We envision a world where poverty no longer exists, where vulnerable communities are resilient, where barriers to wellbeing are removed and where everyone has equal rights and opportunities. GOAL Ethiopias main donors are Irish Aid, USAID/OFDA, EHF, ECHO and other private donors.

About the Position:

Resilient wellbeing will be achieved through inclusive global and local societies that protect and care for the wellbeing of all people especially the most vulnerable and marginalized. For GOAL ET, gender equality and social inclusion (including a focus on age, and other social dynamic factors such as disability) are key elements crosscutting all projects and programs. GOAL ET strongly believes that Project activities must be implemented in impartial and non-discriminatory ways to promote the inclusion, protection, safety, dignity and integrity of girls, boys, women, and men. To achieve this, therefore, the barriers and mechanisms that prevent inclusion must be dismantled, and people must have the power to fully participate in their social, economic, and political lives. GOAL aims to understand these barriers and mechanisms and use them to inform programme design, so that people who may be vulnerable can participate in and shape their societies and also have access to basic life sustaining and lifesaving goods and services when crises occur. Hence, GOAL ET is seeking a passionate and self-motivated individual to take role of Gender Equality and Social Inclusion (GESI) Advisor in our programs in Ethiopia. The main objective of this post is to coordinate and provide guidance to the overall implementation and monitoring of GOAL Ethiopias Projects with regards to Gender equality and social inclusion. The GESI Advisor will maintain regular communication on gender and inclusion issues and related tasks with partners to ensure that GESI-related issues are looked at and are addressed in GOAL programming, processes, and implementation.

Job Purpose

The GESI advisor will work with multiple GOAL Ethiopia teams Head office and field Offices - including management leadership, programme operations, technical specialists, GESI field focal persons and the monitoring, evaluation, accountability and learning (MEAL) teams to develop, communicate, support and monitor the development of new country level GESI strategy, activities and targets. The role will sit within GEs Programme Team at head office. The post holder will represent GOAL Ethiopia on GESI externally including with donors, academia, and technical networks.

To mobilize resources for GOAL Ethiopias portfolio development in GESI

To provide technical Support and Capacity strengthening on GESI

To lead evidence generation and documentation (Research and Learnings) related to GESI (Values in practice)

Key Areas of Accountability/Duties

TECHNICAL AND PROJECT MANAGEMENT

I. Responsibility 1: Leading GEs Organizational Approach to GESI Tasks:

Actively supporting the implementation of GOAL's global Gender Equality Policy, Global Strategy, and internal country strategy for the period of 2023-2026.

Promoting GESI sensitivity, mainstreaming and targeted approaches within the organization by leveraging and ensuring that GESI considerations are integrated into all aspects of GOAL's operations and programs.

Facilitate the effective implementation of GESI internal audit findings and recommendations within GOAL ET by overseeing this process, record positive changes and achieve tangible results in the organization's structures and systems.

Support the smooth implementation of internally developed Gender Equality and Social Inclusion (GESI) guidelines by the HR department, and related learning.

Facilitate the development, implementation, monitoring, and evaluation of the country GESI Action Plan in collaboration with the wider GOAL Ethiopia team.

Collaborate with partners in strategies and action plan development to assure GESI is embedded in their action when necessary and requested.

Collaborate to review strategies of specific sectors to assure they are sensitive and responsive to GESI.

Coordinate with the Safeguarding and protection focal points to support strategies and activities to prevent, mitigate and respond to gender-based violence, sexual exploitation, and abuse from the GESI perspective.

Support and monitor the development of country level GESI strategy.

II. Responsibility 2: Resource Mobilization for GESI Tasks:

Provide technical input (and direction, when appropriate) on GESI at all stages of the business development cycle across various sectors, from positioning to submission. This includes identifying, reviewing, and advising on funding opportunities related to GESI.

Coordinate and communicate project activities to technical teams and make sure GESI is budgeted in accordance.

Participate in donor meetings for resource mobilization opportunities when necessary.

III. Responsibility 3: GESI Technical Support and Capacity Strengthening Tasks:

Facilitate and coordinate GESI focal points at the field level for any activity that requires GESI considerations. Conduct field visits to support and monitor the implementation of GESI strategy, activities, and targets.

Conducting GESI analysis when appropriate and providing support to teams and colleagues in conducting GESI analyses. Ensuring that GESI considerations are thoroughly examined and integrated into activities.

Advise on GESI-sensitive empowerment approaches for all programme design, implementation, and monitoring activities.

