General Information

Following a successful consortium lifesaving response (ECHO2.0), the HI has formed a new Consortium with HelpAge International, Rehabilitation and Development Organization, and FEAPD to work in Tigray and Amhara under DG ECHOs HIP2024.

Under the supervision of the Project Manager, the Rehabilitation Team Leader is responsible for leading, initiating, ensuring, coordinating, and following up on all activities related to Physical and Functional rehabilitation services (leading and capacity building the rehabilitation team, medical referral of beneficiaries, mapping of service provider outside Physical rehabilitation scope and distribution of mobility aids/devices) to conflict, manmade and natural disaster affected people.

The position holder (Rehabilitation Team Leader) is expected to coordinate the rehabilitation of the project in close collaboration among project partners internal and external referral project beneficiaries for service outside the project scope and consortium partners. S/he will be responsible for the implementation and supervision of rehabilitation project activities.

Given the emergency nature of the programme and areas of intervention, the position holder will be expected to work outside the normal work hours.

Missions/responsibilities

Project Implementation:

  • Planned, implemented, and follow-up of technical training (content, translation, hands out, schedule, curriculums, IEC tools needed, etc.) for HI rehab staff, social workers, and community volunteers.
  • Participate to the design and dissemination of tailored Information, Education, and Communication (IEC) materials to support rehab activities, including identification of new IEC needs; you ensure relevance/context appropriateness of awareness tools with the support of the project manager.
  • With support from the project manager, monitor the project activities and provide supervision of the team under you.

Participate in the design and regular review of the rehabilitation project work plan and ensure its implementation;

Design, consolidate, and share with the Project Manager the weekly action plan for health activities;

Ensure the smooth running of Health activities adapting the action plan and team planning if necessary.

Monitor the activities on the basis of the planned activities, including regular field visits and reports on actions done and/or difficulties encountered

Ensure technical support and quality assurance for the implementation of activities

Follow up on the humanitarian context and monitor the need for HI intervention;

Participate in the design of the HI operational framework in your area of intervention;

  • Conduct and formalize needs assessments
  • Fill in the purchase request with detailed information considering the local train condition and the specific needs of persons with disabilities. Train Key health staff on fitting mobility devices including wheelchairs, crutches, and other devices to pre-primary and primary school children.
  • Work closely with health facilities/hospitals HI signed MoU and refer persons with disabilities who need special and service outside HIs mandate.

Quality M&E and Reporting

  • Ensure the high quality of activities implemented as indicated in the project proposal document.
  • Participate in regular monitoring, midterm, and final evaluation of the project in consultation with the project manager, MHPSS office, Explosive Ordinance and Risk Education officers, and project partners and documentation and dissemination of lessons learned and good practices to relevant bodies.
  • Work in close collaboration with the project manager and other project team to monitor the project outcomes and results are as per indicated performance indicators and contribute to the documentation of good practices.
  • Implement the formalized tools and methods developed within the project framework.
  • Ensure project activity reporting and minutes of meetings as required.
  • Ensure that issues identified through the monitoring process are brought to the attention of the project manager and addressed accordingly

Coordination and Representation

Ensure a good level of representation, communication, and leasing with partners, consortium members, OPDs as well as stakeholders operational in the project area, zonal and regional level working on Persons with Disabilities and rehabilitation.

Up on delegation by the project manager, representing HI and attending cluster meetings with NGOs in Tigray regional state.

In collaboration with the project manager, coordinates meetings to share lessons learned, experience, and good practices of the project with partners, consortium members, government sector bureaus, and relevant NGOs and advocate for the rights and wellbeing of persons with disabilities.

Logistics

Plan and anticipate the logistics needs (cars, equipment, materials) necessary for the implementation of the activities;

In coordination with the logistics department and with the support of the project manager, ensure the proper supply planning and management.

HR and Team management

Monitor each staff member and their work progress plan;

In collaboration with the project manager, participate in the recruitment process and interviews of candidates for positions under your line management.

In collaboration with the project manager, prepare the induction process for new staff and ensure appropriate training/support is provided.

In collaboration with the project manager, conduct staff evaluation and address HR issues that arise.

Directly manage and support the rehabilitation teams on a daily basis, ensuring they are able to reach their weekly objectives;

Manage HR issues faced on the field or within teams and report them to your line manager;

Ensure conflict resolution (personal and professional) within your staff and inform in case of difficulties;

Build and maintain a team dynamic cohesion and professionalism which enables the objectives of HI to be carried out;

Organize staff annual leaves.

Guarantee fulfillment of attendance sheets and appraisal forms of managed staff according to HR procedures.

Report immediately any concern or incident to the project manager / Operations manager related to child protection and safeguarding and PSEA

Ensure respect for HIs policies as well as their implementation at all levels in project locations.

Job Requirements

Qualification: BSc in physiotherapy or Masters degree in Physiotherapy or occupational therapy from a recognized University with at least 6 years for BSc and 4 years for MSc.

Experience in leading a team of physiotherapist experts

Physical and functional rehabilitation experience in the community setting.

Willingness and ability to work in remote locations.

Experience in capacity building of partners in the identification of persons with disabilities and referring them to service providers.

Support service provider to the community-based organization as per signed MoU with the service providers.

Resilient to stress

Knowledge and skill of the local language (Tigrigna) is aMUST.
