I JOB SUMMARY/SCOP:

Based in Mekelle ,Tigray region, the project manager position is responsible to provide coordination and supervision of Women Lead in Emergency activities in Tigray and Afar regions. In addition to providing overall project coordination, s/he will be also responsible to directly provide technical and professional support in planning and implementing of Women Lead in Emergency implementations.

The post holder will be responsible for supporting gender-transformative programming that focuses on strengthening programming that supports and enables womens voice and influence over decision making in private and public life- in the community, civil society, local government and more. Unequal power relations in society result in unjust distribution of resources and opportunities for women and girls to participate equally in society and result in unjust social norms that limit womens voice, equal participation in decision makings, and freedom from violence.

To strengthen womens voice and leadership opportunities within humanitarian crisis, this post holder will be responsible for coordinating the implementation of CAREs Women Lead in Emergencies (WLiE) programming. This programming brings together gender in emergencies and governance programming to support womens collective action and strengthen opportunities for greater participation and leadership in public life and in response to the humanitarian crisis. WLiE works with community-based womens groups to create leadership opportunities and develop action plans to address issues of priority to them as a collective and to take on leadership positions themselves and/or engage with community leaders and humanitarian actors to influence decisions made on services and resources availability and accessibility in the community. In addition, the position holder is responsible to provide coordination and supervision for effective implementation of trauma healing activities within the WGSS. S/he will be also responsible to directly provide technical and professional support for the staff working under her/his supervision.

II RESPONSIBILITIES AND TASKS:

Job Responsibility 1: Project management

(% of time 40%).

  • Produce, with technical support from the Head Office based Women Lead in Emergency Advisor and update Rapid Gender and Power Analysis focused on womens participation in humanitarian and public decision-making.
  • Facilitate or support existing spaces to help crisis affected women to analyze the barriers and opportunities for womens effective participation in decision-making, and to develop WLiE action plans to support womens leadership and decision-making in humanitarian spaces and community/local governance.
  • Provide technical assistance to CARE project staff and partners to support implementation of WLiE Action Plans to support their voice, leadership and decision-making of women affected by crisis, and manage small grant activities as relevant.
  • Work closely with WLiE advisor to organize and facilitate training workshops for skills building, sensitization and capacity building for relevant stakeholders, and implementing partners.
  • Monitor and maintain quality of implementation of the WLiE project and consistency and coordination with the other programming and ensure regular and accurate program activity reporting in accordance with the project requirements.
  • Effective budget management such as regularly check for spent /financial reports, and track activities against the budget utilization, and timely flag if there is anything that indicates under/overspent and avoid NCE appeals.
  • Oversee and support Women Association of Tigray (WAT) WLiE project activity implementation in one of the woreda.

Job responsibility 2: Staff and partner capacity building

(% time 15%)

  • Promote awareness of womens rights with CARE staff, partners and affected people, with a particular focus on the linkages between womens political, economic, and social rights and empowerment. This will build awareness of CARE Internationals approach to Gender Equality and Womens Voice and Inclusive Governance.
  • Support monthly organizational reflection and learning events on womens leadership and decision-making for CARE staff and partners, and to identify capacity development needs.
  • Guide and support CARE and Women Led Organizations to conduct capacity assessment to identify their strengths, weaknesses and available opportunities in understanding and use of womens voice and leadership approaches.
  • Adapt and develop the Women Lead tools and materials for the local context in collaboration with the Addis based WLiE advisor and global Women Lead in Emergency Team,
  • Provide technical assistance to staff, partners and women affected by crisis in the adapted WLiE tools.
  • Oversee and support implementation of the WLiE methodology in each of the project locations.
  • Coordinate activities that engage men and boys from the community through adapting Engaging Men into Accountability Practices (EMAP) approach, and male leaders to participate in activities that promote positive masculinity, and which support the objectives and initiatives of WLiE model programming.
  • Collaborate and communicate regularly with Head Office WLiE advisor on WLiE activities and learning.
  • Facilitate forums and learning events in the topics of Women Peace and Security and peace buildings.

Job Responsibility 3: Monitoring and Supervision of project activities

(% of time = 25%)

  • Maintain up-to-date data related to WLiE project activities and deliver it to learning designed and measurement manager for data entry and analysis.
  • Facilitates and conduct regular review meetings at all woreda levels along with project staff and work with different institutions to create institutional commitment for women Group Action plan implementation.
  • Together with other project teams, sets project quality standards and action steps and monitor the performance accordingly.
  • Facilitate capacity building training and workshops related to the project activities.
  • Ensure that psychosocial support and healing activities are run within the WGSS as per the minimum standards.
  • Work with local key stakeholders including local authorities to get support for women empowerment activities including action plan implementation.
  • Contribute to the available protection/GBV coordination platforms such as GBV AOR, Protection Cluster, PSHEA networks, etc. Protection Working Group.
  • Coordinate and monitor the overall implementation of WLiE approach activity implementation.
  • Oversee & support the day-to-day implementation of program activities including Women and Girls Safe Space Activities/psychosocial support, follow-up, and make advocacy to meet the needs of women.
  • In collaboration with the WLiE Advisor, MEAL officer, senior LDM manager based in the HO, develop a plan for on-going action learning to assess what does and does not work to support the voice and leadership of women affected by crisis, feedback loops to modify the project implementation, and to document the process and promising practices.
  • Develops appropriate reporting formats together with the Filed Office monitoring and evaluation officer and Senior Learning and Design Manager
  • Collects, organize, and summarize monthly and quarterly performance reports from GBV officers.
  • Monitor the quality and reliability of the reports collected from GBV officers.
  • Supervises, coaches, and gives technical backup to GBV officers and Community Empowerment Facilitators.
  • Conducts performance review and appraisal of the employee under his/her supervision according to the policy of the organization.

