Background and context
Ethio-Professionals Security Solutions (EPSS), is a non-governmental, not for profit organization with the headquarter in Addis Ababa Ethiopia. EPSS is a humanitarian and development organization established with the aim of influencing attitudes of its beneficiaries through its humanitarian and development program interventions. It provides landmine clearance, explosive ordnance disposal (EOD), minefield survey, travel risk management services and explosive ordnance risk education (EORE) and importantly safety and security services, Rehabilitation and Conflict Resolution to help the recovery and development of affected communities. With its revised mission statement. EPSS is deeming to intervene at Humanitarian Development-Peace/HDP nexus considerate to incompleteness in its fragmented interventions of these three inter-linked needs in the country. EPSS has been implementing a mine a project focusing on mine action services specific to EORE in the Afar and Tigray regions in collaboration with the UN Mine Action Services.
Objective of the impact Evaluation
The main objective of this impact evaluation is to assess the project's impact on the target beneficiaries, the extent to which it achieved its intended objectives and any unforeseen results both for the direct and indirect beneficiaries of the project.

Assignment: To Conduct Impact Evaluation
Expected Place of Travel: Afar region Berihale and Chifera, and Tigray Region Central Zone. Axum and Adwa, North Western Zone, Shire area
Location: Tigray and Afar regions
Assignment duration: 15 days
Duration of the assignment: The impact evaluation will be concluded in 15 days after the contract agreement.
Job Requirements
Consultant/Evaluator Qualifications
The consultant for this assignment should have the following qualifications:
- Minimum a master's degree or equivalent in Political Science. Peace and Security Studies. Development studies, Project management, and related fields.
- At least 3 years of demonstrated practical working experience in undertaking similar aspects.
- Have a strong understanding of the context of humanitarian/emergency intervention in Ethiopia in general and the Afar and Tigray regions in particular.
- Advanced understanding of EORE and Mine Action services.
- Have a robust knowledge of evaluation ethics and commitment to ethical working practices.
- Extensive analytical skills, experience, and qualifications in applying qualitative and quantitative methods.
- Have proven experience in data analysis, report writing, and editing skills.
- Excellent oral and written communication skills in English, Amharic, and other locally spoken language is preferable to conduct this evaluation.
- A Minimum 75% of the evaluation team composition is expected to be part of data collection and analysis.
- A consultant willing to conduct an evaluation self-logistics arrangement.
