The Competency and human resource Administration executive office is one of the executive offices found in the ministry of health. The overall Human resource functions of the ministry like recruitment, development, performance management and organizational structure are designed and implemented in this office. In addition to this as part of the new national reform, the it also coordinates the development of health sectors competency measurement system led by Civil service Commission and also it coordinates national Health professionals Job evaluation and grading and the national medical specialist deployment and management. Considering this broad and diverse work the office needs high caliber advisors who facilitate those high-level commitments and capacitate other professionals in the executive office.
Job Description:
The Senior Special Advisor for Competency and Human Resource Administration plays a pivotal role in institutional and individual capacity building activities to ensure competent and resilient human resource. The advisor also provides strategic directions in improving the Human resource management, in developing resilient structure of the sector, in Human resource policy development and implementation, in performance management, human resource motivation and development.
The ideal candidate will have high caliber in technical and strategically directions in the implementation of human resource management, policy developments and implementation, performance management in the regional or federal level. The senior advisor should also have good leadership, planning, communication, time management, networking and other soft skills.
Duties and responsibilities:
- Develop strategies and plans to optimize competency and human resource administration aligned with organizational goals and objectives.
- Work closely with the Federal civil service commission, regions and other executive offices to strengthen the Human resource functions and in other national initiatives.
- Work closely with team leaders, executive office & strategic executive offices in developing annual plan, preparing reports and feedback.
- Prepare or coordinate Human resource policy documents which facilitate the resilient Human resource administration of the health sector.
- Develop and update HR policies and procedures to ensure compliance with relevant laws and regulations while promoting fairness and equity in the workplace.
- Support in development of training manuals and implementation long and short-term retention manual.
- Oversee talent acquisition, retention, and development processes to ensure the organization attracts, retains, and nurtures top talent.
- Formulate effective performance management system and work closely with other executive offices in its implementation.
- Design smart human resource management system to build effective system.
- Develop and implement competency frameworks, assessments, and training programs to enhance the knowledge, skills and capabilities of employees.
- Collaborate with department heads and HR professionals to identify competency gaps and develop strategies to address them.
- Conduct regular evaluations of employee competencies and provide recommendations for improvement.
- Advise senior management on best practices in competency development and talent management.
- Oversee the design and implementation of performance management systems to align with competency frameworks.
- Provide guidance on recruitment, selection, and onboarding processes to ensure alignment with competency requirements.
- Stay updated on industry trends and best practices in competency development and human resource administration.
- Serve as a mentor and coach to junior HR professionals and contribute to their professional development.
- Prepare regular reports on progress made in competency and human resources administration systems.
Accountability
- Both the Civil service and MoH rules and regulations will be applied to guide the day-to-day activities and performance of the manager.
- As new priorities emerge, the MoH may periodically revise this TOR for this position.

Educational back ground:
- MA or MSc Degree, Organizational Leadership & Management, MA or MSc Business administration 0r PhD. Degree, Doctor of Public Administration (DPA).
Work Experience:
- 13 Year for PhD or 15 years of Proven Experience in Human Resource Management for an MA/MSc Degree OR 17 years of Proven Experience in Human Resource Management for a BA/BSc degree; out of which at least 10 years of experience at the regional or federal level.
Skills Required:
- Ability to promote teamwork.
- Fluency in English, good communication and negotiation skills,
- As new priorities arise, MoH may periodically revise the TOR for this position.
- Ability to establish and maintain effective result-based working relationship with staff at federal and regional levels and partner organizations.
Computer literacy: Routine use of MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
- Ability to use additional statistical analysis packages is an advantage e.g. SPSS, Epi- Info.