Actively strengthen staff capacity in Gender Equality and Social Inclusion (GESI) by equipping staff with the necessary knowledge and skills to enhance their understanding of GESI principles and promote inclusive practices throughout the organization. This includes providing or overseeing sensitization training, awareness creation sessions, inductions, and promoting other platforms.

Organize GESI-related events and create learning platforms that enable participants to gain awareness of GESI issues. This includes organizing events aligned with international campaigns such as International Women's Day, the 16 Days of Activism against Gender-Based Violence, International Day of Persons with Disabilities, and other relevant initiatives.

Supporting program teams in effectively integrating GESI data and analysis into country program activity plans, strategies, budgets, and monitoring, evaluation, and learning systems. Work closely with the teams to ensure that GESI considerations are systematically incorporated into all aspects of program planning and implementation.

Ensure there is a clear understanding of GOALs approach to GESI and key GESI concepts among country teams, appropriate for each team of staff.

Ensure that GESI considerations are integrated into the systems strengthening approach.

  • Coordinate with GOAL Ethiopias Protection Focal Points and Accountability Focal Points to drive GOALs Safe, Accountable & Inclusive Programming approach within GOAL Ethiopia.

IV. Responsibility 4: GESI in MEAL Tasks (support and collaboration):

Proactively identify learning questions related to Gender Equality and Social Inclusion (GESI) and drive the learning process within the organization. This involves conducting consultations, collecting relevant information, conducting thorough analysis, drawing meaningful conclusions, making informed recommendations, and ensuring effective dissemination of knowledge and insights.

Support all program evaluations to comprehensively assess the adequacy and effectiveness of GOAL's approach to Gender Equality and Social Inclusion (GESI). This involves systematically reviewing and analysing the extent to which GESI considerations have been integrated into program design, implementation, and impact.

Support GOAL Ethiopia in collecting and using gender-, age- and disability-disaggregated data and other social dynamic factors.

V. Responsibility 5: Liaison and networking Tasks:

Actively develop working relationships with likeminded organizations that share a commitment to Gender Equality and Social Inclusion (GESI) issues. By forging partnerships, collaborate on initiatives, share best practices, and collectively work towards advancing GESI objectives.

Represent GOAL Ethiopia on governmental and non-governmental coordination platforms related to GESI issues.

Represent GOAL at technical and advocacy networks at national and sub-national level.

Organise regular stakeholders partnership meetings for dissemination of information related to GESI issues.

Support the establishment of internal groups and associations that benefit the empowerment of women employees to increase their number in leadership.

Work and collaborate with the global GESI Focal Point and GESI Focal Point network and participate in learning platforms to share experience from the GE perspective when necessary.

COMPLIANCE ISSUES:

Familiarize self and understand GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.

While conducting trainings, make sure the training report and the signed attendees list is formally addressed to the Grant Unit for a central donor file.

Accountability & responsiveness within areas of responsibilities.

Participate in the grant management meetings and cover part of the meeting in the respective area.

BA/MA in an area related to Gender, Inclusion, social science, development/humanitarian studies, or other related field with 5 years of progressive experience for BA holders and 3 years for the MA holders, preferably in NGO environment.

Minimum of 5 years experience working on gender and inclusion in humanitarian and development projects / organizations.

Demonstrable experience driving and undertaking/implementing gender and inclusion analyses, and gender-transformative programming approaches and methodologies.

Experience of working collaboratively with partners (local and national government and communities and international agencies) with a participatory approach.

Good interpersonal skills, enthusiasm, excellent communication skills, the ability to lead, train and inspire a team and the ability to communicate clearly and effectively, and build relationships at all levels.

Proven experience and ability in participatory methodologies.

Strong training and facilitation skills.

Strong knowledge and application of gender, inclusion, Protection and safeguarding issues. And, demonstrated ability to lead cross-functional and cross-departmental initiatives on GESI

Ability to drive cross-team and cross-departmental initiatives for GESI across an organization, and generate interest in and momentum behind such initiatives.

Effectively and efficiently communicating with others to build effective networks and alliances.

Fosters working in teams & te3mwork spirit.

Motivated and able to work independently.

Ability to negotiate and approach the team effectively.

Language requirement

Ability to speak English, Amharic, and other Ethiopian languages.

Desirable quality, skill and competence

Experience in GESI related research.

  • Good communicator to a range of audiences written and verbal.
  • Highly proficient in MS Office suites, including Outlook and Office 360 suite.
  • A strong commitment to learning and development for themselves and their team.
