Employment Type and Duration:The contract duration will be for 36 [thirty six] months, renewable annually subject to performance and budget availability

Background
The COVID-19 pandemic has thought the world how sustainable and widely available vaccine manufacturing capacity is critical. For Africa and other LMICs, having local vaccine manufacturing capacity and capability will help to ensure supply security, control over production scheduling and sustainability, control of costs, socio-economic development, and rapid response to local epidemics including emerging infectious diseases. Thus comes the initiative of the Africa CDC/PAVM with the ambitious goal of African manufacturers producing 60% of the vaccine needed in the continent by 2040. This goal will be achieved through strengthening local capacity of member countries. The government of Ethiopia has therefore a huge interest and makes concrete steps to establishing cGMP compliant local vaccine manufacturing facility in Ethiopia by expanding the local capacity of vaccine manufacturing at the National Veterinary institute which has the capacity of manufacturing over 20 different vaccines for animal use. The Goal is to manufacture at least one vaccine (DP) by 2026 and one vaccine drug substance by 2027. So far, the initiative of the Ethiopian government has achieved major milestones including: development of feasibility study (technical, financial, and market), securing funding to finance the project. Moreover, based on the type of vaccine to be produced potential technology partners for technology transfer has been identified. The process of company formation (as government-owned facility with the support of technology partners) is on its final stage. A 20,000sqm of land within Kilinto Industrial Park is secured in the outskirt of Addis Ababa. Along with all preparatory activities, a recruitment of a consultancy firm is under way to begin the facility design and construction within the Industrial Park. Concerning the regulatory capacity, WHO has recently audited the EFDA to qualify for ML3; will receive the ML3 as soon as EFDA complies with the recommendations given by WHO. In order to strengthen other vaccine manufacturing ecosystems, the Ministry of Health is working closely with Africa CDC/PAVM in different platforms since the launching of PAVM in 2021.
The Ministry of Health of Ethiopia is now planning to recruit key personnel for the project office to coordinate and lead the different activities that support the establishment. One of the positions is Senior Special Advisor , Utility Engineering.
Job description summary:
The Utilities Engineer plays a pivotal role in ensuring reliable and efficient utilities systems for the upcoming vaccine manufacturing plant construction project. Reporting to the project manager, this position is responsible for overseeing the planning, design, and installation of water, HVAC, electrical, steam, and other essential utilities systems. The Utilities Engineer Lead collaborates closely with architects, engineers, contractors, and regulatory authorities to ensure compliance with regulatory requirements and industry best practices. Their primary objective is to develop and implement a comprehensive utilities engineering plan that supports the operational needs of the vaccine manufacturing facility while prioritizing energy efficiency and sustainability. Key responsibilities include conducting feasibility studies, preparing technical specifications, managing installation and commissioning, monitoring system performance, and collaborating with cross- functional teams to meet specific requirements for vaccine production and adhere to cGMP guidelines. The Utilities Engineer Lead also plays a vital role in coordinating with utility providers and local authorities for necessary permits and approvals. The ideal candidate brings a strong background in utilities engineering, knowledge of pharmaceutical manufacturing facilities, familiarity with regulatory standards, and expertise in project management. Effective communication, problem-solving, and leadership skills are essential for success in this position.
Duties and responsibilities:
  • Follow up and monitor comprehensive utilities engineering plan execution , including water, HVAC, electrical, steam, and other essential systems, to support the vaccine manufacturing facility's operational needs.
  • Collaborate with architects, engineers, and contractors to integrate utilities requirements into the overall design and construction plans of the manufacturing facility.
  • Conduct technical assessments to determine the optimal design and capacity of utilities systems, considering energy efficiency, sustainability, and regulatory compliance.
  • Prepare specifications, technical drawings, and cost estimates for utilities systems, ensuring alignment with applicable codes, standards, and industry best practices
  • Oversee the installation, commissioning, and validation of utilities systems, ensuring compliance with approved designs and regulatory requirements.
  • Monitor and evaluate the performance of utilities systems, implementing preventive maintenance programs and troubleshooting any issues to minimize downtime and ensure uninterrupted operations.
  • Collaborate with cross-functional teams, including manufacturing, quality assurance, and regulatory affairs, to ensure utilities systems meet the specific requirements for vaccine production and adhere to cGMP guidelines.
  • Coordinate with utility providers and local authorities to obtain necessary permits and approvals for utilities connections and ensure compliance with regulatory and environmental requirements.
  • Develop and implement energy management strategies to optimize utilities usage, minimize waste, and support sustainability goals of the manufacturing facility.
  • Keep abreast of industry trends, technological advancements, and regulatory updates related to utilities engineering, incorporating them into the project as relevant.

Job Requirements

Educational Back Ground

  • Master's degree or Bachelors degree in engineering in mechanical, electrical, or chemical engineering. Additional certifications or specialized training in utilities engineering would be advantageous.

Work Experience

  • 15 years of proven experience in manufacturing of medical products for a Masters degree OR 17 years of proven experience in manufacturing of medical products for a Bachelors degree.
  • In-depth knowledge of utilities systems relevant to pharmaceutical manufacturing facilities, including water systems, HVAC, electrical distribution, steam generation, and compressed air systems.
  • Proven experience in utilities engineering roles within construction projects, preferably in pharmaceutical or vaccine manufacturing facilities.
  • Strong understanding of regulatory requirements and guidelines related to utilities systems, including cGMP, safety, environmental, and energy efficiency standards.
  • Proficiency in using engineering design software and tools to develop technical drawings, specifications, and cost estimates.
  • Excellent project management skills, with the ability to prioritize tasks, manage timelines, and coordinate multiple stakeholders to ensure timely and successful completion of utilities engineering activities.
  • Strong problem-solving and analytical skills to identify and address utilities-related issues and optimize system performance.
  • Excellent communication and interpersonal skills to effectively collaborate with cross- functional teams, contractors, utility providers, and regulatory authorities.
  • Familiarity with utility regulations, permitting processes, and coordination with local authorities.
  • Knowledge of sustainability and energy management principles to support efficient and environmentally friendly utilities operations.
  • Both the Civil service and MoH Human Resource Administration rules and regulations will be applied to guide the day to day services of the advisor.
*As new priories emerge, MoH may periodically revise the TOR for this position.
