Job Title: Deputy Country Director (National Position)
Reports to: Country Director
Contract Period: Two Years with possibility of extension
Objectives of the PositionAs a member of the Country Management Team, the Deputy Country Director (DCD) is a strategic partner to the Country Director, providing support and acting as their representative. The DCD upholds Welthungerhilfe's (WHH) quality standards and regulations while driving impactful results in Ethiopia.
Lead the development and management of a country program that aligns with WHH's overall strategy and mandate. This program should demonstrably contribute to Ethiopia's development and adhere to WHH's quality standards.
Foster recognition of WHH as a reliable partner by actively participating in relevant humanitarian and development platforms.
Ensure sound financial management of the country program's resources. This includes responsibility for securing additional funding to support program goals.
Contribute effectively as a member of the Country Management Team, fostering collaboration for program success.
Duties and Responsibilities:
The DCD supports the Country Director (CD) to develop and implement programs and projects and further develop the concept of Welthungerhilfe's intervention s in Ethiopia.
Ensure that WHH programs and projects are implemented and managed in a manner which achieves the program/project goals, in line with WHH policies and procedures and demonstrate sound resource management.
Ensure that strong partners, qualified staff and appropriate policies, procedures and systems are in place to properly manage WHHs programs/projects.
Ensure proper management of financial and other resources entrusted to WHHs programs and projects, including the review and approval of program/project budgets (including project matches) and the monitoring of budget reports (including the proper recording of matches).
Ensure donor and government reporting is done according to agreed upon standards and in a timely manner, in partnership with Program Development and Quality Unit as well as relevant counterparts in the HQ.
Work closely with the Operations teams (finance, procurement, HR etc.) to ensure proper coordination for efficient program implementation and support to national NGO partners.
Regularly review and contribute that the most efficient country office program management structure is established and functional to ensure program quality and the cost-efficient achievement of project objectives.
With the help of the finance department, ensure that effective controls and the monitoring of partners finances are in place.
Ensure that the country office program seeks opportunities for innovation and personal growth by promoting a culture of, and mechanisms for, reflective practice and learning at all levels.
Establish mechanisms for knowledge sharing and learning between projects and programs within the country office and beyond.
Lead process with staff and partners to identify and secure funding for viable humanitarian and development programs in line with CO strategy.
Oversee the design, development, implementation, monitoring and evaluation of country office programs and projects and ensure that they are aligned with WHHs strategy, quality standards and guidelines.
Lead the appraisal of potential partners capacities and work with finance and logistics on capacity reviews.
Oversee the development and finalization of partnership agreements and capacity strengthening plans and their management and implementation.
Ensure that proper monitoring and evaluation systems are in place to demonstrate impact and that program lessons are being used to promote improved programming and learning.
Work with the CD and relevant teams to oversee the development and implementation of a country advocacy agenda that supports programs.
Program Strategy:
Facilitate the preparation and implementation of the overall country office strategy.
Lead the preparation of program strategies based on sound contextual analysis and that target specific in line with WHHs global and country strategies.
Ensure adequate integration of humanitarian and development programming within the country office including seeking opportunities for nexus programming that works across the humanitarian and development continuum and builds the resilience of households and communities against future shocks.
Contribute to periodic review of the operating environment and ensure WHHs role and operating model are in line with that environment.
Seek strategic partnerships necessary to promote WHHs vision and programming principles and ensure that those partners understand the program strategies.
Ensure that programs are designed with the potential for sustainable scale and impact beyond the immediate participant group.
Team Management
Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective, and coordinated program team.
Ensure the proper implementation of WHHs performance management system for direct reports, including job description, regular feedback, mid-term reviews and annual performance appraisals.
Pro-actively address performance issues through regular, constructive, and honest feedback and coaching.
Ensure adequate and strong working relationships between program team and other units/teams.
Representation and Networking:
Support in establishing, maintaining, and improving active and regular working relationships with host government authorities, donors and partner agencies, the UN system, and local and international NGOs.
Maintain regular communications and interactions with the international donor and NGO community to ensure awareness of WHH programs.
Others as assigned by the Country Director in line with the role including acting CD in his/her absence.
Job Requirements
Relevant post graduate qualification
Ten years experience in a program position with an international NGO, with five years at a senior management level
Previous experience of managing a diverse team of senior staff and developing large teams and the ability to lead and motivate others, strong training and mentoring skills.
Previous experience of managing diverse and multi-sectoral programs, program development, project and budget management cycle, and participatory planning methodologies, including distance management.
Working with major international donors, knowledge of grants compliance requirements and securing external donor funding.
Knowledge and experience of incorporating key approaches across programs i.e. agriculture, nutrition, civil society strengthening.
Excellent communication (both written and verbal) and interpersonal skills, and an ability to motivate others.
Ability to organize, plan effectively, and to work under pressure often to strict deadlines.
Good networking skills.
