Job Description

Background
The security situation in Benishangul Gumuz Regional State (BGRS) remained tense despite the Ethiopian government's efforts to ensure law enforcement operations. The ongoing intercommunal conflict among many ethnic groups as well as the conflict between government forces and Unidentified Armed Groups (UAGs) in Benishangul Gumuz region since 2018 has resulted in the displacement of more than 487,550 people in Metekel, Kamashi and Assosa zones of 17 woredas from their habitual residence in search of safety and security.
Benishangul Gumuz region is suffering from multiple natural and manmade disasters of all kinds including security restriction, cholera, COVID-19. The IDPs who are displaced and living in IDP camps/host communities are the most vulnerable and needs special attention and provision of lifesaving to minimize risks of transmission of communicable disease and to reduce human sufferings and fatalities.
CLIENT has been providing emergency response for people affected due to all hazards across the region working directly with the government partners through support to rehabilitation and maintenance of damaged water systems, provision of key WASH NFIs, hygiene promotion on prevention and control of WASH related disease outbreak, construction of semi-permanent latrines. CLIENT as WASH Cluster Lead is supporting the government in facilitating Emergency WASH Taskforce Coordination, compilation and sharing of emergency updates, lead needs assessment, planning and monitoring of response.
With the increasing scale of the emergency situations, both geographically and intensity, conducting rapid assessment, improving coordination at all levels, timely delivery of response, end-user monitoring become top priority actions to ensure most needy people are addressed.
Hence, recruitment of local staffs as emergency WASH Officer-TA is urgently needed to fill a critical human resource gap to address increasing emergency needs, ensure fulfilment of CLIENTs role as Cluster Lead in WASH and accountabilities to affected population. The recruitment of the WASH officers at regional level for better planning, implementation, monitoring and reporting of emergency WASH response.

Specific Tasks

  • Support in emergency need assessment, development of response plans and end user monitoring
  • Support and follow up on emergency response interventions including critical lifesaving support and durable solutions and report progress updates on weekly, biweekly and monthly basis.
  • Closely support the Field Office WASH Team through flagging emergency incidents, ongoing response, gaps and propose strategies to address in the needs and implementation of agreed actions.
  • Working in close relationship with zonal and woreda based partners, will closely support WASH Cluster Lead/IMO and Bureaus of Health and Water, ensure adequate data collection from Woredas, Zones, Partners and analysis, reporting and monitoring mechanisms are in place both for water supply, sanitation and hygiene to review emergency needs, response and gaps against response plans.
  • Conduct periodic monitoring of and observations on the WASH facilities utilization and facilities gaps to learning centres, child friendly space, temporary health centres in the IDP sites and respond on spot for technical gaps and report on time for logistics gaps.
  • Undertake other emergency WASH related tasks, as assigned by CLIENT-Benishangul Gumuz Field Office Team including support for following up of WASH program activities that help to emergency and regular programs.
  • Ensure GBV and PSEA mitigation measures are in place through working in close collaboration with other relevant teams such as Protection, Education and data related to GBV and PSEA captured and reported.
  • Ensure proper donor and implementing partner visibility in all activities especially infrastructure projects.
  • Support in producing at least two human interest stories along with CLIENT WASH Officers.
  • Support CLIENT WASH team in conducting programmatic assurance activities including programmatic visits to selected project sites.

Deployment Arrangements
The emergency WASH Officer will support CLIENT-Benishangul Gumuz WASH team in liaising and facilitating with regional, zonal and woreda level government counterparts and non-governmental partners. The officer will be based in Assosa with travels to any part of the region as required to support WASH interventions and coordination through closely working with CLIENT WASH team in Assosa.

Expected Deliverables
  • Weekly/bi- Weekly work plan for emergency response
  • Submit brief weekly/bi- weekly report to Benishangul Gumuz WASH Team
  • Submit monthly reports to Benishangul Gumuz WASH Team on the progress of emergency response, needs and gaps on the ground
  • Closely working with the WASH Officer / IMO, ensure compilation and timely sharing of updates and monthly 4W matrix to CLIENT-Benishangul Gumuz WASH Team, National WASH Cluster and Regional Bureaus.
Reporting
  • The Emergency WASH Officer will be supervised by CLIENTs Benishangul Gumuz WASH Specialist/Officer.
NB: Emergency WASH Officer can be deployed to any part of the region in case of emergency that require immediate attention

Language Knowledge of local language around Benishangul Gumuz

Job Requirements

Educational Background and Minimum Experience
  • MSc. in WASH areas of disciplines like engineering, Environmental Health, Public Health and Five years of working experience or BSc in WASH related fields and with seven years of work experience in WASH program management, emergency coordination, proven experience in Emergency Coordination in INGO will be an asset.
  • Five years experience in humanitarian WASH response at National/regional level;

Competencies

  • Very good understanding of WASH sector and cluster approach.
  • Fluent in English and local languages around Benishangul Gumuz (spoken, writing and listening).
  • Knowledge of MS Office.
  • Proven technical expertise for project management
  • Strong interpersonal, communication, coordination and networking skills.
  • Strong planning and organisational skills.
  • Ability to meet deadlines.
  • Ability to work under pressure and independently and with a team.

General Conditions

  • The emergency WASH TAs will be entitled to DSA at the appropriate rate while only away from her/his duty station.
  • The emergency WASH officers will have access to rental vehicles arranged by CLIENT-ECO, WASH Section.
  • Payment will be made on monthly basis upon completion and submission of monthly report. The report must be approved by CLIENT-Benishangul Gumuz WASH Specialist/Officer.
