Job Description

MSD is a non-profit, civic society organization founded in 1999 to combat the HIV/AIDS epidemic. Since then, MSD works to strengthen the socio-economic development of the wider community, and the nation at large. Working with partners and stakeholders, MSD advance the voice of citizens and community structures in service delivery, identifying priority needs, provide support and services to target groups with education, skills and promote opportunity to get along with assets. Aligned to its vision, mission and strategic objectives, MSD has been working in different development, emergency and humanitarian endeavours including HIV Prevention, care and support, Orphan and vulnerable children (OCV) care and support, Sexual and Reproductive health (SRH),Family Planning (FP), Gender Based Violence (GBV), migration, child protection and environmental protection. Through these technical area and services, it reached different hard to reach target groups including early married girls, GBV survivor, OVCs, refugees, PLHA, commercial sex workers and their clients, waitresses, long truck drivers, CSOs, CBOs and the community. At community level, the organization works with community members and community based social service providing institutions, schools, health facilities, government line offices, marginalized groups and professional associations.
MSD is a child safe organization and all successful applicants will be required to sign the Safeguarding Code of Conduct. The safety and wellbeing of children and at-risk adults are priorities of MSD. The organization provides a safe environment in all its programs and activities. It has strong recruitment procedures to make sure the safest and most suitable people work with the children in its programmes.
Currently, in partnership with Mercy Corps, MSD is implementing a five-year HRA projects with the fund obtained from USAID through Mercy Corps at eight woredas in North Wolo and south Gonder in Amhara region. It is therefore seeking to hire qualified and experienced professional for the following vacant Position.

PROJECT SUMMARY:
The USAID-funded Highland Resilience Activity (HRA)-will continue to the Productive Safety Net Program (PSNP) 5s Big Push initiative and has the overarching goal of strengthening resilience among vulnerable households in Ethiopias Highland , resulting in 120,000 PSNP households reaching the graduation threshold. HRA will support these households in moving above the graduation threshold and to where they no longer require social safety net programming for household food security and have the capabilities and assets to withstand regular and predictable shocks. The activity will achieve this goal by directly supporting households in increasing their on-farm, off-farm, and employment incomes while facilitating improvements in the market systems required increasing demand for goods and services in PSNP communities. HRA is a five-year program that starts in January 01, 2024.

JOB SUMMARY:
The Entrepreneurship Officers will be stationed in Debretabor & Woldia where the project is operating. She/he is responsible for the overall planning, coordination, implementation, monitoring, and evaluation of the entrepreneurship activity at Zonal and Woreda level. S/he ensures all project initiatives are implemented to achieve maximum impact as per program and project objectives while remaining on schedule and budget. The Entrepreneurship Officer lead job opportunity and business-related activity at Zonal and Woreda field-level. S/he will work with the implementing partner, donor organization, field level technical team and stakeholders to ensure that HRA project objectives are implemented effectively through each objective. The Entrepreneurship officer working relationship will be with all technical unite including government offices, business facilities, private enterprises and PSNP program participants ensure program activities are carried out according to the highest standards and remain responsive and appropriate to the local context. The Entrepreneurship Officer facilitates partnerships with other implementing partners and the private sector at Zonal and Woreda level to ensure complementarily with existing activities, while ensuring the alignment of HRA implementation in line with the programs overall approach.

JOB RESPONSIBILITIES:
  • Leads and coordinates Entrepreneurship activity quality and effective program planning, implementation, monitoring, and evaluation of HRAs interventions at Zonal & woreda-level under supervision of Zonal project coordinator & regional staffs,
  • Develop detailed implementation plans (DIP) for Entrepreneurship activity interventions, and ensure high quality and timeline delivery of deliverables against intended objectives, targets, and timelines.
  • Build and maintain partnerships through networking and proactive collaboration with zonal and woreda level civil society organizations, community groups, leaders, and other critical partners to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to build a more resilient community, ensuring that HRA programs are responsive to and influence by participants and stakeholders
  • Ensure the implementation of off-farm business development in collaboration with local financing institutions and other development partners who have intervention in on-farm business development.
  • Designing operational strategy of partnership between on-farm businesses, off-farm businesses and local financing institutions and monitor its performance.
  • Support resource mobilization efforts for the Entrepreneurship activities including by leveraging job opportunities and business-related activities in collaboration with partners and proposing new initiatives/activity, in the field to ensure the HRA program is implemented effectively.
  • Provide oversight and accountability for quality program implementation for push interventions at the Zonal and woreda level; and effectively coordinate with other implementing partners to tailor and facilitate the design and delivery of interventions to the woreda and zonal context.
  • Prepare quarterly and monthly plans, aligned with the allocated budget and programming targets; develop and maintain knowledgebase EP documentation, tools, and templates.
  • Participate in zone & regional coordination meetings and ensure documentation and delivery of action points.
  • Synthesize and share good practice and lessons learned, taking into account complementarities with other technical areas of the HRA;
  • Provide regular supervision and technical support to the project team at woreda level including participation in monitoring and impact analysis of the project; and adhere to program learning systems and strengthen the effort to document the impact of HRA activities.
  • Direct monitoring and supervision the Entrepreneurship activities of the HRA measure and register to ensure that work is done properly and effectively.
  • Provide technical, administrative, logistical support and background materials to carry out Entrepreneurship strategies and activities and recommend operational strategies, approaches, plans, methods, and procedures to ensure strengthening resilience of project beneficiaries within the project areas.
  • Assess and recommend potential contacts, networks, resources, and tools to support maximum impact and outreach of the HRA initiatives.
  • Monitor/track the use of resources as planned and verify compliance with organizational guidance, rules and regulations, and standards of ethics and transparency.
  • Ensure timely and quality delivery of quarterly and annual project performance reports internally to HRA MEL/ Regional team.
Reports Directly To: MSD Program Manager and Zonal Program Coordinator
Work directly With: Zonal USAID HRA project team, Mercy Corps Project Team, Partners, Consortium Team and MSD Program Team.
Career Level: Middle Level (4+ year experience)
Employment Type: One year contract, with possibility of renewal depending on merit and job continuity.

Job Requirements

Required Qualification and Professional Experience:

  • BSc/BA or MSc/MA degree in Economics, Sociology, Business Administration, Development Studies, Social Works, Leadership, , or other related fields from recognized universities;
  • Minimum of 4/6 years proven & relevant work experience, of which 4/2 yrs in Entrepreneurship program implementation, NGO experience with strong exposure to USAID funded projects (i.e. PSNP Program) is preferable.
  • Previous experience on managing complex project or consortium an added advantage;
  • Strong understanding of Social accountability technical and policy related issues
  • Self-motivated with excellent interpersonal communication and problem-solving skills.
Required Skills & Competencies:
  • Strong organizational skills, and ability to lead a team of work;
  • Proficient writing and verbal communication skills;
  • Ability to work independently as well as in cooperation with a multicultural team;
  • Ability to think creatively and strategically;
  • Relevant computer skills;
  • Demonstrated ability to coordinate closely with government staff, effectively manages their expectations and build capacity;
  • Proven ability to set priorities, multi-task, and work collaboratively across technical disciplines.
  • Ability to work in teams, in a fast pace environment, where information needs to be communicated, requested, and shared.

Language:

  • Fluency (written and spoken) in English is compulsory
  • Knowledge of Amharic is an advantage
