Job Purpose

To provide technical support to local partners on water sanitation hygiene programme ensuring quality, community-based intervention that considers sustainable coping mechanisms in the current Tigray conflict, building the capacity of the IDPs, affected host communities to create better awareness in Water hygiene and sanitation. Particularly, the work requires providing and/or supervising the provision of technical support and assistance to the local partners project within an area of specialism. in close coordination with PHP team and ensuring community participation and integration with EFSL, Gender and protection.

Key Responsibilities

  • Implement and supervise the Public Health Promotion activities in the project area in interactive and participatory manner.
  • Under the guidance of the PHE & PHP officer and WASH Coordinator, take part in water, sanitation and hygiene needs assessments.
  • Work with the community and local administration, to ensure that the health promotion needs of the population are met.
  • Manage mobilization of the community to promote hygiene practices, public sanitation, with more emphasis on monitoring latrine use, water collection/storage, environmental sanitation, and hand washing practices.
  • Co facilitate community problem identification, planning (formulation of action plans, MOUs, hand over), implementation of community activities, participatory monitoring, and evaluation, using community mobilisation, sensitisation techniques
  • Implement and supervise the Public Health Promotion activities in the project area in interactive and participatory manner
  • Under the guidance of the PHE & PHP officer and WASH Coordinator, take part in water, sanitation and hygiene needs assessments.
  • Work with the community and local administration, to ensure that the health promotion needs of the population are met.
  • Manage mobilization of the community to promote hygiene practices, public sanitation, with more emphasis on monitoring latrine use, water collection/storage, environmental sanitation, and hand washing practices
  • Work closely with community-based institutions (such as WASH Co), community health volunteers, health extension workers and local level government officials, undertake community (men, women, children) mobilisation and their capacity building on quality WASH services.

Training /Capacity Building:

  • In close discussion with the PHP officer undertake regular field visits to each location of Tigray crises and partner program implementation areas to review programs and build local government capacity in quality program implementation through coaching and support supervision.
  • Provided technical capacity building to Local governments such as CHV, HEW and WASH Committee.
  • Support Volunteers and health facilities and partners PHP teams in identifying capacity gaps and assist in planning of relevant trainings to address the gaps
  • Participating in the workshops and training to support implementation Oxfam and partners.
  • Ensure that the government sector and other partners staffs and IDP community volunteers and PHP groups are fully aware of the public health promotion strategy of this project and all PHP activities are in line with strategy activities.
  • Participate in WASH trainings carried out by Oxfam, WASH clusters and other platforms

Monitoring and Evaluation

  • Support and contribute Public Health Promotion assessments in coordination with the PHP officer and WASH Coordinator, local partners and with other Oxfam sectors (PHE, EFSVL, Gender, Protection and MEAL)
  • To assess emergency needs, as requested, especially taking in the broader perspective of Public Health.
  • Contribute to regular program activity reports, weekly monthly to the PHP officer and WASH coordinator.
  • Report regularly, verbally and in writing to the PHP officer and to represent Oxfam to other NGOs, agencies, local partners and Government authorities were requested.

Essential

  • BSc Degree in relevant discipline (Environmental health, Public Health, Community Health, water supply sanitation, Nursery, Medical, Social Science) or substantial experience in Public Health Promotion with 2-3 years of experience preferable in NGO Sector.
  • Proven technical skills various PHP approached (preferably in Tigray region context)
  • Practical experience and understanding of community mobilization in relation to water and sanitation activities in humanitarian programmes, specifically to IDPs residing at concentration camp and integrated with host community.
  • Knowledge of and commitment to humanitarian principles (NGO/ Red Cross Code of Conduct) and with the Sphere Humanitarian Charter minimum standards.

Desired

  • Experience in NGO sector
  • Knowledge of preparation of IEC material for promoting key public health practices
  • Good knowledge of supervision techniques
  • Able to travel and work in conflict-affected areas
