Job Description

FHI-360 is leading a consortium of International and Private Partners in implementing USAID Feed the Future Ethiopia Community Nutrition Activity that aims to improve the nutritional status of women and children through increased and sustained improvements in eleven high-impact behaviors that have proven highly effective in reducing malnutrition. These objectives will be realized through enhanced individual and community agency and demand for services, improved access to quality nutrition services at the community level, and improved capacity and coordination among nutrition stakeholders across sectors,

FHI 360 is pleased to announce the release of its Request for Proposal Community Nutrition RFP# 24-02. With this RFP, FHI 360 is soliciting applications from national firms to conduct a programmatic gap assessment on food system and nutrition governance and coordination to help develop the food system and nutrition governance legal framework.

The proposed task involves multi-sectoral food system and nutrition coordination and governance gap assessment and come up with feasible governance structure/legal framework recommendation for the development of the Ethiopia Food system and Nutrition governance legal frameworks to speed up the coordinated implementation of Ethiopia Food System, Food and Nutrition Strategy and Seqota Declaration. The firm will engage with wide range of stakeholders and organize the assignment report validation workshops, write technical report, and document outcome, and dissemination to concerned bodies.

The firm will be responsible for the following tasks:

  • Utilize existing resources to conduct a thorough Ethiopian food system and nutrition literature review and policy landscape analysis using national and global evidence and national commitments, sustainable development goals and global agreements and declarations that Ethiopia has endorsed on food and nutrition.
  • Review relevant food system and nutrition, national nutrition strategies, policies, and EFST synthesis report, EFST roadmap, global nutrition goals and food and nutrition coordination and governance relevant to the development of the food system and nutrition governance legal framework.
  • Conduct SWOT and PESTIL ANALYSIS on Ethiopian food system and nutrition.
  • Conduct key stakeholders mapping, including government agencies, donors, development partners, and community-based organizations.
  • Develop a detailed work plan and costs for the whole consultancy work.
  • Provide technical support for the FSN Governance legal framework development processes.
  • Organize workshops and meetings to actively engage the stakeholders to reflect their voices.
  • Conduct documentations of the various consultive meetings outcomes related to program gap assessments.
  • Produce justification document that clarifies the governance legal framework development process.

Deliverables

  • Programmatic gap assessment report
  • Stakeholders analysis report
  • Facilitate validation workshops and prepare and submit workshop proceedings.
  • Produce Food system and nutrition governance legal framework options report.
  • Justification document for the proposed governance structure

Job Requirements

FHI 360 will accept and review proposals from firms that meet the following criteria:

  1. Program expertise in Food System and Nutrition with advanced degree (preferably a Ph.D. or Master's) and public health/nutrition professionals with specialized knowledge and experience in relevant areas such as public health, nutrition, Food science and post-harvest technology, food system governance, food control, food safety, food hygiene and technology and/ or a related field.
  2. Proven experience in food system and Nutrition governance and coordination drafting. Experience in coordinating and facilitating similar processes is highly desirable.
  3. Knowledge of Food System and Nutrition Policies, strategies, programs, and initiatives at national and international levels.:
  4. Stakeholder engagement and collaboration with various stakeholders, including government agencies, non-governmental organizations, international organizations, and other relevant entities involved in food system and nutrition policy development.
  5. Research and Analysis in undertaking comprehensive legal research, identify gaps in existing legislation, and provide evidence-based recommendations for policy and legislative improvements.
  6. A minimum of two reference letters which demonstrate the firms past performance in delivery of the above activities.
  7. Bidders should have an active registration, TIN number and tax clearance for the current fiscal year.

Reporting Relationships

The firm will report technically to the MOH NCLEO (core team) and MOA-FNO (core team) for the day-to-day support and administratively to the Chief of Party of the Feed the Future Ethiopia Community Nutrition Activity at FHI360 and for food system and nutrition governance legal framework technical team.