Job Responsibility 4: Facilitate learning and networking.

(% of time =10%)

  • Establishes firm and institutionalized working relationships with local government officials, community institutions, humanitarian actors, and other stake holders.
  • Represents CARE in Zone and Regional level meetings, coordination forum.
  • In collaboration with the MEAL Advisor and Gender Mainstreaming Advisor, use the CARE Gender Marker Self-Assessment Tool to improve the quality of gender integration at all stages of the project cycle and facilitate regular reflection on the gender transformative impact of the project. This includes considering protection risks and unintended consequences of program activities and mitigating harm, such as an increase in violence, harassment and backlash for women who are active in public life.
  • Facilitate exchange of learning on WLiE by CARE, partners and women groups and women affected by crisis.
  • Build relationships with, and networks between, local women-led groups and WLOs/WROs advocating for womens rights, gender equality and womens voice, and inclusive governance.
  • Develop and maintain close working relationships with INGOs and Partner Government officials particularly project signatories at woreda, zonal level and regional level.

Job Responsibility 5: Donor Compliance and Follow-up (5%)

  • Ensure familiarity with all project contracts and agreements with donors and sub-grantees.
  • Ensure that FO project staff implement the project activity implementation and budget expenses per donor guidelines and CARE policies and procedures.
  • Coordinate with Addis based Gender Advisor, and the Humanitarian Program Manager (Gender and Protection) to prepare responses for any concerns.
  • Support the local partner Women Association of Tigray (WAT) in WLiE project implementation in one of the woreda to meet donor requirements.

Job Responsibility 6: Perform other duties as assigned.

IIV QUALIFICATIONS (KNOW HOW)

A EDUCATION/TRAINING

Required:

  • BA degree in Gender, psychology, social works, law, Public Health, or related areas of focus

Desired

  • Masters in related fields

B EXPERIENCE:

Required:

  • 5 years of relevant experience with the first degree or 4 years of relevant experience plus post graduate degree in NGO and humanitarian settings.

  • Undertaking gender analysis.
  • Working with women's empowerment groups at community level.
  • Working withWomen's Rights and Women led Organizations through mutual partnership.
  • Supporting knowledge management, learning and donor reporting.
  • Understanding GBV prevention/response and trauma-healing as a basic need for womens participation.
  • Understanding of conflict resolution, transitional justice, and mediation processes.

C TECHNICAL SKILLS

Required:

  • Demonstrated knowledge of concepts and approaches related to gender equality, women's rights, and empowerment.
  • Understanding of womens mobilization and participation in decision making at community/regional level.
  • Ability to adapt tools and deliver training.
  • Capacity to coordinate and mentor frontline staff and partners, based on their and project needs.
  • Project management skills including grant/budget management.
  • Language proficiency in written and spoken English.
  • Proficiency in the local languages (Tigrigna)
  • Computer proficiency.
  • Good communication and report writing skills.
  • Firm belief in teamwork, gender equality, sensitivity to Crisis affected communities and GBV survivors, economic and social needs of women, conceptual understanding of participatory approach and sustainable development.

A INTERNAL:

WLiE and Gender-- Coaching, mentoring and overall guidance, (On all programmatic, administrative, financial, policy, procedural other related issues).

Field office The big picture (Organizational approaches, policies, programmatic focus and priorities) regarding Project management.

Technical Group - ensuring appropriate support is provided to the field office and maintenance of good working relationships.

B. EXTERNAL,

  • Communities, Zonal and Woreda Women, Children, and Socia Affairs, OSCs, health facilities, Woreda and Administration office and signatory sector offices.
  • Other humanitarian and development organizations working in the area where CARE works (NGO, INGOs CBO and the private sector).
  • Special meetings with Woreda and Zonal (Regional when required) government partners and donor representatives when needed.

VI WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.

  • The position is based in Mekelle and will coordinate WLiE project for both Tigray (four project sites i.e. Mekelle, Adigrat, Axum and Adwa) and Afar Regions two Project woredas ( Abaala and Erebti Woredas. A significant amount of time (at least 75%) is expected to be supporting grass root implementations with crisis affect communities, supporting teams with implementation of the WLiE program and related activities.
