Job Description

Association of Pastoralist Community for Change (APCfC) is a local Non-Governmental Organization registered with Oromia Attorney General Bureau (OAGB) in accordance with the Oromia Regional State proclamation for Civil Society Organizations with a certificate No WB/03/0099.
Currently, APCfC is implementing Peace building, Humanitarian Assistance and Triple Nexus Projects in Pastoralist areas of Oromia regional state with financial support from the Dan Church Aid(DCA), CST Ethiopia and GIZ-Civil Peace Service. To meet its organizational objectives APCfC calls for competent professionals to apply for the following vacant position
Duty station: APCfC Head Office, Addis Ababa.
Terms of Employment: nine months (with the possibility of extension), Full time
Job Summary
Under direct supervision of APCfC Program Manager the overall role of Monitoring and Evaluation (M&E) Officer is to support smooth and effective planning and implementation of organizational MEAL works. The Officer plays a crucial role in collecting, analyzing, and reporting data to assess the effectiveness and impact of projects implemented by APCfC. The M&E Officer is responsible for designing and implementing organizational monitoring and evaluation frameworks, developing data collection tools, conducting data analysis, and providing recommendations for projects improvement.
Key Roles and Responsibilities:
  • Design and develop Monitoring and Evaluation frameworks: In collaboration with Executive Director, Program Manager and core staff he/she will design M&E frameworks that align with organizational goals and objectives. Develop Monitoring Plan, define key performance indicators (KPIs) for each project and develop data collection tools, methodologies, and data management systems.
  • Data collection and analysis: Coordinate and implement monitoring and evaluation activities of the projects including data collection, surveys, interviews, focus group discussions, and observation visits. Ensure data quality and integrity through rigorous data verification and validation processes. Analyze data using statistical software and other relevant tools to generate reports.
  • Reporting and communication: Support timely preparation of projects Performance report through communicating Projects M&E results in a clear and concise manner, ensuring that data is easily understandable and actionable.
  • Capacity building and training: Conduct training sessions and workshops to build the capacity of program staff and partners in M&E concepts, tools, and methodologies. Provide guidance and support to program teams in monitoring project activities and progress.
  • Continuous improvement: Identify gaps, challenges, and opportunities for prrojects improvement based on M&E findings. Collaborate with program teams to develop and implement action plans to address identified issues and enhance program effectiveness and efficiency.
  • Collaboration and coordination: Work closely with program managers, field staff, and other stakeholders to ensure effective implementation of Project M&E activities. Collaborate with external partners and Donors to align M&E efforts and share best practices.
  • Compliance and accountability: Maintain accurate and up-to-date M&E records and documentation. Contribute to organizational learning and accountability by participating in evaluation processes and knowledge sharing activities.

Job Requirements

Qualifications:

  • Bachelor's or Master's degree in a relevant field such as statistics, economics, social sciences, or development studies.
  • Strong analytical skills and proficiency in quantitative and qualitative data analysis methods.
  • Proficiency in using statistical software such as SPSS, STATA, as well as data visualization tools and proven ability of digital data collection using software such as Comcare and KOBO tools.
  • Familiarity with M&E frameworks, Project MEAL Plan preparation, project indicators setting, and tools commonly used in the development and humanitarian sectors.
  • Excellent written and verbal communication skills, with the ability to present complex information in a clear and concise manner.
  • Strong project management skills, including the ability to prioritize tasks, meet deadlines, and work under pressure.
  • Ability to work collaboratively with multidisciplinary teams and stakeholders.
  • Knowledge of ethical considerations and best practices in data collection and analysis.
  • Familiarity with relevant monitoring and evaluation guidelines, standards, and practices particularly Results-Based Management(RBM).
  • Knowledge of Peace building, Humanitarian Assistance and triple nexus project.

Experience:

  • Proven experience typically 4-6 years in monitoring and evaluation, preferably in the Non Governmental organization (NGOs) and development sector.
