We are looking for an AYSRH manager who will provide technical support for the integration of an innovation adopted in pastoralist context called family circle into the primary health care unit mainly with the works of health extension program. Under the supervision of the Integrated Field Implementation Manager, the AYSRH integration advisors will be primarily responsible, for the integration and implementation of family circle in Afar region.

Key Result Areas:

Integration of family circle in the regional and districts key documents, checklists, training materials and annual work plans

Scale up of family circle in all RISE implementation woredas

Oversea and supervise community mobilization and M&E officers.

Ensure quality of services, embedment, and integration of data need into the RHB system.

Generate and analyze performance data to support evidence-based decision making

Main Duties and Responsibilities:

Provides technical leadership in AYSRH within specific family circle activities and program-wide to ensure integration of family circle services.

Provide TA on the Seamless integration of family circle activities and indicators into the RHBs work plan, budget, training curricula, monitoring, evaluation, and reporting system.

Support on the promotion and implementation of the national AYH strategy in the region s/he is assigned to work

Support the establishment of AYSRH/RISE steering committee and strengthening of the relevant AYH and FP TWGs that will support the integration of family circle at different levels

Follow that Smart Start/family circle is incorporated and reflected in pre-services and the revised IRT cascade trainings.

Assist the design, integration, and implementation of Smart start/family circle into pastoralist contexts and integrated into the existing system.

Coordinate and oversee the scale up and expansion of the Smart Start/family circle in 15 woredas targeted for the RISE implementation.

With technical oversight, provides technical leadership in design, development, planning, implementation, and capacity- building of AYSRH programs.

Provides timely and adequate technical support to health programs on AYSRH, including guidance on improving service quality, increasing use of priority AYSRH interventions, supporting and motivating frontline health workers (officers, navigators), and building capacity (including on-the-job training) on AYSRH topics.

Champions provision of sexual reproductive health services to the youth and adolescents.

Develops and maintains collaborative relationships with RHB, Districts, relevant government agencies,, bilateral and other NGOs working in the region.

Develops tools for the design and implementation of AYSRH technical components

Ensures that project implementation of the AYSRH strategy adheres to the appropriate national, global strategy and remains technically sound.

Builds the technical capacity of health care providers and transforming attitudes around FP services through training and mentorship

Provide technical support to district health management teams in prioritizing reproductive health services including FP.

Develops/oversee development of tools to support delivery of reproductive health services.

Influences design and scope of AYSRH initiatives and programs within the RISE Project

In collaboration with the M&E team, reviews, analyzes, and evaluates the effectiveness of FP/AYSRH activities and provides recommendations for improvements.

Influence RHB management to allocate budget to improve RH services

Develop and share lesson learnt briefs from RISE implementation Woredas.

Training and leadership:

Pursues continuing professional development actively seeking opportunities to develop own skills and experience.

Promotes awareness and understanding of family circle tools and information.

Promotes and support training initiatives for relevant staff in AYSRH.

plan and execute training requirements at regional and district level

In close coordination with regional health bureau and woreda health offices and other partners, lead and coordinate the planning and cascade of IRT and family circle trainings

Ensure that maternal and Family planning activities within the project areas are implemented according to the approved donor and government agreements.

Based on the project proposal, develop action plans for assessments, monitoring, review, and project reports preparation.

Undertake representation and advocacy with government partners and officials, at all levels.

Supervise staff under his supervision and provide clear job descriptions, annual MBO, ongoing support, feedback, capacity building, and annual performance evaluations (Staff management and Internal Capacity Building).

Perform any additional activities/PSI business / given by his/her supervisor

Quality of care

Implement the quality assurance/improvement of AYSRH jointly with the regional and district level health bureaus.

Support Strengthening of the quality of care of family planning services through family circle counselling including undertaking assessment to identify gaps, developing, and implementing action.

Ensuring quality of service and the girls safety is always at the center of every single activity

Support Quality Audit activities at regional and district level jointly with the health providers.

Ensure equitable and quality service delivery on adolescents access to modern contraception in accordance with the designed family circle tools; in compliance with MOH rules and regulations and national guidelines

Develop and ensure timely execution of the quality audit Plan, coordinate regulatory inspections, and report significant family circle design fidelity issues and standard clinical quality deficiencies to responsible bodies.

Generate insight on the experience of married adolescent girls to track on whether they are getting quality service or not.

- Consistent and determined: Influencing system is time taking and labor intensive which requires to understand people and their interest in doing their routine. Someone who is determined and always look at the bigger picture regardless of the challenges on the daily basis is needed

- Eager and Passionate to serve young people: RISE is for and with the young people in general and married adolescent girls/couples.

- Communicator: who has excellent interpersonal and written communication skill

- Evidence based decision Maker: capable to interpret both qualitative and quantitative data, transform it into compelling communication material to influence both minds set, and skill sets as system is all about infrastructure as well as people.

- Flexible: who is capable to see other alternatives when trail/attempts fail; someone with strong conviction that CHANGE is possible!

Job Requirements

Your Background

What are we looking for? The basics:

Masters degree in public health, SRH, development or related fields with six (6) years of demonstrated experience in the Ethiopian Primary Health Care system

OR

Bachelors degree in Public Health, SRH, development or related fields with eight (8) years of demonstrated experience in the Ethiopian Primary Health Care system

Able to work within a very complex, program set up that involves government, implementing partners and high touch donors.
