TEAM PURPOSE:

The Advocacy, Communications, and Campaigns Team (ACE) is responsible for guiding Oxfam in Ethiopias external relations including public awareness, research, visibility, and campaigning. ACE works closely with Oxfams programs to conduct evidence-based advocacy aimed at ending inequality and injustice, while supporting the rights and voices of the populations we serve. The team develops policy positions, facilitates networking and coalition building, supports internal and external capacity strengthening, and disseminates key learning. We aim to support activities that will achieve change at scale at all levels. Raising the voices of the communities we work with is critical to influencing a sustainable shift in local,national, regional, and global policies and practices.

JOB PURPOSE:

The Advocacy Coordinator will support the core objectives of this refugee leadership project by coordinating the influencing and advocacy components of this project with national-level stakeholders. Key responsibilities will include supporting and coordinating amongst the concerned federal government departments and supporting the advocacy capacities of RLOs and RLGs. S/he will lead national-level campaigning and media engagement for this project as well as advocacy-related events and workshops, while also coordinating the participation of RLOs, RLGs, and LNGOs in different national as well as regional/global level events

KEY RESPONSIBILITIES

  • Act as the focal person for all Oxfams work on localization and related advocacy works with a particularly focus on Oxfams South Sudan Refugee Response Program in Gambella.
  • Develop and implement an advocacy strategy for Oxfams Gambella refugee leadership project by coordinating the influencing and advocacy components of this project with national-level stakeholders.
  • Coordinate with partners and the concerned federal government departments and supporting the advocacy capacities of refugee led organisations/groups. Coordinate the participation of refugee led organisations/groups and LNGOs in different local, national as well as regional/global level events.
  • Lead national-level campaigning and media engagement for this project, in coordination with Oxfam in Ethiopias Communications team, and regional platform. Develop and maintain internal communication processes and feed project information and achievements into Oxfams global internal systems for communications, learning, and fundraising purposes.
  • Lead, organize, and facilitate capacity strengthening initiatives for Oxfam staff, NGO partners, and Refugee led organizations/groups through advocacy-related events and skills-building workshops.
  • In coordination with the Gambella Refugee Leadership Project Manager, guide and execute other key events and activities associated with the goals of the project.
  • Networking, relationship building, information gathering and dissemination, with relevant external actors in Ethiopia, including coordination bodies.

SKILS, Experience, Knowledge & Competencies:

Essential

  • Bachelor (BA) Degree from a recognized university/college in Journalism, Government, Sociology, International relations, or any other related areas that can bring added value to the job.
  • Relevant policy, advocacy, or campaigning experience of 5-7 years, preferably in an international NGO out of which 2 years should ideally be supervisory/managerial experience.
  • Understanding and expertise in use of media and communications in advocacy and influence programmes.
  • Excellent verbal and written communication skills in English and Amharic to a variety of audiences.
  • Deep commitment to Oxfams core values, feminist and humanitarian principles, and standards for informed consent and dignified representation.
  • In-depth understanding of local humanitarian leadership and knowledge of the role of NGOs in development, humanitarian, and advocacy work.
  • Strong interpersonal skills, sensitivity to cultural differences and ability to work in a wide variety of cultural contexts.
  • Strong organisational skills, with ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
  • Ability to provide specialist policy, advocacy, and campaigning advice, training, and support to the Oxfam Ethiopia team, and key external partners including refugee-led groups and organizations.
  • Ability to engage with a variety of complex issues such as gender, humanitarian response, and livelihoods and translate these into simple messages.
  • An understanding of the importance of gender on poverty and suffering and a commitment to promoting diversity.
  • Willingness to travel including to medium/high-risk areas.
