Job Description

Background

The International Solidarity Foundation (ISF) is a Finnish development organization, founded in 1970. It has a vision to be an organization with a leading role in the empowerment of women and girls in East Africa by 2030. It envisions a world where women and girls are empowered to build their own future, their self-determination is fully realised, and their right to bodily integrity respected.

The goal of ISFs 2022 2025 programme is to strengthen the bodily integrity and livelihood resilience of women and girls in Kenya, Somaliland, Puntland, and Ethiopia. It has five expected outcomes:

  • Judicial and moral duty bearers take action to mitigate violence against women and girls
  • Women and girls collectively claim their rights
  • Women's sphere of influence has expanded
  • Women benefit from services and networks that support livelihood reform
  • Improved capacity of farm systems to mitigate and adapt to climate change

The programme consists of development projects that are implemented by local partners. Partners are local civil society actors such as NGOs, community-based organizations, and womens own businesses.

ISFs operating model is designed to strengthen local civil societies by empowering women and their organizations, capacitating judicial and moral duty bearers, and strengthening local CSOs. Learning and innovation are at the heart of the model.

In preparation for the ISF 2022-25 Ethiopian programme, ISF and its three local implementation partners CAAP, RDV and HAVOYOCO are implementing planning phase where Partners are conducting different analysis to finalise the project proposal.

Objective

The objective of this training consultancy is to equip participants with background knowledge, skills and practical experience on result-based management, theory of change and developing SMART indicators. The training should be a practical workshop which is interactive and enabling partner organisations to develop their project proposal by providing space for writing workshop.

Scope of the consultancy

The consultant is responsible for delivering comprehensive training sessions on the following topics:

Result based management.

  • Overview of RBM principles, concepts, and frameworks
  • Identifying and formulating results statements
  • Developing logic models and results chains
  • Establishing SMART indicators and targets
  • Result based budgeting
  • Monitoring and evaluation in RBM

Theory of change (ToC)

  • Developing a ToC framework
  • Identifying assumptions and risks in the ToC
  • Aligning ToC with RBM
  • Utilizing ToC for planning, monitoring, and evaluation

Introduction to indicators and their role in measuring results

  • Types of indicators: output, outcome, and impact
  • Selecting relevant and meaningful indicators
  • Developing SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators
  • Monitoring and reporting on indicators

Deliverables

The consultant will be expected to deliver the following:

  • Training Materials: Develop comprehensive training materials, including presentation slides, handouts, and practical exercises.
  • Training Sessions: Conduct interactive training sessions, ensuring participants gain a solid understanding of RBM, ToC, and Indicator Development.
  • Writing Workshop: Facilitate a writing workshop during the training, providing participants with guidance and support to finalize their project proposals.
  • Project Proposal Review: Review and provide feedback on result chain, theory of change and indicator developed by participants.

Intellectual property

All training material, including presentation and handouts developed by the consultant shall be the property of the organisation.

Confidentiality

The consultant shall treat all information obtained during the assignment as confidential and shall not disclose it to any third party without prior written consent from the organization.

Payment Terms

Payment terms will be negotiated and specified in the contract between the organization and the selected consultant, based on deliverables and milestones.

Reporting

The consultant will provide regular progress updates and a final report summarizing the training sessions, participant feedback, and recommendations for future capacity-building initiatives.

Job Requirements

Qualification and expertise

The consultant should possess the following qualifications and expertise:

  • Demonstrated experience in delivering training on RBM, ToC and SMART indicator Development.
  • Strong Knowledge of PCM, monitoring and evaluation concepts
  • Excellent facilitation and presentation skills
  • Ability to engage participants and foster a participatory learning environment.
  • Familiarity with GBV, Climate change and Livelihood projects is desirables specially in the context of Dry land areas

Selection Criteria

The consultant will be selected based on the following criteria

  • Relevant Experience and expertise in delivering similar training programs.
  • Demonstrated ability to facilitate participatory and practical learning experiences.
  • Quality and suitability of proposed training methodology and approach
  • Cost effectiveness

Proposal Submission

Interested consultants should submit a comprehensive proposal, including the following:

  • Consultants profile, highlighting relevant experience and qualifications
  • Detailed training methodology, including session outline and approaches
  • Proposed training schedule and timeline
  • Budget should be clearly broken down and justified including estimated days of working and expenses related to training. Be comprehensive and inclusive of all applicable taxes. Indicate terms and conditions of payment.
  • Submit at least three Certificates of completion/recommendation letters from previous most recent clients preferably (include contact information).
  • Provide at least 2 examples of workshop materials previously developed.
