Job Description

The Ethiopian Women Lawyers Association (EWLA)invites competent and qualified candidates to apply for the vacant post ofdifferent positions of which the detail requirements are mentioned here below.

Brief Highlight of EWLA:Ethiopian Women Lawyers Association has been established at the federal level in 1995 by Women lawyers and re-registered as Local Organization in accordance with the Civil Society Organization. It has been working for more than 25 years to promote women's social, economic, political and legal rights to help women exercise their constitutional and other rights.

The aim of the association is to promote equal participation of women in all sectors and to prevent sexual violence against women and create a safe environment for women through its three programs: Legal Research and Advocacy, Public Education and Capacity Building, and Free Legal Aid service.

The association is head quartered in Addis Ababa and has opened its regional offices in seven regions and one city administration namely Adama, Hawassa, Bahir Dar, Gambella, Asosa, Jigjiiga, Semera regions and city administration of Dire Dawa. In order to make the service accessible to all, the association is working to continue its service in the zones and woredas under its regional and city administration branches and has so far established 55 volunteer committee centers across the country. Besides, it has established a hotline service (7711) which operates in 3 local languages: Amharic, Afan Oromo and Tigrigna

Under the direct supervision of the lead project coordinator, the MEAL officer will: monitor the strategic reflection and planning of EWLA intervention strategies and programs, especially the projects related interventions; Ensure the efficient and effective monitoring and implementation of ongoing and emerging intervention programs and projects; Ensure inclusive business approaches are well implemented in the program; Contribute to EWLAs in fundraising efforts and all over the program development. TheMEAL officersupports EWLAprogramteamsto ensure thatprogrammaticobjectives aremet and thatEWLAsactivitiesgrow andevolvein a manner consistent with its long-termambitions.He/she also assists theLeadership team in cultivating strategic partnerships, developing funding opportunities and promoting EWLAs activities and achievements within the Association.

Duties and responsibilities

The MEAL officer will have the following duties and responsibilities:

  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Monitor all project activities, expenditures and progress towards achieving the project output;
  • Recommend further improvement of the logical frame work;
  • Develop monitoring and impact indicator for the project success;
  • Monitor and evaluate overall progress on achievement of results;
  • Monitor the sustainability of the project's results;
  • Provide feedback to the Project Manager on project strategies and activities;
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Report monthly, quarterly, half-yearly and annual progress on all project activities to the National Project Director/Project Manager;
  • Conduct capacity assessment on existing monitoring and evaluation system
  • Develop indicators and a monitoring strategy for the project;
  • Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team and donor;
  • Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
  • Support monitoring and evaluation of the effects and impact of the project;
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS;
  • Assist the project personnel with M&E tools and in supporting them in their use.
  • Perform other duties as required;

Measurable Outputs and Performance Indicators

  • Preparation of monthly MIS reports;
  • Assist the Project Manager in preparing other relevant reports;
  • Organize and conduct training on M&E/MIS for project and government staff
  • Assist Project Manager in the preparation of reports on the findings and lessons learned from project innovations;
  • Provide input and update information related to project outcomes;
  • Assist Project Manager in preparing monthly and quarterly reports on project progress based on MIS reports on project activities;
  • Prepare Issues Log and Risk Log for the project;
  • Develop M&E system for the Project and for the government counterpart/stakeholders;

  • In-depth knowledge on MIS, M&E and development issues
  • Excellent knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities;
  • Excellent communication skills (written and oral): Sensitivity to and responsiveness to all partners, Respectful and helpful relations with donors and project staff;

Required Number: 1

Location/Place of work: Addis Ababa, EWLA head office

Duration: One-year contract with possibility of Extension

Job Requirements

Education:

  • University Degree preferably in Business Administration, Economics or related field.

Experience:

  • Minimum 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/ Government;
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven ICT skills, especially in the development of MIS software using database software;
  • Expertise in analyzing data using statistical software;
  • Strong training & facilitation skills.
  • Must demonstrate strong interest, passion and commitment to work with women
  • Exceptional interpersonal communication and teamwork skills
  • Fluency in written and spoken Amharic and English.

Reporting Relationship:

  • The MEAL officer is accountable to the lead program coordinator and shall report to him/her.
