Job Description

Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the countrys management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The GHSC-PSM Pharmaceutical Distribution Coordinator is responsible to coordinate the
distribution of health commodities in conflict affected hubs of Amhara region through establishing seamless coordination between EPSS Hub, 3PL/4PL and PSM - HQ. The GHSC-PSM Distribution Coordinator supports EPSS to effectively process order, filter out restricted product and develop route plan, S/he will liaise between EPSS and 3PL/4PL to ensure the timely availability of vehicle and distribution of commodities to health facilities.

Duties and responsibility:
  • Collaborate with EPSS hub in processing incoming orders efficiently and filter out
restricted products from orders, ensuring compliance, thereby ensure compliance to
contractual requirements.
  • Provide technical support to EPSS to initiate and manage vehicle requests to facilitate the timely transport of products develop Route plan, which includes estimation of commodity volume, planning destination and selection of vehicle types.
  • Verify Route plans and fix promptly addressing any issues by coordinating with EPSS.
  • Timely communicate 3PL/4PL providers and validate capabilities and, if necessary, collaborate with EPSS to explore alternative options.
  • Submit vehicle requests to PSM-HQ by developing PAR whenever 3PL/4PL agreed to deliver.
  • Monitor EPSS to ensure orders are timely prepared and insurance is secured.
  • Timely Communicate with 3PL/4PL to ensure vehicle availability for product transport.
  • Review and validate vehicles against specified requirements before deployment.
  • Verifying copy of PODs against STV and stamping confirmation on copies.
  • Facilitate payment requests from 3PL/4PL, ensuring proper documentation and forwarding to PSM-Hub.
  • Maintaining appropriate documentation and develop monthly reports.

The Global Health Supply Chain Procurement and Supply Management Ethiopia

Background:
The purpose of the Global Health Supply Chain Procurement and Supply Management (GHSCPSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the Presidents Emergency Plan for AIDS Relief (PEPFAR), Presidents Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global and local collaboration to improve long-term availability of health commodities.

Level of Effort and Location

This Short-Term Consultancy position will be based in Bahirdar, Ethiopia,

Supervision

The GHSC-PSM Warehouse and Distribution Coordinator will report directly to the GHSC-PSM Pharmaceutical Warehouse and Distribution Manager.

Job Requirements

Qualifications:
  • Bachelors degree in Pharmacy or Logistics; advanced degree preferred.
  • Minimum of five (5) years of experience in warehouse and distribution management or related field; USAID experience preferred.
  • Proven experience in logistics coordination or distribution management.
  • Strong organizational and communication skills
  • Familiarity with EPSS supply chain processes and procedures.
  • Ability to work collaboratively in a fast-paced environment.
  • Attention to detail and problem-solving skills.
  • Proficiency in using relevant software and tools for order processing and tracking.
