General Information

  • Duty station: Semera, Afar Region, with frequent travel to project areas
  • Job Title: Project Coordinator Afar
  • Reports to: Emergency Response and Resilience Coordinator
  • Contract Period: Till 31.12.2024 with the possibility of extension.

SCOPE:

Under the direct supervision of the Emergency Response and Resilience Coordinator, the Project Coordinator Afar for Humanitarian and Development Programs in the Afar Region will actively lead and engage in emergency assessment, proposal development, response planning and set up, reporting, team management, monitoring, and post-intervention assessment. This role also involves facilitating training and workshops, team development & capacity building, and coordination & representation of WHH in humanitarian coordination, food and nutrition, agricultural task force, and wash cluster in the region and at the Zonal levels where WHH has a presence in humanitarian response projects/programs.

Major/Key Responsibilities:

Technical Support

  • Take part in multiagency field assessments (seasonal, rapid) and quick need assessments in emergencies, collaborating with Addis and field teams, as well as partners.
  • Assist WHH Ethiopia Humanitarian response Team and field offices in surveys, assessments, response planning, and the implementation and monitoring of emergency responses.
  • Organize and lead emergency operations and assessments in the field, assist in hiring field staff, locating office, and setting up emergency response in new areas when needed.
  • Direct implementation of capacity-building trainings and workshops in collaboration with partners and the local government.
  • Support the Humanitarian response team in the intervention areas and implement quick responses for brief periods as required.
  • Facilitate emergency response capacity-building trainings and workshops for WHH and partner staff.
  • Engage in the preparation and review of development/emergency response proposals.
  • Assist in the setup, implementation, and monitoring of beneficiary feedback mechanisms.
  • Support and follow up on partners preparing Bills of Quantities (BoQ) for materials and labor for hardware activities, including water scheme rehabilitations, new water scheme developments, sanitation facilities, and other infrastructures under Humanitarian response projects.
  • Monitor and ensure that all Humanitarian response interventions are done within the required qualities and time frame.
  • Provide technical support for other departments as required.

Grant, Budget, and Procurement Monitoring and Management

  • Take the lead in the preparation of proposals, Concept Notes (CN), work plans, procurement, and spending plans in collaboration with the Humanitarian response team and other departments.
  • Assist in tracking and reviewing the spending of Humanitarian response interventions in the field, ensuring the burn rate aligns with activity implementation progress and taking timely actions.
  • Lead the monthly Budget Vs Actual review meetings and ensure action points assigned for WHH partners are addressed, tracked, and reported on time.
  • Assist in tracking emergency distributed items and utilizations in different disaster-affected communities and construction sites, including full documentation.

Proposals, Monitoring, and Reporting:

  • Collect, compile, and share all required internal and external reports, including weekly progress updates, monthly progress reports, monthly management reports, intervention trackers, indicator trackers, and donor and government reports.
  • Assist the national Humanitarian response team in reviewing proposals from partners as per requirements and standards, making technical monitoring visits, and tracking their progress when needed.
  • Take the lead in the development of direct intervention proposals, assist the field team and program unit in drafting proposals, and ensure the signing of government agreements (MoU) for each project with relevant regional government bureaus on time.
  • Participate and assist in the implementation and monitoring of WHH direct interventions and sub-granted projects.
  • Facilitate WHH Ethiopia, government, and donor monitoring visits and project evaluations.
  • Conduct frequent field monitoring visits of WHH-funded Humanitarian response projects, providing feedback and remedial action in a timely manner.
  • Work closely with the MEAL team on project indicator tracking, conducting different assessments, and addressing client feedback.

Representation, Coordination, and Working Relationship

  • Build strong work relationships with WHH partners, field staff, Addis program and program finance staff, government, and other partners.
  • Work closely with WHH Ethiopia and field Humanitarian response team, implementing partners, Program, and other units for increased integration and teamwork.
  • Regularly represent at regional and Zonal WASH, ESNFI, Cash cluster Coordination, and other relevant emergency coordination forums with NGOs, UN agencies, and government Bureaus in regions, sharing updates on emergencies.
  • Assist the regional/zonal/district cluster in assessments, preparation of guidelines, and other technical documents.
  • Organize and share regular WHH updates with the WASH, Food and Nutrition, ESNFI, Agriculture, Cash cluster, including 4W matrixes.
  • Strongly represent WHH at the regional level, increase visibility of WHH through participating meetings

The Project Coordinator shall take any additional responsibilities as requested by his/her supervisors, Head of Humanitarian Response, and other departments.

Academic Qualification & Work Experience Required:

  • BSc/BA or MA/MSc in a related field of studies from a recognized University.
  • Minimum of 5 years of experience, preferably in an international NGO setup.
  • 3 years of management experience in Humanitarian response.
  • 2 years experience in managing and coordinating programs/projects.
  • Previous coordination experience in multi-sector interventions.
  • Demonstrated ability to work effectively in a team environment.
  • Proven ability to adapt, diplomacy, and patience while dealing with donor agencies and partners and representing WHH when required.
  • Knowledge and understanding of current contexts and the management of emergencies.
  • Excellent written and oral communication skills.
  • Strong communication, networking, and representation skills.
  • Self-motivated, honest, and highly responsible.
  • Ability to work as part of a team and autonomously when required.
  • Excellent coordination and integration skills with external stakeholders.
  • Good command of spoken and written English, as well as the local language.

Skills required

  • Proven management experience in Humanitarian projects.
  • Good project management skills with the ability to plan, organize, and supervise the implementation of humanitarian projects.
  • Thorough knowledge and understanding of current contexts and emergency management in Ethiopia.
  • Experience in leading emergency response teams and implementing emergency response and development multi-sector interventions in local community contexts at stretched geographic locations.
  • Ability to work under pressure, long working hours, and with a high workload.
  • Self-motivated, energetic, honest, highly responsible, and punctual.
  • Ability to work as part of a team and autonomously when required.
  • Very good computer skills in Microsoft Office (Word, Excel, Teams, PowerPoint, and email).
  • Ability to organize and facilitate training.
  • Skills and experience in staff management, budget management, and building effective teams.
  • Excellent coordination and integration skills with government actors and other partners.
  • Good report writing skills.
  • Good command of both spoken and written English and the local language.
