Job Description

MSD is a non-profit, civic society organization founded in 1999 to combat the HIV/AIDS epidemic. Since then, MSD works to strengthen the socio-economic development of the wider community, and the nation at large. Working with partners and stakeholders, MSD advance the voice of citizens and community structures in service delivery, identifying priority needs, provide support and services to target groups with education, skills and promote opportunity to get along with assets. Aligned to its vision, mission and strategic objectives, MSD has been working in different development, emergency and humanitarian endeavours including HIV Prevention, care and support, Orphan and vulnerable children (OCV) care and support, Sexual and Reproductive health (SRH),Family Planning (FP), Gender Based Violence (GBV), migration, child protection and environmental protection. Through these technical area and services, it reached different hard to reach target groups including early married girls, GBV survivor, OVCs, refugees, PLHA, commercial sex workers and their clients, waitresses, long truck drivers, CSOs, CBOs and the community. At community level, the organization works with community members and community based social service providing institutions, schools, health facilities, government line offices, marginalized groups and professional associations.

MSD is a child safe organization and all successful applicants will be required to sign the Safeguarding Code of Conduct. The safety and wellbeing of children and at-risk adults are priorities of MSD. The organization provides a safe environment in all its programs and activities. It has strong recruitment procedures to make sure the safest and most suitable people work with the children in its programmes.

Currently, in partnership with Mercy Corps, MSD is implementing a five-year HRA projects with the fund obtained from USAID through Mercy Corps at eight woredas in North Wolo and south Gonder in Amhara region. It is therefore seeking to hire qualified and experienced professional for the following vacant Position.

PROJECT SUMMARY
The USAID-funded Highland Resilience Activity (HRA)-will continue to the Productive Safety Net Program (PSNP) 5s Big Push initiative and has the overarching goal of strengthening resilience among vulnerable households in Ethiopias Highland , resulting in 120,000 PSNP households reaching the graduation threshold. HRA will support these households in moving above the graduation threshold and to where they no longer require social safety net programming for household food security and have the capabilities and assets to withstand regular and predictable shocks. The activity will achieve this goal by directly supporting households in increasing their on-farm, off-farm, and employment incomes while facilitating improvements in the market systems required increasing demand for goods and services in PSNP communities. HRA is a five-year program that starts in January 01, 2024.

JOB SUMMARY
The Monitoring, Evaluation and Learning (MEL) Officer will closely work with Program Manager and the MSD MEL team l based in Addis as with the key role of overseeing and HRA Program to oversee the routine monitoring data collection, lead surveys, analyze data to provide insight to the project team both at North wolo and South Gonder, undertake DQA, coaching and mentoring, and contribute to periodic report writing and data analysis. The MEL officer will be an integral member of the HRA project team at learning and reflection processes, leading discussion on beneficiary feedback.

ESSENTIAL JOB RESPONSIBILITIES
  • Support the registration and verification of PSNP beneficiaries in respective woredas who the HRA program targets will be.
  • The position holder is responsible to update the Tola data (MC indicator database) in a timely manner and with all supporting monitoring data and evidence, stored on the system (TolaData) and ensures other databases like the institutional database are updated regularly.
  • Ensure all necessary documents for program management are properly filed and kept both in hard and soft copy as per the requirement by MSD project management standards (PM@MC).
  • Involved in the development and implementation of Monitoring, Evaluation and Learning systems, including indicators, data collection, data management, analysis and reports as required by MSD, donor, and government.
  • Compile presentations and updates on progress, success factors and challenges as required by the managers, donors, and government.
  • Ensure appropriate regular monitoring and timely submission of all necessary reports in line with donor, MSD and government reporting schedules and deadlines.
  • Document and disseminate best practices and lessons learnt.
  • Develop and maintain effective information database for the project in the operational areas
  • Contribute to learning/research agenda.
  • Document lessons learned and success stories on the project.
  • Ensure adherence to program management minimum standards in carrying out his/her duties, advising and supporting other staff in the same as required.
  • Review or edit data in reports as requested and required
  • Produce analytical summaries: graphs, charts, and tables as requested to fulfill reporting requirements.
Reports Directly to:USAID HRA Program Manager

Work Directly with: Zone HRA project team, Mercy Corps Project Team, Partners, Consortium Team and MSD Program Team at Woreda.

Employment Type: One year contract, with possibility of renewal depending on merit and job continuity

Job Requirements

Qualifications:
  • MA/BA; MSc/BSc Bachelor's Degree in, statistics, monitoring and evaluation, social sciences or related field is required or demonstrated equivalent work experience in the field.
  • Minimum of 6/4 years proven & relevant work experience, NGO experience with strong exposure to USAID funded projects (i.e. PSNP Program or related) is preferable.
  • Proven track record and previous experience in monitoring & evaluation area
  • Demonstrated experience in reviewing data for quality and accuracy.
  • Experience in collecting and analyzing data using different software
  • Previous experience working other international NGOs are strongly preferred
  • Effective English oral and written communication, multi-tasking, organizational, and prioritization skills are necessary
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required
  • Strong communication with local languages.
