Job Description

Objective of the consultancy

The purpose of this consultancy assignment is to develop a national DDBC strategy and time-bound action plan for JSI.

Scope of activities:

Under the supervision of JSIs DHA and DUP, the consultant shall perform the following activities:

  • Synthesizes lessons by reviewing studies conducted in digital health and data use and experiences from other programs and countries to identify patterns, trends and key areas of behavior change.
  • Based on the lessons synthesized, identify gaps and develop priority behaviors and desired behavioral outcomes.
  • Adopt relevant behavior change framework and develop a tailored DDBC strategies and interventions to address identified gaps and promote positive behavioral outcomes in digital health and data use.
  • Recommend a robust monitoring and evaluation framework to assess the impact of DDBC strategy
  • Organize a DDBC strategy validation workshop.
  • Produce the final DDBC strategy document.
  • Organize a DDBC strategy dissemination workshop.
  • Support the DUP team in adopting a behavior change monitoring framework to measure a data demand and practice change among women data champions.

Expected deliverables and milestones

The successful consultant shall deliver the tasks according to the following milestones:

  • Priority behaviors and desired behavioral outcomes
  • Draft DDBC strategy document
  • Strategy validation workshop
  • Final DDBC strategy document
  • Strategy dissemination workshop

Job Requirements

    Educational Qualifications:

    • Advanced postgraduate degree or Ph.D. level in behavioral sciences, health education and promotion, psychology, and other relevant fields such as social anthropology, social work, and sociology, and have project implementation experience;

    • Training in information technology and/or digital health technology is desirable.

    Experience, skills and language

    • At least 5 years of extensive experience in designing and implementing social and behavioral change (SBC) strategies and interventions;
    • In depth understanding of project cycle management, strategy framework, monitoring, and evaluation framework, project proposal, reporting, and communication strategies or tools;
    • Experience in and understanding of the Ethiopian health systems, particularly extensive knowledge of the Ethiopian health information systems and digital health systems;
    • Experience and understanding of gender concept and gender integration within the health systems.
    • Excellent planning and facilitation skills and the ability to handle multiple tasks simultaneously and flexibly;
    • Excellent verbal and written English communication skills; and
    • Be ready to assume work as soon as possible.
