Job Description
Chemonics, the Buyer, acting on behalf of the U.S. Agency for International Development (USAID) and the Urban Water, Sanitation and Hygiene (WASH) Activity, under contract number 72066323D00003 is soliciting offers from individual consultants to submit proposals to work with the Urban WASH technical team to carry out the assignment.
Urban WASH is a five-year USAID-funded project implemented by Chemonics International and its partners. The goal of Urban WASH is to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. Overall, the activity will complete work through four complementary objectives:
Urban WASH will provide technical assistance and advisory services and will construct ancillary infrastructure to tackle key constraints within the entire urban WASH system. Technical implementation will strengthen service providers, enabling them to expand and improve services. Market development and demand generation, particularly for sanitation services, will take place within each selected municipality. Robust support to strengthen available information on WASH services is needed to better inform operational and management decisions at the service provider level; planning and budgeting decisions at the municipal, regional, and national levels; policy implementation at the national level; performance reporting for increased transparency and accountability; and donor coordination at all levels. Complementary support will strengthen accountability mechanisms across the sector.
BACKGROUND FOR THIS ASSIGNMENT
The Water and Sewerage utilities in the named cities have reduced water supply capacity due to five main issues:
As part of the Urban WASH interventions, Chemonics plans to support these the utilities by reviewing the condition of existing water supply, transmission lines and reservoirs to maximize water supply from the current wellfields and surface water sources. This will involve conducting hydrological analysis of pipe carrying capacity and control measures to enable the utility to have improved visibility of actual water volumes from the water sources to the main reservoirs.
Through a separate Consultancy agreement, Urban WASH is engaging an electro-mechanical consultant to review and design the associated electro-mechanical components of the network. Under this TOR, the two Consultants will need to work in coordination for the development of design solutions.
Furthermore, access to water for households in low-income communities is poor and needs to be addressed. To achieve this, a plan to provide water to select low-income communities needs to be analyzed and designed, recognizing the current water availability at each city and the current distribution network characteristics.
SPECIFIC TASKS
The role of the Consultant working Urban WASH, plays a crucial role in supporting the utilities to augment their water sources though the design and preparation of specification and bill of quantity for the immediate services improvement, and in expanding water supply services to under-served low-income areas in the community using the available the woreda WASH map and field visits to the cities and in consultation with respective utilities.
Specifically, under Urban WASH, the Individual Consultant will work with the Chemonics technical team, under the guidance of senior water supply engineer and the utility. This involves collection of necessary data that helps in the design of the transmission mains pumps and other associated structures, water measuring and control systems, and identification of service reservoir/water tank location to which the water will be pumped, collection and analyzing transmission pipeline profile for surge analysis and any other associated works.
In addition, in the preparation of designs and BoQ to expand access to identified low-income areas in project cities.
The Consultant will also help the technical team in the technical capacity building of utilities in technical operations and maintenance including not limited to Digitization of the existing pipe network using GIS or other software, leakage detection and NRW reduction plan.
In addition, the Water Supply Consultant will prepare specifications for water quality test equipment and BOQs as required for some of the utilities and in providing and coordinating training for the Water safety plan for some of the utilities.
GENERAL INFORMATION

Duty Station: Based in Addis with 60% travel to Bahir Dar, Dessie, Kombolcha and Mekelle.
