About CRS

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding. CRS has been working in Ethiopia for nearly 60 years, responding to natural and man-made disasters affecting Ethiopia's most vulnerable communities. Moving beyond emergency response, CRS' disaster mitigation and recovery projects in drought and flood-prone areas have rebuilt individual and community assets through non-food aid in the form of agriculture, livestock, health, nutrition, and water and sanitation assistance. With funding from USAID Bureau of Humanitarian Assistance (BHA), CRS has been providing life-saving food assistance to millions of Ethiopians across the country for over a decade through the Joint Emergency Operation Program (JEOP).

JEOP is an emergency food assistance mechanism which targets transitory food insecure households through a participant targeting process led by the Government of Ethiopias (GoE) National Disaster Risk Management Commission (NDRMC). JEOP complements emergency needs outlined in the GoEs Humanitarian Response Plan (HRP) and has been operational for a decade with a caseload that fluctuates from 1.5 to over 6 million people annually. Led by CRS, JEOP consortium includes CARE, Food for the Hungry Ethiopia (FHE), Organization for Rehabilitation and Development in Amhara (ORDA), Relief Society of Tigray (REST), and World Vision Ethiopia (WV); CRS implements through local Catholic Church partners, Hararghe Catholic Secretariat (HCS) and Meki Catholic Secretariat (MCS). CRS and partners are implementing JEOP across woredas in Amhara Oromia, SNNPR, Sidama, Tigray and Dire dawa City Administration.

Country/Location: CRS Ethiopia/Addis Ababa

Job Summary:

You will manage and coordinate all pre and post distribution monitoring across all JEOP operation areas. You will ensure the timely delivery of monitoring reports to USAID/BHA through the dashboard. In collaboration with the Safeguarding team, and the Research & Learning Coordinator, you will oversee the effective management of all issues and concerns raised through the monitoring process. Your management skills and knowledge will ensure that the JEOP M&E team delivers high-quality analysis and reports which contribute towards improving the impact of our overall programming. You will lead performance monitoring and reporting for the JEOP. Performance monitoring will entail working with the JEOP team to set-up and implement a robust annual monitoring strategy in line with USAID-BHA policy and guidance on M&E and CRS MEAL policy and procedures. You will ensure monitoring data is collected, analyzed and presented in useful ways that facilitate reporting and decision making at all levels. You will also lead the development and writing of performance reports as required by the donor and CRS.

Roles and Key Responsibilities:

  • Manage and implement all activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools for monitoring and reporting.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Analyze and evaluate project performance data following USAID BHA policy and guidance on M&E and CRS MEAL policy and procedures. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles to effective and efficient monitoring and reporting.
  • Coordinate and oversee pre and post distribution monitoring.
  • Act as a key resource person in project design and proposal development in monitoring and reporting, gap-filling and taking on growth responsibilities, as needed.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
  • Help identify, assess and strengthen partnerships relevant to Monitoring and Reporting, applying appropriate application of partnership concepts, tools and approaches.
  • Coordinate and monitor financial and material resources relevant to project needs through planning and oversight ensure efficient use of project resources.

Job Requirements

Basic Qualifications

  • Master's Degree in International Development, International Relations, Economics, statistics, or in the field of preferred with five years of equivalent relevant experience or Bachelors degree with 7 years of relevant experience.
  • Minimum of 2-3 years of work experience in a project management position with an international NGO.
  • Project management experience in monitoring and reporting for multisectoral programs is highly desirable.
  • Strong understanding and exposure to qualitative and quantitative monitoring approaches and tools.
  • Experience in analyzing and communicating quantitative and qualitative data.
  • Experience building the capacity of partner organizations
  • Experience contributing to the development of technical proposals.
  • Extensive M&E skills and experience
  • Proficient in using statistical analysis software such as R Studio, SPSS, and STATA.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Knowledge, Skills and Abilities

  • Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
  • Strong relationship management skills and the ability to work effectively with culturally diverse groups.
  • Strong written and verbal communication skills with ability to write reports.
  • Proactive, results-oriented, and service-oriented.

Preferred Qualifications

  • M&E experience throughout the project cycle is highly desirable.
  • Experience in emergency programmes.
  • Experience in ICT4D platforms.
  • Experience in contributing to the development of technical proposals.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Language

  • Amharic required.
  • Tigrinya and/or Afan Oromo desirable.

Key Working Relationships:

Supervisory: M&E SPO.

Internal Collaborators: Chief of Party, Deputy Chief of Party Program Quality, MEAL PM II, JEOP sectoral technical managers.

External Collaborators: Consortium members, Regional/Zonal/Woreda level GoE counterparts, relevant line Ministries and DRM committees, other related government bodies and authorities, and private sector service providers.

Travel: The role is based in Addis Ababa but must be willing and able to travel up to 35%.
