Call for Expression of Interest Consultancy Service on International Public-Sector Accounting Standards (IPSAS)

Back Ground

Ipas is a non-profit making international organization, working to improve womens lives through a focus on reproductive health. Since 2000 G.C, Ipas Ethiopia has been collaborating with the Ministry of Health (MOH), Regional Health Bureaus (RHBs), and various local partners to make reproductive health services available and reduce maternal morbidity and mortality in the country.

In response to government regulation, which requires Civil Societies and Charities to adopt IPSAS as part of implementing the standards for financial reporting, Ipas is looking for a consulting firm to assist us in the conversion process.

Scope of the work

• Conduct a gap analysis and develop a roadmap for IPSAS implementation.
• Analyze all relevant aspects: capacity, policies, procedures, regulatory, information system/ software etc. including review of existing chart of accounts and alignment with IPSAS adoption.
• Develop a comprehensive action plan incorporating all relevant aspects mentioned above.
• Review the existingfinancial manuals/ guidelines/ templates/ checklists as required to guide IPSAS implementation.
• Train Ipas employees on IPSAS adoption and reporting.
• Assist Ipas in preparing IPSAS based annual financial statements for FY 2024 with required opening balances/ conversions.
• Further support Ipas in consultation with external auditors and get an unqualified audit opinion with regards to IPSAS conversion.

Expected Deliverables

• Gap identified after evaluating the existing system and the new standard, IPSAS
• The existing financial policies and procedures updated based on the gap identified in consultation with Ipas
• Ipas staff trained and able to do financial statements based on IPSAS guidelines
• The first financial statement prepared based on the standard for the year ended June 30, 2024

Evaluation Criteria

Ipas will use the following criteria to evaluate the proposal submitted:

• Technical proposal 70%
• Financial proposal 30%

Education/Training

• The consultant must have BA degree in Accounting, ACCA/CPA, with experience in financial management
• The consultant must have work experiences in the NGO environment for a minimum of three years

Core Technical Competences

• The consultant must have a company business registration certificate with AABE and other applicable government registering bodies
• The consultant must have considerable experiences in international financial reporting standards, IPSAS for a minimum of three years
• Consulting experience in the application of IPSAS in non-governmental organizations
• Renewed professional license of the firm
• Renewed business license
• VAR registration certificate
• Professional certificate of key personnel
