Job Description

Mary Joy Ethiopia is a non-profit and development-oriented, organization with 30+ years of experience dedicated to bringing long-lasting improvement in the lives of the community it serves. The MJEs program focuses on Livelihood Enhancement, Education, Health, and institutional sustainability with cross-cutting issues of Environmental Protection, AYSRH, HIV/AIDS, Gender Mainstreaming, Inclusiveness, and Child protection.

Mary Joy Ethiopia works in more than one hundred Kebeles/Woredas depending on the countrys grassroots governance structure. Mary Joy Ethiopia has been awarded funds with the Cooperative Agreement No. 72066320CA00015 with USAID for Family Focused HIV Prevention, Care and Treatment Services in SNNPR and Sidama regions to be implemented by three consortium members, EKHCDC, Progynist, and CVDA for the period January 2020 -August 2023. The operational sites include Hawassa, Dilla, Yirgalem, Butajira, Hossana, Sodo, Arbaminch, Mizan Aman, Bonga, Tepi, and Jinka.The project aims to contribute to meeting Ethiopia's goal of achieving 95% of all PLHIVs knowing their HIV status; 95% of all people with diagnosed HIV infection receive sustained antiretroviral therapy (ART); and 95% of all people receiving ART will have viral suppression.

The Quality Improvement Specialist is responsible for leading and overseeing the overall tasks of the QI components of the FFHPCT Activity.

SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Support LIPs to establish quality improvement teams and SOPs that ensure proper documentation and sound learning platforms
  • Work closely with the MJE FFHPCTS Activity team for accelerated implementation of data quality improvement.
  • Maintain strong collaborative relationships with field staff and test new change ideas at the facility/community level using appropriate models for improvement
  • Provide data quality/data improvement and data use training, mentoring, and other TA support to the coordination office technical teams and sub-recipient organizations project staff.
  • Coordinates the overall planning, implementation, and coordination of the DQI and proper use of data in line with the organizations targets, strategies, and available resources.
  • Supervise and mentor, data clerks, and M&E staff across all Coordination Offices of the sub-LIPs to ensure data quality improvement, data analysis and interpretation, and use of data for performance review, to promote learning and ensure continuous quality improvement.
  • Ensure that service providers comply with set performance standards and protocols.
  • Facilitate the collection, collation, processing, and analysis of program data for quality improvement and follow the implementation of planned QI projects.
  • Work with data clerks, mentors, and other team members to perform data quality checks and regular data quality assessments to ensure the accuracy, validity, and completeness of HIV services-related data from all data sources.
  • Ensuring a high level of communication and close working relationships with DQI teams of the TA partner, implementers, and other key stakeholders operating in the health informatics arena.
  • Actively participate in documentation of experiences, lessons learned, case studies, and other technical documents related to the FFHPCT Activity.
  • Submit periodic reports on technical assistance activities as well as findings, recommendations, and best practices including success stories.
  • Other tasks and duties as assigned

Job Requirements

EDUCATION/TRAINING:
  • BSc/MSc Degree in Health informatics, M&E, or Public Health from a recognized University/ College
EXPERIENCE:
  • Minimum of five years of professional experience for MSc/MPH, and 10 years for BSc in the health sector
TECHNICAL AND OTHER SKILLS:
  • Experience with HIV/AIDS-related information systems
  • Experience in designing and tracking quality improvement project
  • Experience in compiling and documenting lessons learned, case studies, and other technical documents.
  • Expertise in using EMR-ART and other electronic information systems is a plus
  • Expertise in data visualization and analysis, and proficiency in statistical software like PSS, Microsoft Excel, and Power BI use required.
  • Excellent analytical, oral, and report-writing skills are mandatory
  • Strong organizing, planning, and prioritizing skills.
  • Capacity to operate both as a team as well as individually.
  • Demonstrated exceptional coaching and mentoring ability.
  • Self-motivated with a strong work ethic.
