Job Description

Internal/External /Vacancy Announcement
Beza Posterity Development Organization (BPDO) is a local NGO operating in Amhara, Afar, Addis Ababa, Somali, Dire Dawa, Harari, Oromia, Benishagul Gumz, Gambella and Tigray regions with program thematic areas of health, nutrition, migration, shelter service for migrants, livelihood, green job creation, youth empowerment, child protection, climate change, peacebuilding, social accountability, and emergency response.
BPDO wants to recruit interested applicants who fulfill the minimum requirements as an employee.

Job Purpose
  • The Monitoring and Evaluation (M&E) Officer will be responsible for the following duties and responsibilities
Main Duties & Responsiblities:
Monitoring and Evaluation
  • Support the development of a comprehensive M&E and reporting system that will enable the collection, documentation, tracking, and reporting of data related to all results levels of the project: outcome, output, and activity.
  • Develop and/or revise the projects M&E tools as well as data collection procedures (e.g. project performance tracking and monitoring, indicators, data flow chart, M&E guides).
  • Support and guide the development of indicators, targets, data collection and reporting framework, and performance monitoring plans for all project components.
  • Support in compiling baseline data for each project component and for all project indicators.
  • Systematize relevant quality dimensions into the projects M&E framework as well as activities.
  • Cascade M&E framework to all result levels of the project ensuring coherence and integration of indicators across all components of the projects results framework.
  • Support the Regional coordinator and other technical staff in reviewing work plans, reports, and deliverables produced in the lifespan of the project.
  • Support the Regional health Bureaus in operationalizing the TB technical assistance performance monitoring plan to monitor and report on the performance of all technical assistants supporting the Region at different levels.

Data management and reporting

  • Regularly collect data on targets of each indicator to measure achievement against performance indicators at all levels.
  • Implement data quality checks and corrective actions to improve data quality and accountability of project team including technical assistants.
  • Maintain and update the M&E/Digital platform to ensure that M&E data are readily available.
  • Compile and analyze data to support the preparation of monthly, quarterly, and annual reports as well as ad hoc updates to internal and external stakeholders.
  • Support the Regional coordinator and M & E manager in preparing briefing materials on project performance and status, as required.
  • Support compliance with reporting requirements, reviewing relevant project documents, work plans, M&E framework, and other relevant documents and providing input as needed.

Data Analysis and research

  • Support the project management team in coordinating and/or conducting thematic assessments.
  • Support the development of terms of reference for assessments, mid-term and final evaluations and other studies that will be conducted through the project.
  • Facilitate spot-checks, implementation of assessments, mid-term and endline evaluations, studies and research-related efforts related to the project delivery.
  • Support in extracting lessons learned from monitoring, assessments, and evaluations for course adjustment and continuous performance improvement.
  • Keep up to date with and share relevant developments in the TB Program including research findings, articles, etc. on themes relevant to the project with a view to ensuring the projects continued relevance, and applications of lessons.

Capacity strengthening and knowledge management.

  • Support the Regional coordinator in conducting a needs assessment and organizing consultations to gauge capacity and knowledge-transfer gaps the project could help address through tailored and systems-based learning solutions.
  • Facilitate training to the regional staff and technical assistants on Monitoring and Evaluation, Performance Management, and on data responsibilities and operational usage of tools developed through the project.
  • Work with communications focal person and the project manager to timely update and share project information with internal and external stakeholders.
  • Attend relevant meetings, participate in communities of practices, and present updates on the projects M&E activities when required to do so.
  • Other duties that may be assigned by the regional coordinator within the scope of the role

Job Requirements

Qualifications:

Education

  • A first-level University Degree (bachelors degree) in Public Health, Statistics, Health, M&E, Project Management, Development Studies or other relevant discipline is required.
  • Advanced University Degree (masters degree) in Public Health, Statistics, Health M&E, Project Management, Development Studies, or other relevant discipline is an asset.

Work Experience

  • At least two (5) years experience in the design, development and/or implementation of M&E systems, in the health sector, is required.
  • A minimum of two (2) years in research and evaluation design, reporting, and knowledge management is required
  • A minimum of two (2) years of experience setting up and maintaining information and data management platforms is required.
  • Quantitative and qualitative data analysis skills including the use of software such as power BI, tableau, and excel/google sheets and familiarity with routine management of information systems is highly desirable.
  • Experience using statistical packages such as SPSS, STATA is an added advantage.
  • Experience in performance management and monitoring in human resources for health is highly desirable.
  • Fluency in written and spoken English and local language.
  • Willingness to travel frequently (up to 60% of the time) within the region required.
