among all partners within the region/corridor and government offices and facilities

Strengthen Govt MEL Partnership and actively engage on different platforms (TWGs, Performance review, annual work plan) at regional level.

Facilitate review meetings with relevant stakeholders,

Prepare necessary reporting to respective project sectors.

Facilitate evaluations by providing the relevant project documents.

2. Learning

Ability to transform data collected from the field into knowledge that translates into actions.

Produce analytical summaries: graphs, charts, tables, narratives, and appealing visuals, as requested, to fulfill internal and external reporting requirements.

Design and set up a joint Data to Action (D2A) framework at regional level with RHBs in consultation with program team to track the progress of the program.

Support & ensure program data use for decision making through facilitating regular D2A discussions & performance review jointly with responsible Govt RHBs & project team

Ensure learnings and relevant best practices are identified documented and shared

3. Capacity Building

Build the capacity of all relevant team members to develop and maintain a robust MEL system.

Build the capacity of local partners in the area of MEL and reporting.

Adapt existing protocols and plans to mentor and coach colleagues to build their capacity to enable them to develop high-quality reports.

Provide training, capacity building, and technical support to business partners, NGOs, Woreda level technical working group/team, and other partners on data quality management and recordings.

4. Accountability

Coordinate with the team in the office to build systems that promote beneficiary accountability by ensuring that communities participate in initial assessments and program design.

Coordinate with program teams to ensure that communities are informed about our programs and what we do, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our programs.

Conduct himself/herself both professionally and personally in such a manner as to bring credit to PSI and not jeopardize its humanitarian social marketing mission.

Conduct any other MEL related tasks as required.

Relationships

This role will be closely working with the T/WASH, SRH and MULU Technical Leads across the regional support. S/he will also work closely with country office MEL team. In addition, this role will liaise with regional governments, business partners, and other stakeholders as necessary.

Job Requirements

Your Background

What are we looking for? The basics:

Masters degree in public health, Statistics, Population Studies, information management, Economics, or related fields with four (4) years of demonstrated experience.

OR

Bachelors degree in public health, Statistics, Population Studies, information management, Economics, or related fields with six (6) years of demonstrated experience.

What would get us excited?

Computer application skills

knowhow and experience to work with the Regional Health system on HMIS, DHIS 2, CHIS system, and

Proven experience of working with Tigray regional health bureau

Experience in conducting training on M&E systems and procedures.

Knowledge of data collection protocols and data quality assessment to ensure accurate data collection and verification; ability to identify data trends and communicate this information for strategic decision-making in program implementation.

Excellent written and verbal communication skills in English, Amharic, Tigregna

Good time management and organizational skills

Experience in technical project implementation

Demonstrated ability to work independently and with limited supervision.

Excellent interpersonal skills and good team spirit

Willingness to travel up to 50% time away from the regional office.

Ability to follow deadlines, accuracy, and attention to detail
