International Medical Corps focuses on the delivery of community-based primary health care. The value of International Medical Corps integrated approach to community health and well-being and our emphasis on capacity building through training are critical for the long-term growth of conflict and natural disaster-affected communities and fragile states.

This is a key position and has primary responsibility within the IMC Ethiopia country program team to support identification of,prepare concept notes and and quality proposals for potential funding opportunities, in additiona to working with a range of internal and external stakeholders. He/She is assisting the sector technical coordinators and field program staff in developing a sound program proposal for various donors. The position holder will also represent IMC at important discussions with potential donors, government, and other stakeholders and shall remain up to date with humanitarian and development needs, donor priorities, and plans in Ethiopia and work along with the Senior Management and HQ in strategizing and making informed decisions on maximizing IMCs portfolio in Ethiopia. The position holder works closely with the Country Director on funding strategy and identifies \strategic opportunities, including potential strategic partnerships. S/he liaises with International Medical Corps headquarter desks and represents IMC in-country with donor representatives and other stakeholders (including potential NGO and private sector partners, etc.), ably speaking to results of interventions.

MAIN TASKS AND RESPONSIBILITIES

Program and Strategy Development, Donor Relations

  • Lead on the development of and updates of IMCs country specific Funding Strategy and Donor Engagement Plan for the country program as a whole and for thematic, cross-sectoral and emergency response programs and projects.
  • Ensure timely strategic engagement with donors, partners, and other external stakeholders.
  • Establish effective relationships with external stakeholders, donors and potential partners for strategic funding opportunities, either as a prime or sub-recipient.
  • Overseeing the program development process from start to finish in collaboration with Program and Support team
  • Develop the proposal calendar, outline, compliance matrix, and Proposal Development Plan
  • Lead in the preparation of concept notes and initiate negotiations with stakeholders, coordinating and consulting with the program and support teams
  • Maintain plans and procedures for the production and approval of proposals; preparing detailed, high-quality proposals in coordination with Technical Managers and Coordinators and support leads
  • Collect and develop proposal annexes as required in collaboration with the relevant sectors
  • Manage timely coordination and collaboration with IMC Ethiopia Country office management team as well as with the program development unit at IMC Head Quarters as required in relation to resource mobilization
  • Keep up to date with donor policies and application processes, remaining abreast of major development assistance agreements and potential NGO funding opportunities and sharing relevant updates to all IMC sectoral and support leads as necessary
  • Produce and regularly update a comprehensive mapping of all donor opportunities (by sector and geography), researching potential opportunities for grants funding. and adapting grant proposals to suit the requirements of different donors,
  • Manage proposal development tracking and actively seek and track new funding opportunities and calls for applications/proposals in collaboration with HQ New Business Development unit and Country Director.
  • Participate in developing a sound funding strategy to lay foundations for increasing and broadening the institutional funding that meets the needs of the IMC Ethiopia country office
  • Participate in needs assessments whenever possible and carry out in document review/research to establish solid facts and justifications for program ideas and concepts.
  • In liaison with the HQ NBD unit, build the capacity of the program team through the provision of training and close working relationships to contribute to the development of the quality program and better understand donor conditionality attached to funding opportunities
  • Support field and program team members to gain the necessary skills through learning and development on the basis of designing the sound program and winning proposal preparation
  • Along with country leadership, identify and build relationships with new donors, and target new growth areas for IMC in Ethiopia, non-traditional donors, and corporate partnerships.
  • Approach potential donors and develop professional and productive relationships including holding face-to-face meetings where appropriate in consultation with PDC
  • Work with the country Finance and Split Finance teams to develop project budgets and track periodically the funding gaps and provide any support in terms of new donor guidance and policies
  • Ensure projects are fully costed and potential shortfalls are immediately communicated to the Country Finance and Program Desks,
  • Work closely with the grant team to ensure timely endorsement of proposal grant agreements and systemized documentation of proposal tracking
  • Closely work with the HQ Desk on progress updates and facilitate the HQ technical review process of the proposal and or concept notes
  • Create an enabling working environment to foster excellent teamwork and high performing proposal development team
  • Manage the proposal development team and track opportunities for relevant training and capacity building.

Assessments and Research

  • Participate in program assessments and background information search.
  • Conduct research and support mission leadership upon requests on identifying potential donors, partners, and their strategies

Representation and Coordination

  • As delegated by Program Director, DCD, or CD, represent IMC Ethiopia in NGO, UN, government, and other meetings and negotiations.
  • To assist in ensuring that a conducive working environment is created with donors, government, and other stakeholders

Key Working Relationship

  • The Program Development Coordinator will directly report to the Country Director (CD)
  • The position holder will work closely with the technical team consisting of the Health, Nutrition, WASH, GBV, and Livelihoods and the Finance, Logistics, and Grants management team including the Program Operations Coordinator and field Program Coordinators.

Job Requirements


MINIMUM REQUIREMENTS

A masters degree in international development, social development, Humanitarian relief, social science, and communication or a Bachelors degree with relevant additional experience. An equivalent combination of relevant education and experience may be substituted as appropriate.

  • 10 + years of relevant and progressive experience in Fundraising, Resource Mobilization, and proposal development roles.
  • The position holder will work closely with the technical team consisting of the health, nutrition, WASH, GBV, and livelihoods, hence, having one of the IMC thematic sector expertise is a requirement.
  • Ability to effective time management
  • Strong team and communication management skills
  • Capacity to work in a busy environment and strategy to manage the workload.
  • Sound Knowledge of project cycle management.
  • Ability to articulate in a clear and concise manner.
  • Seasoned proposal writing experience.
  • Ability to analyze and interpret data.
  • Strong organizational skills.
  • Knowledge of various international donor proposal requirements.
  • Excellent interpersonal skills and the capability to work within different cultural environments.
  • The capacity to define problems, establish facts, and draw valid conclusions.
  • Proficiency with computers including MS Office
  • Advanced fluency in English is required (Written and Spoken)
