Background:

The Network of Ethiopian Womens Associations (NEWA) is a non-partisan, non-governmental network organization established in 2003, and currently NEWA has 38 member local organizations and associations seeking to create a stronger advocacy voice for womens advancement. NEWA has a twofold goal: synchronizing the individual activities of womens associations into an integrated collective effort and synergy to realize their common aspirations for gender equality; and launching a vigorous public campaign of promotion, advocacy, and lobbying for empowering and redressing the needs, asks of the girls and young women (GYW), and the creation of space for this underprivileged section of society, and womens rights, NEWA wants to achieve among others.

Call for Expression of Interest:

NEWA With the support from the Malala Fund, NEWA is implementing a project entitled advocating for a gender-responsive building back plan & implementation. As one of the core activities of the project, NEWA conduct an assessment on Gender Responsive Implementation of Building Back Plan for Girls Education and existing Education Policy, Plans and Strategies of Government for Girls Education the gender sensitivity of the newly adopted Ethiopian Education Policy. Though based on the assessment finding, NEWA is planned to develop a policy brief to bring the issue to the attention of the government and respective stakeholders through conducting advocacy activities. The project scope is purely focused the policy paper ought to be prepared to help coalition-building strategies and effective advocacy for policy changes that strengthen educational institutions. To aid in gaining an extensive understanding of girls' education, the paper should also be easy to read and provide a more in-depth analysis of the desk review's findings. Therefore, NEWA would like to hire a national consulting company or individual who develop the policy brief. For more detailed information look at the TOR.

Eligibility:Bidders must have a renewed trade/business certificate for the year 2016 E.C (2023/24G.C), VAT, TIN, and the renewed professional license certificate.

Qualification:

• At least 5 years of demonstrated experience in policy brief development
• Experienced in policy works with local and national government
• At least the two core members of the research team should have 10 years of professional experience working in the field of research, public budgeting, gender responsive budgeting, or similar assignments specially in relation to gender issues; make sure that the team ensures gender composition
• Experienced in policy works with local and national government
• Qualified women or firms with qualified women are encouraged to apply.
• Fluency in written and spoken English
• Excellent report writing skills and a track record of producing analytical publications
• It is advantageous to have similar educational background that can augment the topic/agenda
