The Gender and Social Inclusion Advisor is responsible for the coordination of all gender and Social Inclusion related activities in DF. The Gender and Social Inclusion Advisor will be focal person for different partners and projects in DF Ethiopia as assigned and will also lead the overall Gender and Social Inclusion work in all DF programs providing strategic direction and overall leadership on all Gender and Social Inclusion related matters.
Under the general supervision of the Country Program Coordinator, the Gender and Social Inclusion Advisor ensures the active and effective involvement of DF in interaction with partners. This includes project planning and management; contributing to establishing partnerships with relevant partners/stakeholders; providing technical support and capacity development; prepares project proposals/annual plans, reviews including budget; follow up progress, budget utilization and proper implementation of projects as agreed with partners; ensure timely periodic reports to donors; organizing and documenting data, experiences, and lessons; etc. The Gender and Social Inclusion Advisor, in close collaboration with Gender experts of implementing partners, is also responsible to ensure all DF programs implementing partners adopt gender mainstreaming and social inclusion in their work, by supporting in gender audits and analysis and develop gender responsive working strategies, policies and procedures based on audit and analysis and following up the implementation accordingly.
Detail Duties and Responsibilities
Focal point in assigned projects/programs.
- Manages the Together for Inclusion project at country level in close collaboration with DF consortium partners, finance, and relevant colleagues at Head Office.
- Follow up the partners in adhering to the prevailing agreements with special focus on Gender and Social Inclusion related support.
- Provides technical support to DF partners relevant staff throughout the project management cycle.
- Develops new program ideas and advice partners in the development of full application in close consultation with the CPC and partners.
- Provides close technical support to partners in the preparation/design of new projects.
- Reviews and ensures quality and consistency of annual plan and proposal received from partners.
- Follows up on the status of program implementation and project budget utilization.
- Works closely with the finance team in review of budget realignment request from partners.
- Plans and conducts periodical monitoring visits to program/projects assigned as focal person.
- Joins other focal persons in their monitoring visits to provide technical support in Gender and Social Inclusion.
- Closely follows up regular reports form partners are and ensures they are received on time; reviews and provides feedback.
- Takes part in consolidation of reports reviewed and cleaned to be sent to donors and other relevant stakeholders in consultation with the CPC and FAM.
- Closely work with partners and create meaningful interaction and communication with partners and other relevant stakeholders.
- Assist in partnership strategy and revisions as needed.
- Provide proactive responses to queries and requests from partners/collaborators and potential partners.
- Performs other related tasks as required.
Gender and Social Inclusion
As the leading person for all gender related work within DF and with its implementing partners, the Gender and Youth Advisor is responsible to ensure gender is not practiced by only one person rather it is understood, internalized, and practiced by everyone within DF, partners organizations as well as at local government and community level. In doing so, the advisor is expected to lead both internal and external gender mainstreaming in DF.
Internal Gender mainstreaming
- Be the DF Ethiopia contact person towards the DF Oslo.
- Overview and internalize existing policies, guidelines and tools and ensure access to these policies, guidelines and tools by the organizations staff.
- Assess the level of understanding and ensure internalization and practice of these existing documents by the organizations staff.
- Assess available budget for internal gender activities within the organizations and promote allocation of internal budget periodically.
- Assess gender related gaps periodically and promote capacity building at different levels (can be trainings, improving existing document, increasing accessibility through provision of documents in different language and handy materials etc.).
- Raising awareness among DF and partner organizations staff on current issues and creating periodical forum where staff can discuss gender matters and share experiences. This should include commemorating different gender related dates through meaningful celebrations.
External Gender mainstreaming
- Overview of existing projects activities and budgets related to gender and establish system to rate projects as comprehensive in terms of gender mainstreaming and if they have parts missing or if they are totally gender blind. The system will allow to identify who needs support where.
- Improve existing tools or develop new tools to properly follow up gender related activities.
- Periodical follow up on implementation of gender related activities and gender mainstreaming within all projects.
- Ensure newly designed projects include gender analysis in assessment and design stage, implementation and monitoring and evaluation stages. Using the system to rate projects, apply it uniformly to all DF projects as they begin.
- Make sure government and community-based organizations are involved from assessment to evaluation stage of projects undertaking gender analysis together with DF and implementing partners staff ensuring sustainability.
- Ensure the gender core group of all DF implementing partners are functional ensuring organizational and program level gender responsiveness.
- Establish and maintain functional and effective relationships with organizations that are experts in gender.
As the leading person for all Social Inclusion related work, there is a need to develop/update a guide on how to work on the empowerment of socially excluded section of the community including youth, and Persons Living with Disabilities (PWDs) and support to facilitate the work of others. The advisor will give technical support to other project focal persons on issues related to social inclusion. Provide technical advice remotely and give support on the ground occasionally coordinating with project focal persons.

- Create good interaction and communication with partners and other relevant stakeholders.
- Develop good working relationship with other stakeholders in the sectors where DF is working.
- Be the DF Ethiopia contact person towards the DF Oslo Office concerning Gender and Social Inclusion.
- Represent DF in relevant fora related to Gender and Social Inclusion.
- Lead the Gender and Social Inclusion thematic group of DF projects;
- Participate in disability inclusion consortium meetings.
- Performs other related tasks as required and assigned by the CPC.

Qualifications
The candidate should have a minimum of:
- MA Degree in any social and development related fields such as Development Studies, Gender, Social work or other related fields with a minimum of 3 years of experience in Gender and Social Inclusion activities
- 3 year working experience on gender related activities.
- 2 years working experience on youth related activities.
- 2 years of experience with project implementation/management
- Those that have been part of youth groups, clubs and organizations and meet the above qualifications will have an advantage.
