Job Description

Main Purpose

Planning, coordinating, and monitoring all logistics activities in the project related to his/her technical ac-tivity (Electricity, Construction, WHS, Biomed, Workshop, Fleet, etc.) according to MSF protocols, stand-ards and procedures to ensure an optimal running of the project.


Accountabilities

  • In collaboration with the Project Coordinator and the Logistics Coordinator, planning, establishing and reviewing the activities for his area of logistics technical activity including its annual budget, to identify and respond to the needs of the mission and the targeted population.
  • Monitoring and ensuring the implementation in the project of his/her technical activities ensuring compliance with MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes. This can include one or more of the following activities:
  • Electricity: Ensuring the correct installations, maintenance and monitoring of the electrical equipment and setup.
  • Construction: Ensuring the correct implementation, maintenance and monitoring of the construction/rehabilitation projects in the mission
  • WHS: Ensuring the correct implementation and monitoring of the water, sanitation and hygiene activities
  • Biomed: Ensuring good functioning and propre maintenance and monitoring of the biomed equipment
  • Workshop/Mechanic: Ensuring good functioning of the vehicle fleet and other engines
  • Fleet: Guaranteeing the adequacy of means for fleet and motorized equipment management
  • Any other technical logistics activity
  • In collaboration with the Project Coordinator, Logistics Coordinator and HR Coordinator, participating in the planning and implementation of HR-associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities about his area
  • Ensuring technical support for his area of activities and providing coaching to logistics staff under his/her responsibility.
  • Participating in monthly reports according to guidelines
  • Performing delegated tasks according to his her speciality and as specified in his/her job description

MSF Section/Context Specific Accountabilities


General

  • Ensuring the installation and maintenance of functional office space(s) and lodging facilities for international staff and adequate living conditions in the Project.
  • Work in conjunction with the Logistics Team Leader, Medical Project managers and Supervisors to identify and respond to the needs of the targeted population in terms of construction, transport, communication, food, shelter, water and sanitation, and essential non-food items.
  • Assessing the technical support needs of the Medical team to come up with appropriate plans for solutions within the allocated budget.
  • Plan to organize and respond to Emergencies by managing all the technical Activities required (Transport, Construction, electricity, WATSAN) in collaboration with the Logistics Team Leader, Project Coordinator, and Deputy/Technical Logistics Coordinator.
  • Ensure that vehicles, security, maintenance and communication policies and procedures are well documented, regularly updated, understood and adhered to by the project mechanics, drivers, staff/passengers. This may involve drafting additional policies and procedures where there are gaps, and/or providing additional training where needed.
  • Responsible for the timely completion of reporting tools for all Project-level technical activities.
  • Responsible for follow-up and support on project-level reporting.

Fleet Management

  • Act as the focal person in the case of accidents following MSF-H policies and procedures. Submit an immediate incident report within 24 hours of the incident. Follow up on the case and provide the post-incident report within two weeks. Keep a record of all incidents, submit, and follow up on insurance claims through to completion.
  • Ensure all vehicles are registered, inspected, plated and insured at all times and follow up on the validity of all required documents per vehicle.
  • Plans and coordinates the vehicle movement in close communication with all project logs and the CO Tech-Log team.
  • Maintains updated total inventory overview of vehicles, generators, radio communication equipment and other technical assets of the mission, assuring proper documentation as per Log admin Kit.
  • Ensures that all drivers have valid driving licences and conduct yearly eye tests as required.
  • Monitors logbooks and vehicle charge sheets of Drivers weekly; compiles and submits a monthly report of maintenance cost summary, fuel usage, personal mileage and KM analysis and submits with recommendations to projects and supervisors
  • Oversees the daily operations of the workshop, proper utilisation and upkeep of tools and equipment; supervises the refilling of vehicles.
  • Ensure proper adherence by all parties to the intersectional workshop agreement. Closely monitor fuel consumption and manage the fuel supply of vehicles and generators of the Project.
  • Approve the maintenance schedules and work orders proposed by the Fleet Manager under supervision making sure that the work happens on time.

Energy Management, Installation, Repair and Maintenance

  • Supervise (and assist in) the installation, maintenance and repair requirements of equipment e.g. Generators, pumps, AC, cold chain, Invertors/UPSs, batteries, cabling, lightning etc.) efficiently and effectively.
  • Manage contracts and supervise third parties involved in the repair and maintenance of vehicles, office compound and other technical works as required.
  • Ensures monthly updating of maintenance follow-up sheet overview and shares with LTL/Fleet manager for review.
  • Proactively follow up on projects technical questions and timely respond to their requesters.
  • Ensures MSFH standard compliance on technical issues for the Project.
  • Make sure that MSF houses, compounds, warehouses, offices and all premises are in good condition and well maintained.
  • In charge of safety and security for the Hospital compounds, warehouses and living accommodation (electrical, fire, )
  • Manage and ensure assets liquidation and handover process according to the country's procedures and requirements.
  • Make sure all the generators are maintain/serviced as at when due in line with MSF standards.
  • Make sure the EoL list shared on time with the coordination
  • Make sure the inventory is up to date for the assets and spare parts
  • Facilitate the LTL in terms of Green Solar energy.

Information, Communication & Technology

  • Ensure all VHF and HF equipment are in good working order and properly installed, maintained and programmed and that the appropriate licenses are up to date.
  • Obtain licenses for communication equipment and follow up proactively on their renewal.
  • Maintain the MSFH communication list, including call signs and road codes.
  • Follows up on vehicle movement to and from the Project.
  • Ensure monthly updating of communication equipment inventory for the project.
  • Support the ICT Specialist and cover for his/her role during holidays or whenever is out of the Project.
  • Make sure all the Project Assets Inventory are up-to-date and maintained as per MSF standards.

HR Management

  • Supervise all technical teams (Tech-Logs, Fleet & workshop Manager, Electricians, Security guards and radio operators) and make functional supervision and support of the project technical logistics team.
  • Make sure the Head Driver (if any) and Head Guard update monthly drivers and guard schedules (with coaching if necessary).
  • Involve in the Project recruitment of Technical Logistics staff in line with the missions rules and regulations for HR management, including staff evaluation, training and career planning.
  • Holds regular meetings with direct subordinates as well as monthly meetings together with key staff; ensures minute taking, record keeping, timely and systematic follow-up of action points.
  • Coordinate with the Medical department for the eye test of drivers at least once a year
  • Ensure technical reference for all logistics/technical issues in the project and provide coaching to logistics staff under his/her responsibility.

  • Terms of employment: Definite until end of 2024 with possibility of extension.
  • Remuneration and Benefits:
  • Starting gross salary: 70,734.00 ETB
  • Hardship Allowance: 30% of Basic salary
  • Medical Benefits : As per the organization medical policy

Education

Essential technical diploma/TVET level 4 with Competency Certification (COC) or technical university degree, preferably as an engineer

Experience

  • Essential at least two years of working experience in logistics related activities.
  • Desirable previous experience with MSF or other NGOs, and working experience in developing countries

Languages

Mission language essential; local language desirable
