Main purpose of job:

FCDO Ethiopia is a large, dynamic and high performing office - implementing the UKs largest aid programme. Ethiopia has delivered remarkable development results over the last 25 years. FCDO partners with Government, multilateral partners and local organizations across a range of sectors.

Our Development Partnership Summary sets out our development priorities within a rapidly growing ODA budget and policy agenda. We have a diverse, professional and committed team that are encouraged to work across teams and with colleagues across the network to deepen partnerships with Ethiopia. This role sits within the Resilience and Humanitarian Team (RHT). RHT leads UK Aids efforts to build resilience of the poorest and most vulnerable in Ethiopia through strengthening national systems, promoting climate adaptation, and humanitarian reform. We also lead the UKs response to humanitarian emergencies in Ethiopia and strive to implement innovative and cost-effective humanitarian response modalities.

This is an exciting and challenging time to join our team as a humanitarian adviser. You will work at the heart of the UKs response to one of the most complex humanitarian situations in the world. With a particular focus on one or more humanitarian sectors including emergency health, nutrition, WASH, education, protection and humanitarian cash you will be responsible for influencing humanitarian policy at senior levels, delivering excellence in our UK financing and ensuring that we draw on global best practice in our work.

You will work closely with experienced humanitarian advisors, programme management staff, and other experts from British Embassy (including human development, conflict and governance specialists). You will be expected to provide humanitarian advice and analysis to the leadership of the British Embassy Addis Ababa, as well as visiting Ministers and senior officials. You will also need to maintain an effective external network within the humanitarian community in Ethiopia.

Roles and responsibilities:

In the is role, you will be expected to:

  • Provide technical advice to inform FCDO humanitarian policy and programming.
  • Lead for a number of components of the Embassys flagship Ethiopia Crisis to Resilience multi-sector programme covering emergency health, nutrition, WASH, protection, education and humanitarian cash. You will ensure the programme delivers effectively through UN and NGO implementing partners while providing a clear sense of direction and ensuring excellence in programme management.
  • Keep embassy up-to-date on the humanitarian sectors you lead on, and feed into formation of humanitarian policy
  • Represent the UK in coordination forum (including relevant clusters) and with the Government of Ethiopia (relevant ministries and and the Ethiopia Disaster Risk Management Committee) and key international partners. You should be able to maintain an effective network within the Ethiopian humanitarian community.
  • Provide cross-cutting analysis and advice to RHT and the wider embassy in the sectors you lead on, as required.
  • Ensure protection risks and a focus on the most vulnerable civilians (including women, children, people with disabilities, and IDPs) are considered in all FCDO humanitarian programme and policy work.
  • Undertake regular field visits (at least 20 days per year) to monitor FCDO programmes and feed into situation assessment and policy development.

Job Requirements

Essential qualifications, skills and experience:
  • Knowledge and experience of working on one or more of the sectors covered by the Ethiopia Crises to Resilience Programme: emergency health, nutrition, WASH, protection, education and humanitarian cash
  • Evidence of providing humanitarian analysis and advice to government, international or national humanitarian organizations and/or donors.
  • Relevant experience working on humanitarian programmes in Ethiopia and strong understanding of Ethiopian humanitarian policies and architecture.
  • Experience in influencing policies.
  • Excellent inter-personal and team working skills, with an ability to work flexibly and adapt to emerging issues.
  • A proven ability to communicate clearly and confidently, verbally and in writing.
Language requirements:
Language: English
Level of language required: Fluent oral comprehension, reading, writing
Desirable qualifications, skills and experience:
  • FCDO assessment is competency-based rather than on years of experience, but previously most successful candidates have drawn on at least 5-10 years of relevant humanitarian experience to show sufficient evidence of the required competencies.
  • Knowledge and experience of working in fragile and conflict affected environments and on protection issues.
  • Masters level qualification in a relevant field, or additional relevant experience in lieu of Masters.
  • Amharic and other local languages spoken in Ethiopia
