Job Description

Women Empowerment-Action (WE-Action) is an indigenous non-political, non- religious, non-profit, humanitarian and development-oriented civil society organization working in Ethiopia to the improvement of the social, economic, and physical well-being of the poor women in particular and the community in general. Currently the organization is operating in three regions SNNPR, Amhara and Oromia National Regional States.

WE-Action envisions Ethiopian women empowered.

Currently, WE-Action is seeking to hire competent, qualified and interested candidate for Female applicants preferable.

Scope of the position

The Emergency & Humanitarian Response Team Leader will work under the direct supervision of the Emergency and Humanitarian Response Program Operation Manager at Addis Ababa. S/he will play a coordination and representation role for the WE-Actions development Program in the respective regions. S/he will work together with field office coordinators, project coordinators, program quality coordinator and represent the WE-Action on regular coordination meetings to be held in regional levels, IPs, government offices and other relevant stakeholders to ensure WE-Actions extensive interventions in the target areas are going smooth.

Managerial responsibilities:

  • Represent WE-Action in the program area and build healthy relations with stakeholders and project participants/targeted groups.
  • Support the field office teams adherence to internal polices and program management standards.
  • Build capacity of field staffs so as to effectively implement emergency projects/program activities.
  • Lead and mobilize efficiently the human, financial and material resources of WE-Action to achieve maximum results of projects/programs in the area under its vision and mission.
  • Make close follow up of emergency program & financial status including developing program financial plans, monitoring the project budget and ensuring sound projects financial controls are in place.

Program Implementation:

  • Implement emergency projects/programs under coordination within time frame and quality through providing technical support and regularly follow up Project Coordinators and field staffs.
  • Implement emergency projects/programs under coordination based on the designed implementation strategies.
  • Identify areas of capacity building of field staffs and come up with proposals to build project implementers capacity for timely and quality project implementations.
  • Work closely with admin & Finance section and Program offices in planning, budgeting and follow up proper utilization of budget and integration of program and finance plans and reports of project under her/his follow up.
  • Make a strong and continuous follow up of program implementations by setting weekly, Monthly & quarter action plans.
  • Assist project coordinators to develop and submit weekly and monthly action plans and updates for effective implementation of Projects.
  • Contribute to teams adherence to internal polices and program management standards.
  • Make close follow up of program & financial status including developing program financial plans, monitoring the project budget and ensuring sound projects financial controls are in place, set project financial priorities accurately to ensure projects under coordination are operating in a manner that support the needs of the targets.
  • Represent WE- Actions interests and program with external stakeholders, in concrete with the respective relevant teams.
  • Timely organize field staff and stakeholders appraisal workshop before implementation of projects.
  • Ensure proper documentation (in soft and hard copy) of projects under coordination.

Program Development:

  • Develop annual and quarter operational plans with quality for emergency projects under coordination, timely submit to the Program Manager.
  • Collect needed data and information form the emergency program area and feed to the head office for development of concept notes/proposals and any operation a researches.
  • Collaborate with the management to develop, refine, implement and monitor WE-Action strategic plan while ensuring that the budget, staff and priorities are aligned with WE-Actions core mission
  • Identifying potential area for concept note development in the respective operational area.

Monitoring, Evaluation, Learning and Reporting:

  • Actively participate and collaborate with M & E section in the establishment of monitoring & Evaluation system of new and existing projects under coordination.
  • Make regular field visits to projects/programs under coordination for technical support at least one visit per quarter and provide reports
  • Facilitate emergency project mid and end term evaluations to be conducted by government signatories and external consultants.
  • Facilitate and participate emergency program visit for government and funding partners
  • Collect indicator-based data for each emergency project under coordination and share to Program Quality Section
  • Prepare quality monthly, quarterly and annual report and share to program manager
  • Assist emergency project coordinators & other field staffs to develop case & success per project component and submit to program manger
  • Prepare and submit quarter emergency program accomplishment reports as per the reporting format of government offices and local language.
  • Assist the program manager to work with PQM to facilitate learning in emergency projects/programs including codifying lessons learned and knowledge of resources/tools/best practices etc.

Compliance and Performance

  • Read, understand and strictly respect donors and government compliances and support field office to respect the required compliance.
  • Strictly follow and adhere to organizational policy and standardization manuals.

Gender and Social Inclusion and Accountability

  • Participate and contribute for organization gender and accountability work.
  • Plan, implement and report gender equality, social inclusions and accountability activities in respective projects/programs.
  • Work in collaboration with the Gender and Social Inclusion coordinator in designing and implementation of gender capacity building for field staffs.

Accountability and transparency

  • Ensure that communications and products of WE-Action are visible in project area
  • Adhere to the organization accountability framework; communicate for employees for effective implementations.
  • Implement WE- Action compliances to Core Humanitarian Standards (CHS) and develop communities capacity accordingly.
  • Participate in external verification process of WE- Action Core Humanitarian Standards.
  • Conduct routine risk assessments, monitor and report any issues related to Safeguarding.
  • Create awareness to community, target groups and peers on safeguarding during weekly, monthly, and quarterly dialogue sessions.
  • Create awareness to community, target groups and peers on WE-Actions compliant Handling Mechanisms during weekly, monthly, and quarterly dialogue sessions.
  • Participate in organizational conversations to discuss on cross cutting issues such as gender, HIV, safeguarding, social inclusion etc

  • Able to seek appropriate advice and report concerns, and feel confident that they have been understood.
  • Understands local safeguarding structures and arrangements.
  • Practices in a manner that seeks to reduce the risk of abuse, harm or neglect.
  • Identifies and refers to appropriate services any other associated persons including careers, family members and children at risk.
  • Able to document safeguarding concerns, and maintain appropriate record-keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.
  • Gather feedback and complaints on any concerns of the project implementation and organization and formally document and report back to field offices with a confidential and secure manner.

Job Requirements

Qualifications

  • MSc/BA in Disaster Risk Management and Sustainable development, Rural Development, Natural Resource management & Economics and related fields Studies
  • 2 years related work experience for MA/MSc and 4 years work experience for BA/BSc NGOs experience is a plus.
