Ethiopian Women Lawyers Association seeks applications from qualified consultants to conduct Job Analysis, to develop job grading and salary Scale assessment
Overall Objective
To undertake a comprehensive job analysis and job evaluation of Ethiopian Women Lawyers Association roles included in the staffing schedule to ensure alignment of functions, remuneration, and grade levels, considering the basic concept of equal pay for an equal value of work, to increase organizational capacity to effectively and efficiently achieve its strategic Goals.
- Develop a logical and consistent job evaluation framework upon which EWLA can base future job grading decisions.
- To prepare a new salary scale based on the market data and propose salary structure scenarios with included benefits.
- Improve the HR system of EWLA by providing clear and systematic policies and procedures for the recruitment, selection and staff management.
- Determine the aspects of staffing level, HR file, grading structure, and hiring process.
- Ensure that EWLA has the adequate and qualified human resources guiding principles and support systems for its operations.
- To prepare implementation guidelines for the different pay level options that will address existing pay inequalities and disparities among job holders in similar and different units of the organization by reviewing all the JDs and align them accordingly
Consultant Responsibilities:
Phase 1: Preliminary study of EWLAs Current HR practices Review key documents (e.g. Human resources manual, Strategy, organograms, job descriptions, staff regulations) and engage in consultations with EWLAs Executives, senior management and staff. On the basis the review, deliver an inception report outlining
- Preliminary findings, questions, recommendations
- Stakeholders view point/insights
- action plan or work plan based on EWLA's current context
Phase 2: Conducting Job Analysis and Developing
- Analysis of EWLAs Job in it three programs
- Job analysis, job design and organizational structure.
- Policy and procedure regarding employment relation between EWLA and Employees, consultants and any other entities
- Policy and procedure regarding Remuneration and employees benefits
- Updating or Improving the Existing Human Resource Manual
- Revision of the Organogram
- Recruitment, Selection and orientation
- Job Grading, Salary scale, promotional schemes and transferring systems
- Employees compensation, Benefits and Services
- Grievance handling, collective bargaining, and disciplinary situation of employees
- Voluntary and involuntary termination, separation and evacuation of employees
- Staff development plan
- Capacity building of staff on current and future needs of EWLAs program
- Career plan and enhancement mechanisms
- Educational updates and scholarship schemes specially for women experts
- Exposure to external expats, visits, fellowships , employees leasing
Phase 3: Validation and Finalization
- Present and validate draft strategic and program plans: Conduct workshops and meetings with stakeholders for feedback and finalization.
- Costing and budgeting: Estimate resource requirements and develop a budget for plan implementation.
- Finalize plan documents: Incorporate feedback and produce comprehensive official strategic and program plans.
- Deliverables:
- Full-fledged Job analysis Report
- Job Grading structure which ensures jobs are properly remunerated being an equitable and defensible job grading criteria (and all relevant factors taken into consideration given the new strategic plan)
- An equitable, competitive and defendable salary structure
- Final report to Management including the market survey data, grading structure, job grading methodology and harmonized grading structure for approval and adoption.
- Duration of the Assignment
- Prepare and deliver inception report outlining the final agreed approach and methodology, ethical considerations, safeguarding and work plan
- shall submit the first draft manual for review after 45 days of the signing of the agreement
- shall submit the final revised Documents incorporating the feedbacks given within 10 days of receiving the feedback
- it shall develop a standard templates/forms/tools for each necessary function
- The consultant is expected to complete and submit the final assessment report within 60 days after the signing of the agreement.
