Background
HelpAge International is a global network of organisations working towards a fairer world for older people so they can live safe, healthy, and dignified lives. In addition to working with more than 170 network members in 91 countries, HelpAge operates country programme offices in 13 countries across Asia, Africa, Middle East and Eastern Europe. In line with our organisational commitment to the Charter for Change, a key element of the HelpAge International Global Strategy 2030 is to transition our country programmes to be locally led and managed by 2024/25. To this end, HelpAge International is supporting its countries programmes and offices to shift to the preferred locally led development options. After thoughtful consultation with all stakeholders, the Ethiopian country office decided to nationalize the country office and register as HelpAge Ethiopia.
Accordingly, the country office is inviting eligible bidders to submit proposals for the development of a dynamic, interactive, and user-friendly website. The website will serve as a key communication platform for the organization (HelpAge Ethiopia), providing information about its mission, activities, news, vacancies, and other relevant content.
Scope of Work
The scope of work includes the following:
Website Design and Development:
- Develop a visually appealing and user-friendly website design that reflects HelpAge Ethiopia's brand identity.
- Ensure the website is responsive and accessible on all devices, including desktops, tablets, and smartphones.
- Implement best practices for Search Engine Optimization (SEO).
Functionality:
- Develop functionalities to allow for:
- Sharing information about HelpAge Ethiopia's vision, mission and values.
- Integrating multimedia content (images, videos, etc.).
- Sharing information about HelpAge Ethiopia's programs and services.
- Posting news and vacancies.
- Providing contact information and donation options.
- Develop an admin portal to manage all website content and functionalities.
Deployment:
- Deploy the website in preferable hosting company.
Training:
- Provide training for HelpAge Ethiopia staff on how to use the admin portal and manage the website content.
Security:
- Implement strong security measures to protect website data and user information.
Maintenance and Support:
- Provide ongoing maintenance and support for the website for a minimum of 6 months after launch.
Bid Submission Process
- Interested bidders should submit the following documents:
Technical Proposal:
- Company profile and experience.
- Proposed approach to the project, including design concepts and technical specifications.
- Team composition and qualifications.
- Timeline for project completion.
Financial Proposal:
- Detailed breakdown of costs for all aspects of the project.
- Payment terms
Bid Evaluation Criteria
The proposals will be evaluated based on the following criteria:
- Technical expertise and experience (40%)
- Proposed design and functionality (30%)
- Cost proposal (20%)
- Timeline for project completion (10%)
Eligibility Criteria
Bidders must meet the following eligibility criteria:
- Be a legally registered company in Ethiopia.
- Have at least three years of experience in developing dynamic websites.
- Have a team with relevant skills and experience in web design, development, and content management systems.
- Provide references from previous clients for similar projects.
