I Job Summary/Scope

Based in Afar Region, Abaala Woreda, the purpose of the WLiE project team leader is to support the effective implementation of CAREs humanitarian program Women Lead in Emergency: Afar Region, Abaala and Erebti woredas. The post holder will be responsible for supporting gender-transformative programming that focuses on strengthening gender-based violence protection and response services as well as programming that strengthens and enables womens voice and influence over decision making in public life- in the community, civil society, local government and more. Unequal power relations in society result in unjust distribution of resources and opportunities for women and girls to participate equally in society and result in unjust social norms that limit womens voice and freedom from violence.

To strengthen womens voice and leadership opportunities within humanitarian crisis, this post holder will be responsible for coordinating the implementation of CAREs Women Lead in Emergencies (WLiE) programming. This programming brings together gender in emergencies and governance programming to support womens collective action and strengthen opportunities for greater participation and leadership in public life and in response to the humanitarian crisis. WLiE works with community-based womens groups to create leadership opportunities and develop action plans to address issues of priority to them as a collective and to take on leadership positions themselves and/or engage with community leaders and humanitarian actors to influence decisions made on services and resources availability and accessibility in the community. In addition, the position holder is responsible to provide coordination and supervision for effective implementation of the projects Women and Girls Safe Spaces activity implementation at ground level. S/he will be also responsible to directly provide technical and professional support for the staff working under her/his supervision (GBV/PSS officers and Community Facilitators).

II Responsibilities

Job Responsibility 1: Planning and Implementation of Program Activities (10%)

  • Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization.
  • Works closely with other project staff and partners in planning and implementing the project activities.
  • Ensures effective implementation of the project activities as per the set plan of action and as per the donor requirement.
  • Makes sure that all plans are down to annual, quarterly, and weekly basis and same is done for by project officers and facilitators.
  • Make regular checks of project budget spent against the plan and co-work on budget forecast together with the WLiE project manager based in Mekelle and WLiE advisor based in Addis.

Job Responsibility 2: Technical Support and Capacity Building on WLiE Programming (35 %)

  • Provide technical and managerial oversight and guidance to GBV/PSS officers and Community facilitators regarding implementation of WLiE and EMAP model and WGSS activities.
  • Assess and identify technical assistance needs in regard to technical skills, supervision support, etc., for staff.
  • Oversee & support the day-to-day implementation of program activities including psychosocial support, follow-up, and advocacy.
  • Provides support for all trainings, workshops, and meetings conducted at zonal/woreda level.
  • Conduct induction/orientation, training, and capacity building of staff on WLiE and EMAP activities.
  • Ensure adequate Gender, Safeguarding and Protection mainstreaming across the program cycles.
  • Contribute to the joint SGBV Working Group and other protection platforms in Zonal and Woreda level.
  • Coordinate and monitor the overall implementation of WLiE model activities based on their established indicators, including collecting, and analyzing data and information for reporting.
  • Provide technical assistance for GBV/PSS officers on implementation of Women and Girls Safe Spaces, and GBV service referral linkage activities.

Job Responsibility 3: Coordinate implementation of Women Lead in Emergencies (WLiE) programming: (35 %)

  • Oversee and support implementation of the WLiE methodology with each of the four project location field officers.
  • Coordinate activities that engage men and boys from the community and male leaders to participate in activities that promote positive masculinity, and which support the objectives and initiatives of the WLiE programming.
  • Support GBV/PSS officers and Community facilitators to conduct EMAP sessions.
  • Identify and coordinate opportunities for WLiE, and engaging men and boys programming to be connected and strengthened by joint implementation.
  • Collaborate and communicate regularly with the WLiE project manager, and WLiE advisor on WLiE and EMAP activity implementation and learnings.
  • Facilitate Zonal and woreda based WLiE and EMAP workshops and trainings.
  • Facilitate Women Led Organization mutual capacity assessment and planning workshops.
  • Organize, document, and share learnings and good practices from WLiE and EMAP model implementations.
  • Develop and share standard progress reporting as per donor templet and as required.

Job Responsibility 4: Learning and Information Management (10%)

  • Responsible for timely collection, analysis, and utilization of protection related information.
  • Liaison with others to gain experience and share CAREs accountability and protection experience.
  • Coordinate and ensure timely reporting from the field locations, in coordination with Humanitarian MEAL Manger.
  • Document learning on challenges, best practices, and reflections during program implementation.
  • Support real time learning and flexible and adaptive practices for WLiE programming.
  • Communicate and disseminate CAREs protection policies and procedures for staff and concerned stakeholders and partners.
  • Contribute to effective information management on project implementation progress through the provision of disaggregated data on populations of concern.

Job Responsibility 5: Donor Compliance and Follow-up (5%)

  • Ensure familiarity with all gender and protection related contracts and agreements with donors and sub-grantees.
  • Ensure that FO project staff implement gender and protection per donor guidelines and CARE policies and procedures.
  • Coordinate with Mekelle based WLiE project managers and the WLiE/Gender advisor- Gender to prepare responses for any concerns.

Job Responsibility 5: Other (5%)

  • Perform other duties as assigned.

III. GENDER EQUALITY

  • Understanding and demonstrated commitment to the importance of gender, youth and social inclusion issues.
  • Demonstrated commitment to principles of Gender Equity, Women Empowerment, Diversity, Inclusion and PSHEA (safeguarding), as evidenced in previous positions / programming.

Job Requirements

IV Qualifications

Required:

  • B.A. Degree in gender, social sciences, psychology/social work Management Information Systems, gender studies, development studies, Statistics or related.
  • A minimum of 4 years of relevant experience with first degree or 3 years relevant work experience for graduate degree in MEAL, GBV, Protection and Gender Equality and women empowerment and related tasks
  • Computer skills (Word processing, power point presentation, database management); data analysis
  • Excellent written and verbal communication in English Language
  • Local language is (Afar-af) is required.
  • Experience in EMAP is an advantage.
  • Developing standard progress reporting

Desired:

  • M.A. Degree in Social Sciences, psychology/social work, gender studies, Development Studies, or related.
  • NGO experience on humanitarian settings in desirable.
  • Knowledge of statistical software like SPSS and experiences in database development applying common software like MS Access
  • Knowledge and experience in Experience in gender analysis, digital data collection platform
