Job Description

The Center for the Advancement of Rights and Democracy (CARD) is a board-led, nonprofit, non-governmental organization registered in Ethiopia under the Civil Societies Law 1113/2019 with registry number 4307. CARD acquired its legal personality on 24 July 2019. CARD aspires to see Ethiopia where democratic culture flourished on human rights values and has been working with a mission to empower citizens and groups of citizens to ensure their ability to promote and defend human rights and build democratic governance in Ethiopia.

CARD is seeking a highly motivated and experienced Monitoring and Evaluation (M&E) Manager to lead our efforts in understanding the effectiveness and impact of our programs and sharing valuable knowledge across the organization and its partners. This role will not only ensure accountability through robust monitoring and evaluation practices but also play a vital role in fostering a culture of continuous, collaborative, and adaptive learning and knowledge management within CARD.

Responsibilities:

  • Develop and implement a comprehensive Monitoring, Evaluation, and Learning (MEL) strategy aligned with CARD's values, goals, and objectives.
  • Design and oversee the incorporation of MEL elements in project designs, implementation of activities, quality assurance and effectiveness, and reporting.
  • Collect program implementation and administration related data, document, analyze, and visually present data and prepare regular reports to inform decision-making, adapt programs to improve effectiveness, and demonstrate impact to various stakeholders.
  • Conduct evaluations, including baseline, mid-term, and final evaluations, to assess program results and impacts, identify areas for improvement, and inform future iterations; this includes informing CARDs future program activities and advocacy areas with findings.
  • Build the capacity of CARDs team and its partner organizations on MEL best practices and knowledge utilization.
  • Oversee organizational learning, including leading and maintaining a knowledge management system to capture, document, and share valuable lessons learned, best practices, and program insights across the organization and to its partners.
  • Facilitate knowledge sharing and learning through workshops, trainings, publications, and other platforms within the team and with partners or networks.
  • Stay up-to-date on the latest MEL methodologies, knowledge management practices, and relevant trends in the field.
  • Maintain strong relationships with stakeholders, including donors, government agencies, and beneficiary communities.

Job Requirements

Qualifications:
  • Master's degree in Monitoring and Evaluation, Project Cycle Management, Public Policy, Social Sciences, Knowledge Management, or a related field.
  • Minimum of 5 years of experience in designing and implementing MEL systems and tools.
  • Strong analytical and data management skills.
  • Good understanding of state of the art as well as participatory and inclusive monitoring, evaluation, and learning methodologies and ability to teach them to others;
  • Experience in organizational learning and technical capacity to provide guidance and capacity development in M&E to project staff;
  • Experience in organizational development and process facilitation to develop a M&E System in a participatory manner that reflects the interests of the whole organization,
  • Excellent communication, interpersonal, and facilitation, and writing skills.
  • Ability to work independently and as part of a team.
  • Strong commitment to values in data-based decision making, transparency, methodological rigor, and program learning.
  • Experience working in the human rights, democracy, and/or peacebuilding sector is a plus
  • Demonstrable understanding of sociopolitical context in Ethiopia, human rights and democracy concepts.
  • Proficiency in verbal and written English language and another/other local languages
  • Demonstrable proficiency in the use and application of information communication technologies.
