I Job Summary

The Market and Cash Based Officer is a key player in executing the planning, implementing, coordinating, financial service provider evaluations, and cash transfer beneficiary targeting, monitoring and evaluation of market and cash-based interventions in CAREs JEOP operational areas. The incumbent will station in CAREs JEOP project areas of Borana, East Hararge, West Hararge and Tigray. The officer collaborates closely with local partners, government offices, and financial service providers to ensure the successful implementation of Cash Transfer Programming (CTP) and the attainment of project objectives.

II Responsibilities

Job Responsibility #1: Planning and Implementation (50% of time)

  • Collaborate with zonal and woreda partners to implement effective cash interventions in drought and conflict-affected communities within CAREs JEOP project areas.
  • Develop and update project work plans in coordination with the Project Manager.
  • Contributes and support the strengthening of food and livelihood recovery of the identified beneficiaries in the JEOP project areas.
  • Participate in cash feasibility assessment, response modality and cash delivery mechanisms within JEOP project areas.
  • Engage and contribute to market-based response assessment and analysis.
  • Participate and contribute to financial service providers assessment.
  • Monitor and report on cash assistance and livelihood project activities to the project manager.
  • Facilitate community participation in beneficiary selection and project deliverables.
  • Conduct regular assessments in collaboration with woreda technical experts.
  • Ensure smooth cash delivery mechanisms and timely distribution.
  • Coordinate training sessions for capacity building in the intervention woredas.
  • Compile and document project data for final reports and terminal evaluations.

Job Responsibility #2: Coordination and Networking (20% of time)

  • Strengthen organizational linkages between the project and relevant woreda sector offices.
  • Work and coordinate with Financial Service Providers
  • Establish networks with similar projects and programs implemented by partner NGOs.
  • Implement planned activities approved by both donors and the government.
  • Represent the project in woreda-level meetings and participate in cash transfer technical forums.
  • Work with others similar programs internally to scale up good practices and draw lessons from others.
  • Coordinate with community facilitators, government extension agents, and private financial service providers.
  • Advocate with government actors on issues related to cash-based assistance.

Job Responsibility #3: Training and Capacity Building (10% of time)

  • Organize training and capacity-building programs for project beneficiaries.
  • Conduct community sensitization on financial education in JEOP project areas.
  • Align cash response activities with the Productive Safety Net Program (PSNP) to avoid duplication.

Job Responsibility #4: Reporting (10% of time)

  • Review and compile periodic reports to meet submission deadlines.
  • Systematically document Cash Transfer Programming and training provision for the Project Manager.
  • Compile aggregated data by sex and age composition of targeted households.
  • Collect and report early warning data regularly.

Job Responsibility No. #5: Learning (5% of time)

  • Perform additional duties assigned by the immediate supervisor and colleagues as deemed necessary.

Job Responsibility #6: Perform Other Duties as Assigned (5% of time)

  • Collaborate with local communities, government counterparts, partners, FO supervisors, EAs, Project Managers, and other CARE staff.

VI. Qualifications

A) EDUCATION/TRAINING Required:

  • BSc degree in agriculture, disaster risk management, sustainable development, or economics.
  • Training on project cycle management, SPHERE, CTP.

Desired:

  • MSc degree in agriculture, rural development studies, disaster risk management, sustainable development, or food security and livelihood studies, economics.
  • Training on project cycle management, CTP, SPHERE.

B) EXPERIENCE: Required:

  • 3 years of related experiences for BSc degree and 2 years for MSc.

Desired:

  • Field experiences with rural communities and IDPs.
  • Knowledgeable about the project areas.

C) TECHNICAL SKILLS Required:

  • Communication skill.
  • Proficiency in English, both verbal and written, and knowledge of the local language.
  • Computer proficiency.
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach, and sustainable development.

Desired:

  • Knowledge and practical application of Cash Transfer Programming guidelines and tools.
  • Knowledgeable about Project Cycle Management, Participatory tools and techniques.

D. COMPETENCIES

VII. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. The Market and Cash Based Officer shall be based in CAREs JEOP project areas of Borana, East Hararge, West Hararge & Tigray with more than 50% field travel to project woredas.
