Job Description

ROLE PURPOSE

The Project Officer is responsible for supporting the delivery of results in line with the projects objectives and supports program implementation at all stages throughout the project cycle. S/he is responsible for ensuring the quality of program delivery to keep the project on track and compliant with Global Affairs Canadas Feminist International Assistance Policy. S/he will be reporting to the WVL MERL Specialist and complement the hands-on support provided by MERL specialist and the PMT. S/he will be responsible for providing technical support in program/project design, planning, budgeting and implementation and reporting processes. She/he will ensure integration, collaboration, coordination, communication and teamwork, within and across other projects/ programs implemented by Plan International Ethiopia. This role will also ensure the implementation of Plans Child Protection Policy in PIE and focus on feminist principles through gender transformative programming.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Feminist project delivery model: Lead the participatory development and implementation of the project based on feminist values and principles. A strong understanding of participatory and results-based management, and technical proficiency in gender equality and empowerment of women and girls.

Programme Management

  • Provide programme and administrative support to the project team in the preparation of various programme documents, such as work plans, budgets, reports and proposals on programme implementation arrangements.
  • Under the guidance of the supervisor, assemble briefing materials and prepare power-point and other presentations for the project unit.
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, and other material as required.
  • Assist the programme team in reviewing and preparing documentation on and support contract tracking.
  • Help the team in providing guidance to the country and project offices on routine implementation of the project, tracking use of finances.
  • Prepare TOR for ongoing activities of the project, prepare budget requests, follow up with finance for timely payment preparations and payment administrations.

Administrative Support

  • Provide administrative support to the programme team in the organization of events, meetings and workshops, etc.
  • Make travel arrangements for the programme team and project staff, including preparation of travel requisitions and claims.
  • Maintain and organize up-to-date hard and electronic files for easy access and retrieval. Ensure safekeeping of confidential materials.
  • Create and maintain files of correspondence/documents and electronically received information and ensure up-to- date filing. Maintain both hardcopies and electronic copies of the office records and reference files on various subjects.
  • Prepare presentation material/slides in Power-point for presentations for the meetings/workshops and keep all papers ready for meetings.

Financial Management

  • Support the programme team in the financial management of the project through organizing appropriate documentations
  • Organize, compile and process information from the donor as well as from the programme team, and keep track of the information through databases and e-filing.
  • Support the programme team in the tracking of and reporting on mobilized resources.

Internal collaboration

  • Collaborate with technical programme specialists in the country and with National Office staff (when required) to develop monitoring and evaluation frameworks for specific programmatic/ thematic areas.
  • Ensure feminist principles and strategies are mainstreamed in MER tools and frameworks.
  • Collaborate with other team members (Finance, capacity development, Grant Compliance and Gender) to ensure effective program delivery and accelerated response across Plan International Ethiopia departments.
  • Contribute to the wider work of the Programme Effectiveness team on a flexible and supportive basis.
  • Mainstream child protection in the program area as well as observe Plans Child Protection Policy and be vigilant to report all child protection concerns.

Other Responsibilities

  • Within the scope of the role, there will be additional assignments as needed.
  • Seek and promote innovative ideas, approach to ensure quality of work

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan Internationals Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that the team members under supervision are properly inducted on and understands their role in upholding Plan Internationals safeguarding and GEI policies;
  • Ensures that Plan Internationals global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
  • Ensures that Plan Ethiopia contributes to Plan Internationals global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted

Job Requirements

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ experience essential:

  • Bachelors Degree in Social Science, Social work, management and other related field
  • Minimum of 3-5 years of relevant work experience.
  • Some experience of working on gender equality and empowerment of women and girls and advocacy of equality and inclusion.
  • Some experience and/or knowledge of working with the Federal, regional and local government sectors.

Qualifications/ experience desirable:

  • Experience of working in an NGO is highly desirable.
  • Has developed professional networks in the sector and in country government
  • Experience and/or strong professional links with work in this field in other countries
  • Experience working with a diverse set of stakeholders at all levels of an organization, including from policy-makers and senior management to local government and CSOs, as well as community leaders and beneficiaries.

Technical expertise, skills and knowledge

  • Knowledge of current international development trends and thinking on programme effectiveness, learning and in Gender Equality programming,
  • Grass-root development management -understanding challenges and opportunities in the communities and field level realities of NGOs are desirable.
  • Excellent writing, verbal and editing skills,
  • Strong team work and collaboration skills,
  • Skills of statistical data analysis and reporting,
  • Knowledge of project management skills, and ability to coordinate diverse stakeholders,
  • Establishing strong working relationships with colleagues from different functions and cultures,
  • An understanding of and commitment to the aims and values of Plan.

Knowledge

  • Knowledge and understanding of gender equality and gender transformative programming and project management
  • Knowledge and understand of feminist MEAL system and capturing learning elements to be used in the projects planning and reporting.
  • Knowledge of the child protection in emergencies sector including protection risks and response interventions.
  • Knowledge of development and humanitarian issues, trends, challenges and opportunities and implications to child protection.

Skills Specific to the Post

  • Proven experience as a trainer and in developing structured and comprehensive curricula and training manuals.
  • Excellent interpersonal skills, including the ability to build relationships with colleagues.
  • Excellent written and oral communication skills, including presentation.
  • Strong negotiation, influencing and problem-solving skills.
  • Ability to analyse information and evaluate options including planning skills.
  • Proficient in computer skills and use of relevant software and other applications.

Language requirements:

  • Fluency in English language is essential
  • Knowledge of Local Languages is a desirable
