Job Description

JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help Ethiopia's government build responsive, resilient, and sustainable public and private healthcare systems. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with the Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028).

The finance officer's duties are processing accounting transactions, budget monitoring, and verification of compliance. The finance officer complies with all government taxes, statutory requirements, and other rules and processes as well as the ethical principles, policies, and procedures of JSI. The finance officer will generate the necessary reports in collaboration with the finance, grant, and operation team.

Key Responsibility

Manage and maintain Program finances, transactions, purchase orders, contracts,

Process all travel advance requests and travel expense reports for the central office, checking for accuracy and compliance with USAID and JSI regulations in collaboration with the grants and finance manager(FM).

Setting up and maintaining the Chart of Accounts in Quickbooks as well as in FieldLinks;

Verification of expense and receipt vouchers and meeting all JSI policies and standard operating procedures;

Prepare vouchers for all Activity expenditures; ensure all payments are supported by documentation as required by USAID regulations and are allocated to the appropriate cost category.

Support the monthly consolidation and close-out of all Project accounts, preparation of financial reports and entry of all Activitys financial data into the JSI computerized accounting system

Coordinate on financial arrangements and payments for all Activity related training, workshops and others.

Provide information to appropriate staff concerning payments, advances, required documentation and other financial aspects of the Activity.

Assist the finance team for the preparation of the Activity budgets and modifications.

Assist in maintaining and updating the Activity budget tracking sheet on a monthly basis, and monitor the obligated funds.

Responsible for entry of all financial data into the JSI computer accounting system and make ready for close-out of the Activity.

Establish and maintain financial files and ledgers for the Program central office.

Review monthly financial reports with the FM for approval in collaboration with other finance teams before submission to HQ.

Support the review of existing accounting procedures and financial systems; implement changes as required.

Prepare any financial reports as requested by the FM or other technical staff.

Perform any other duties as required and/or assigned.

Job Requirements

Masters Degree in Commerce or Chartered Accountant or Cost Accountant or MBA (Finance) with 8-10 years of experience in financial accounting;

Experience with QuickBooks accounting software;

Strong working knowledge of government rules and regulations

A good understanding of USAID rules and regulations;

Excellent communication and interpersonal skills to form effective working relationships at all levels;

Excellent interpersonal skills and ability to work well in a large team;

Demonstrated fluency in written and oral English is required.

Ability to work independently, solve problems and follow-up

  • Speaking of more than one local language is a plus.
